Minutes PARKS AND RECREATION BOARD Regular meeting 7 p.m. Oct. 17, 2023 Board Meeting Room of Town Hall Annex, 105 E. Corbin St. Present: Chair Cole Kenworthy, Commissioner Robb English, Hooper Schultz, Wendy Kuhn, Adam McGovern, David Weinberg and Paul Weinberg Absent: Vice Chair Richard von Furstenberg Staff: Public Space and Sustainability Manager Stephanie Trueblood 1. Call to order and confirmation of quorum Chair Cole Kenworthy called the meeting to order at 7 p.m. Public Space and Sustainability Manager Stephanie Trueblood called the roll and confirmed the presence of a quorum. 2. Agenda changes and approval No changes were made to the agenda. Motion: Member Wendy Kuhn moved to approve. Member Hooper Schultz seconded. Vote: 7-0 3. Minutes review and approval Minutes from regular meeting on Sept. 19, 2023 Motion: Kuhn moved approval of the Sept. 19, 2023, minutes as submitted. Member Adam McGovern seconded. Vote: 7-0 4. Presentations A. Election of officers for chair and vice chair Motion: Kuhn moved to appoint Kenworthy as chair. Member Paul Weinberg seconded. Vote: 7-0. Motion: Member Robb English moved to appoint Richard von Furstenberg as vice chair. Schultz seconded. Vote: 7-0 B. Continuation of fiscal year 2025 budget priorities 1. Recycling containers ($25,000 + $568 fee) 2. Sidewalk to skatepark from roundabout ($10,000) 3. Skatepark amenities ($10,000) and use of trees instead of prefabricated shelter at this time 4. Handrail removal at Gold Park if not done this year ($25,000) 101 E. Public art at Gold Park fence ($2,500 if Katie Murray thinks it can move forward) 6. Access to the Eno River at Gold Park ($5,000) 7. Quote for lights at the skatepark 8. Information Technology Manager Beth Yurchisin will move forward with Wi-Fi at parks from the IT budget. 5. Parks and recreation-related reports A. Board of Commissioners  English reported the board approved a resolution endorsing the Falls Lake Consensus Principles II.  The board reviewed the Unified Development Ordinance for sidewalks when payment is in lieu of unbuildable sidewalk.  The board will advocate for sidewalk safety from Forest Ridge over US Highway 70A to the North Carolina Department of Transportation. B. Planning Board Schultz had no report. C. Intergovernmental Parks Work Group The next meeting is Oct. 25, 2023. 6. Park steward reports Board members reported on the conditions of the parks for which they serve as stewards. Trueblood noted any small repairs that needed attention and gave brief reports on small repairs that had been made since the previous meeting. Schultz will report on Murray Street Park in future meetings. 7. Staff updates Trueblood conveyed:  The Board of Commissioners determined more analysis is needed for the Ridgewalk Feasibility Study traversing the railway corridor.  The Churton Street Multimodal Corridor Study is concluding.  Engage Hillsborough with a focus on connectivity will be held Oct. 21, 2023.  The skate spot construction documents are available.  All parks are getting pressure washed, and Gold Park restrooms will be painted. 8. Adjournment Motion: Kuhn moved to adjourn at 8:44 p.m. Member David Weinberg seconded.
