__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, April 09, 2024 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 PM on Tuesday, April 09, 2024. Committee members present at the time the meeting was called to order were Tom Hotek, Leanne Beyer, Mark Lankey, Pat Moen, Darrow Novy, Liz Parish, and Randy Seeley. Rick Hanke was not present. Others present included: City Administrator Josh Finch, Police Chief Pat Clark, Administrative Associate Sara McDonald, Nicolette Nauman of the Hillsboro Sentry Enterprise, Mike Burch from the Streets Department, and Hillsboro citizen Roger Frick. Mayor Kubarski asked if this meeting received proper public notice to which City Administrator Finch confirmed the meeting did receive proper notice. Motion by Beyer, second by Moen, to approve the March 12, 2024, Committee of a Whole meeting minutes. Motion carried. Registered Public Comment Hillsboro citizen Roger Frick brought about his desire for a Senior Citizens Center or area within the town. Discussion ensued among council members with many plausible ideas to be further looked into. Safety and Welfare Chief Clark presented the Police Chief’s Report. Hillsboro Police Department received 139 calls in the previous month. Chief Clark reported two assaults on officer incidents. Chief Clark also gave an updated on the remaining needs of the new squad with hopes it will be finished early summer. He also talked about joining City Administrator Finch in La Crosse for a seminar on drug and mental health crisis with Senator Baldwain. Improvements and Services City Administrator Finch provided acknowledgement and views on the two(2) bids the city received for Road Repair. City Administrator Finch presented his monthly report. Motion by Lanke, second by Moen to enter closed session at 7:38 PM. Motion carried. Motion to enter back into open session by Beyer, second by Hotek at 8:13 PM. Motion carried. Motion by Lanke, second by Moen to adjourn at 8:13 PM. Motion carried.
