COMMITTEE OF THE WHOLE MINUTES
TUESDAY, April 11, 2023
Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 PM
on Tuesday, April 11, 2023. Committee members present at the time the meeting
was called to order were Leanne Beyer, Rick Hanke, Mark Lankey, Pat Moen, Darrow
Novy, Elizabeth Parish, and Randy Seeley. Tom Hotek was absent.
Others present included: City Administrator Josh Finch, Police Chief Pat Clark,
Nicolette Nauman of the Hillsboro Sentry Enterprise, MSA Rep Dan Greve, and Street
Employee Joe Haugh.
Mayor Kubarski asked if this meeting received proper public notice to which City
Administrator Finch confirmed the meeting did receive proper notice.
Motion by Hanke, second by Beyer, to approve the March 14th, 2023, Committee of a
Whole meeting minutes. Motion carried.
Safety and Welfare
Chief Clark presented the Police Chief’s Report. Hillsboro Police Department
received 122 calls in the month of March.
Chief Clark updated the committee with the vacant police officer recruitment
position.
Improvements and Services
MSA Rep Greve provided an update and summary for the committee regarding the
Wastewater Treatment Plant.
City Administrator Finch updated the committee with the Comprehensive Outdoor
Recreation Plan (CORP).
City Administrator Finch provided an update regarding the train project.
City Administrator Finch provided an update regarding the Baraboo River Project.
City Administrator Finch provided an update regarding commercial code enforcement.
City Administrator Finch provided an update regarding the opening of the City Pool and the
summer personnel.

Finance and Personnel
The committee reviewed the bills and recommended the bills for Council approval
for the next council meeting.
City Administrator Finch presented his monthly report.
Motion by Lankey, seconded by Hanke to move into closed session at 8:02 P.M. to
discuss Employee wages and benefits. Motion carried.
Motion to return to open session at 8:48 P.M. by Beyer, seconded by Hanke. Motion
carried.
Motion by Beyer, second by Lankey to adjourn at 8:51 PM. Motion carried.
