__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, January 10th, 2022 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:01 PM on Tuesday, January 10th, 2022. Committee members present at the time the meeting was called to order were Mark Lankey, Rick Hanke, Leanne Beyer, Randy Seeley, Pat Moen, Tom Hotek Darrow Novy, and Elizabeth Parish. Others present included: City Administrator Joshua Finch, Police Chief Patrick Clark, Library Director Jackie Pysarenko, and Nicolette Nauman of the HSE. Mayor Kubarski asked if this meeting received proper public notice to which Finch confirmed that the meeting did receive proper notice. Motion by Parish, second by Beyer, to approve the December 13th, 2022, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark the Police Chief’s Report. Clark noted that there were 121 total calls in the month of December. Clark reminded everyone that driving over curbs are something residents should not be doing but will be more addressed in a code update. Lastly, Clark mentioned that due to a resignation we will begin recruitment of a new officer. Improvements and Services Finch provided an update on behalf of MSA regarding the Parks Master Plan project. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval on the next council meeting. Administrator Finch presented his administrator’s report. Finch presented a Bond Issuance for Gundersen St. Joe’s for the hospital project. Recommended for approval on the next council meeting. Finch discussed email correspondence with elected officials and the possibility of turned to online packets to save on paper. Finch stated he can investigate pricing of tablets too. A motion by Lankey and seconded by Hanke to go into closed session to discuss employee wages and benefits. Motion Carried at 7:39 PM. A motion by Lankey and seconded by Novy to go back into open session. Motion carried at 8:23 PM. Motion by Hotek, second by Hanke to adjourn at 8:23 PM. Motion carried.
