Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, MARCH 14, 2023 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:02 PM on Tuesday, March 14, 2023. Committee members present at the time the meeting was called to order were Leanne Beyer, Tom Hotek, Mark Lankey, Pat Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley. Rick Hanke was absent. Others present included: City Administrator Josh Finch via phone, Treasurer Lisa Johnson, Police Chief Pat Clark, Nicolette Nauman of the Hillsboro Sentry Enterprise, Hillsboro Librarian Jackie Pysaranko, and Street Employee Joe Haugh. Mayor Kubarski asked if this meeting received proper public notice to which Treasurer Lisa Johnson confirmed the meeting did receive proper notice. Motion by Parish, second by Beyer, to approve the February 14th, 2023, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark presented the Police Chief’s Report. Chief Clark announced the new reporting system was down but is now working and previous reporting errors had been corrected. Chief Clark updated the committee with the vacant police officer recruitment position. The application deadline closed March 1, 2023, and the city has received three applications. Chief Clark will proceed with background checks and is coordinating with other police chiefs to assist with the interview process. Improvements and Services City Administrator Finch updated the committee with the Comprehensive Outdoor Recreation Plan (CORP). The city received 240 responses from the Parks and Recreation Survey that was released. Most responses included the need for updating the park shelters, repair the tennis and basketball court, need to improve the city park jungle gym, and the need for a walking path in the city park. Finch will meet with MSA Professional Services in the next few weeks regarding the survey results and future planning. Finch presented an example of a Chronic Nuisance Code Enforcement with a list of service charges for residential and commercial properties. Beyer suggested to reduce the number of offenses from five to four for the residential and commercial examples. Finch will proceed to develop an ordinance addressing chronic nuisances with the city attorney and will present it during the April Committee of the Whole meeting. Finch presented his monthly report noting he is currently working on two grants. The committee discussed the need to purchase 11 tablets for elected officials to reduce the amount of paper generated for monthly packets and to improve the needs of communication with email. Finch recommended to increase the 40 Rod’s Drag Strip Lease from $500 to $1000 annually for three years. The contacts from 40 Rod’s Drag Strip are in agreement with the contract and proposed increase. Due to the lack of information, Mayor Kubarski announced the need to postpone Closed Session-Sec. 19.85(1)(c), Wis. Stats., sanctions the used of closed sessions where governmental bodies are considering employment, promotion, compensation, or performance evaluation of any public employee-Employee wages and benefits. Motion by Hotek, second by Lankey to postpone the closed session until Monday, March 20, 2023. Motion carried. With any new business, Novy announced a question from an individual if an indoor woodburning furnace is allowed in the commercial business district. Parish reminded the committee of the Hillsboro Public Library’s 125th anniversary that will be celebrated this summer. Hillsboro Librarian Jackie Pysarenko announced the anniversary is scheduled for Sunday, July 16, 2023. Motion by Lankey, second by Beyer to adjourn at 7:41 PM. Motion carried.
