Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, May 9, 2023 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:09 PM on Tuesday, May 9, 2023. Committee members present at the time the meeting was called to order were Leanne Beyer, Rick Hanke, Pat Moen appeared by phone, Darrow Novy, Elizabeth Parish, and Randy Seeley. Tom Hotek and Mark Lankey were absent. Others present included: City Administrator Josh Finch, Police Chief Pat Clark, Nicolette Nauman of the Hillsboro Sentry Enterprise, MSA Rep Dan Schmidt, Hillsboro Librarian Jackie Pysaranko, and Street Employees Brandon Kiel and Mike Burch. Mayor Kubarski asked if this meeting received proper public notice to which City Administrator Finch confirmed the meeting did receive proper notice. Motion by Hanke, second by Beyer, to approve the April 11, 2023, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark presented the Police Chief’s Report. Hillsboro Police Department received 132 calls in the month of April. Chief Clark introduced part time Police Officer Elle Kinnison to the Committee. Chief Clark updated the committee regarding the success of the drug take back program. Improvements and Services MSA Rep Schmidt provided an update and summary for Comprehensive Outdoor Recreation Plan (CORP). City Administrator Finch provided an update regarding the Klondike Road Reconstruction project. City Administrator Finch presented information from previous meetings regarding winter street parking. Committee discussed and suggested an ordinance should be presented to the Council limiting off street parking in events of emergency. City Administrator Finch presented information regarding a Designated Outdoor Consumption Refreshment Area.
