__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, June 13, 2023 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 PM on Tuesday, June 13, 2023. Committee members present at the time the meeting was called to order were Mark Lankey, Rick Hanke, Pat Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley. Leanne Beyer were absent. Tom Hotek left at 7:40 PM Others present included: City Administrator Josh Finch, Police Chief Pat Clark, Nicolette Nauman of the Hillsboro Sentry Enterprise. Mayor Kubarski asked if this meeting received proper public notice to which City Administrator Finch confirmed the meeting did receive proper notice. Motion by Hanke, second by Hotek, to approve the May 9, 2023, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark presented the Police Chief’s Report. Hillsboro Police Department received 202 calls in the month of May. Chief Clark updated the committee regarding a drunk driving program he helped coordinate with drivers ed. Improvements and Services City Administrator Finch provided an update regarding the Parks Plan. Discussion ensued about any final changes. City Administrator Finch presented the CMAR report. City Administrator Finch presented information regarding the sidewalk bid. The Committee recommended S & S Concrete for Council approval for the next council meeting. City Administrator Finch presented Pay Application #3 and Change Order #1 regarding the Baraboo River Canoe Launch. City Hall • 123 Mechanic Street • P.O. Finch will reach out to various entities about partnering up to bring a vending machine to Hillsboro. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval for the next council meeting. City Administrator Finch presented his monthly report. Motion by Lankey, second by Novy to enter closed session at 8:02 PM. Motion carried. Motion to enter back into open session by Lankey, second by Moen at 8:35 PM. Motion carried.
