COMMITTEE OF THE WHOLE MINUTES
TUESDAY, AUGUST 8TH, 2023
Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:01 PM
on Tuesday, August 8th, 2023. Committee members present at the time the meeting
was called to order were Tom Hotek, Rick Hanke, Pat Moen, Darrow Novy, Elizabeth
Parish, and Leanne Beyer. Randy Seeley arrived at 7:03 PM.
Others present included: City Administrator Josh Finch, Police Chief Pat Clark, Police
Seargent Chris Kuchinsky, Nicolette Nauman of the Hillsboro Sentry Enterprise, Ted
and Joyce Meza, Terry Revels, and several members of the Cheyenne Settlers group.
Mayor Kubarski asked if this meeting received proper public notice to which City
Administrator Finch confirmed the meeting did receive proper notice.
Motion by Hotek, second by Beyer, to approve the July 13th, 2023, Committee of a
Whole meeting minutes. Motion carried.
Safety and Welfare
Chief Clark presented the Police Chief’s Report. Hillsboro Police Department
received 241 calls in the month of July.
Chief Clark updated the committee regarding a speed grant the City received as well
as an update regarding the multiple animal bites that have happened within city
limits.
Improvements and Services
City Administrator Finch, along with members of the Cheyenne Settlers, discussed
the matching donation from the City of Hillsboro for the Round Barn construction.
Cheyenne Settlers announced that they have raised their portion of the matching
allotment and would like to know about the Cities portion of the match. Discussion
ensued and the City agreed to match their portion of the match, $10,000, in a timely
fashion.
Joyce Meza spoke about the idea of renaming Short Street to Cesky Courtyard and to
make that abandoned alley into a community plaza of sort. The Committee liked and
supported the idea and requested Joyce provide more information in the future
regarding this project.

The committee reviewed the bills and recommended the bills for Council approval
for the next council meeting.
City Administrator Finch presented his monthly report.
Motion by Hanke, second by Beyer to enter closed session at 8:13 PM. Motion carried.
Motion to enter back into open session by Beyer, second by Hotek at 9:14 PM. Motion
carried.
Motion by Hotek, second by Hanke to adjourn at 9:15 PM. Motion carried.
