Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES Tuesday, July 11, 2023 The Committee of the Whole meeting was called to order by Mayor Greg Kubarski on Tuesday, July 11, 2023 at 7:05 PM. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel confirmed the meeting did receive proper notice. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Patricia Moen, Elizabeth Parish, and Randall Seeley present. Darrow Novy arrived at 7:12 PM. Mark Lankey was absent. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Police Officer Matthew Nundahl, Hillsboro Public Librarian Jackie Pysarenko, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, seconded by Beyer to approve the June 13, 2023 Committee of the Whole meeting minutes. Motion carried. Safety and Welfare Police Officer Matthew Nundahl presented the Police Chief’s Report. Hillsboro Police Department received 200 calls in the month of June. Officer Nundahl reported there were a few warnings issued due to firework violations. The Police Dept. received a DOT Speed Enforcement Grant and will be in enforced during the months of July and August. Improvement and Services Novy reported the road construction on Klondike Avenue is going well. Construction should be done in August. Administrator Finch gave an update on the State Highway Project. Finch reported in previous conversations that replacing the storm sewers could potentially cost the City up to $600,000. Administrator Finch was excited to report the State has agreed any storm sewers they deem necessary to be replaced will be paid for by the State. Some parking lanes will be removed and in return that area will become the responsibility/cost of the State and could potentially save the City $100 to $150,000. With all the adjustments taken into consideration, the total project cost of 2 million dollar may be reduced to 1.3 or 1.4 million. The Committee was in agreement of forwarding the two State Highway Project Agreements to the City Council meeting on July 17, 2023 for approval. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval at the July 17, 2023 Council meeting. Administrator Finch reported since the last conversation in regards to the activities and events in Hillsboro, Finch has started organizing a Block Party/Community Event with music, food, adult and children activities, with a potential date of October 6, 2023. Name for the event may be Boro Block Party or Boro on the Block. Most funds to support the event would come from room tax, donations, and proceeds from the event. Motion by Hanke, seconded by Hotek to go into Closed Session at 7:43 PM – Sec. 19.85(1)(e), Wis. Stats., sanctions the use of closed sessions where governmental bodies are deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Motion carried. Motion was made in closed session by Seeley, seconded by Beyer to return to open session at 8:17 PM. Motion carried. Motion by Beyer, seconded by Hotek to approve forwarding the MSA Professional Services Agreement between the City of Hillsboro and MSA Professional Services, Inc. to the City Council meeting scheduled for July 17, 2023 for approval. Motion carried. Motion by Beyer, seconded by Moen to adjourn at 8:18 PM. Motion carried.
