COMMITTEE OF THE WHOLE MINUTES
TUESDAY, February 14th, 2023
Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 PM on
Tuesday, February 14th, 2023. Committee members present at the time the meeting was
called to order were Mark Lankey, Rick Hanke, Leanne Beyer, Randy Seeley, Pat Moen, Tom
Hotek, Darrow Novy, and Elizabeth Parish.
Others present included: City Administrator Joshua Finch, Police Chief Patrick Clark,
Nicolette Nauman of the HSE.
Mayor Kubarski asked if this meeting received proper public notice to which Finch
confirmed that the meeting did receive proper notice.
Motion by Parish, second by Hanke, to approve the January 10th, 2023, Committee of a Whole
meeting minutes. Motion carried.
Safety and Welfare
Chief Clark the Police Chief’s Report. Clark noted that there were 155 total calls in the
month of January. Clark informed the Committee that we have begun receiving applications
for our vacant officer position. Deadline for first wave of applications is March 1st. Clark also
mentioned that we had some part-time help as needed during this time.
Improvements and Services
Finch provided an update on behalf of MSA regarding the Parks Master Plan project. Finch
provided an update regarding the train project and requested permission to pursue requests
to the public for transportation. The Committee agreed. Finch provided a library report with
explaining the Library is celebrating 125 years this July. Finch then went on to talk about the
Klondike Ave. Bid which the committee reviewed and recommended Scott’s Construction to
be approved at the next council meeting. Lastly, the committee reviewed Pay Application #2
and recommended it for Council approval on the next council meeting.
Finance and Personnel
The committee reviewed the bills and recommended the bills for Council approval on the
next council meeting.
Administrator Finch presented his administrator’s report.
Finch discussed the use of elected officials emails and tablets and it was approved to pursue
further information.
In New Business, Beyer raised the discussion of crosswalks needing to be repainted for
safety measures which Kubarski and Finch assured would be a priority for spring.
Motion by Novy, second by Hotek to adjourn at 7:50 PM. Motion carried.
