COMMITTEE OF THE WHOLE MINUTES
TUESDAY, November 14th, 2023
Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:01 PM
on Tuesday, November 14th, 2023. Committee members present at the time the
meeting was called to order were Tom Hotek, Rick Hanke, Randy Seeley, Pat Moen,
Darrow Novy, Elizabeth Parish, and Leanne Beyer.
Others present included: City Administrator Josh Finch, Police Chief Pat Clark,
Hillsboro Librarian Jackie Pysaranko, Streets employees Mike Burch, Nicolette
Nauman of the Hillsboro Sentry Enterprise, and Alex McDonough.
Mayor Kubarski asked if this meeting received proper public notice to which City
Administrator Finch confirmed the meeting did receive proper notice.
Motion by Hanke, second by Hotek, to approve the October 10th, 2023, Committee of
a Whole meeting minutes. Motion carried.
Safety and Welfare
Chief Clark presented the Police Chief’s Report. Hillsboro Police Department
received 192 calls in the previous month.
Improvements and Services
Mayor Kubarski raised the discussion regarding Agricultural land use. The
Committee felt it was best to move forward with an ordinance change regarding the
topic of land use.
City Administrator Finch provided an update regarding winter parking and the
committee decided to amend the ordinance to reflect the needs for off-street
parking.
Finance and Personnel
The committee reviewed the bills and recommended the bills for Council approval
for the next council meeting.
City Administrator Finch presented his monthly report.
City Administrator Finch presented an update on the 2024 final budget.

Motion by Hanke, second by Hotek to enter closed session at 8:56 PM. Motion
carried.
Motion to enter back into open session by Hanke, second by Hotek at 9:57 PM.
Motion carried.
Motion by Hotek, second by Hanke to adjourn at 9:58 PM. Motion carried.
