Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, December 13th, 2022 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:01 PM on Tuesday, December 13th, 2022. Committee members present at the time the meeting was called to order were Rick Hanke, Leanne Beyer, Randy Seeley, Pat Moen, Tom Hotek Darrow Novy, and Elizabeth Parish. Mark Lankey was absent. Others present included: City Administrator Joshua Finch, Police Chief Patrick Clark, and Nicolette Nauman of the HSE. Mayor Kubarski asked if this meeting received proper public notice to which Finch confirmed that the meeting did receive proper notice. Motion by Hanke, second by Beyer, to approve the November 8th, 2022, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark the Police Chief’s Report. Clark noted that there were 85 total calls in the month of November. Clark reminded everyone that alternate side parking is in effect. Lastly, Clark mentioned that he and Finch reviewed and applied for a grant to provide security upgrades to City Hall. Improvements and Services Finch provided an update on behalf of MSA regarding the Parks Master Plan project and Baraboo River Project. The committee reviewed the Baraboo River Project Pay Application #1 and recommended it for Council approval on the next council meeting. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval on the next council meeting. Administrator Finch presented his administrator’s report. In New Business, Seeley raised discussion about individuals driving over curbs and the damage it can cause. Finch stated that the discussion can be reviewed at the next meeting when more information can be procured. Motion by Hanke, second by Beyer to adjourn at 7:26 PM. Motion carried.
