Regular meeting

Present: Chair Cole Kenworthy, Vice Chair Richard von Furstenberg,
Commissioner Robb English, Wendy Kuhn, Adam McGovern,
Hooper Schultz, David Weinberg and Paul Weinberg
Staff: Public Space and Sustainability Manager Stephanie Trueblood
1. Call to order and confirmation of quorum
Chair Cole Kenworthy called the meeting to order at 7 p.m. Public Space and Sustainability Manager
Stephanie Trueblood called the roll and confirmed the presence of a quorum.
2. Agenda changes and approval
There were no changes to the agenda.
3. Minutes review and approval
Minutes from regular meeting on Oct. 17, 2023
Motion: Hooper Schultz moved to approve the Oct. 17, 2024, minutes as submitted. David Weinberg
seconded.
Vote: 8-0
4. Presentations
A. Adopt 2024 Parks and Recreation Board meeting schedule.
Motion: Wendy Kuhn moved to approve the 2024 Parks and Recreation Board meeting schedule. Vice
Chair Richard Von Furstenberg seconded.
Vote: 8-0
B. Appoint a Parks and Recreation Board member to serve on the Orange County Climate Council.
Trueblood provided a history of the Orange County Climate Council, OCCC, whose members will serve two
year terms.
Motion: Commissioner Robb English moved to appoint Wendy Kuhn to serve as representative to the
OCCC. Schultz seconded.
Vote: 8-0
C. Cates Creek Park Master Plan Amendments
The board reviewed Cates Creek Park master plan and discussed options to improve the park by adding
additional recreation and amenities. The board agreed to meet with Terry Hackett, Stormwater and

Environmental Services Manager, in February to discuss impervious surface requirements, stream buffers, and
opportunities to add courts to the field area.
5. Parks and recreation-related reports
A. Board of Commissioners
English reported the Hillsborough Board of Commissioners will receive a report on Urban Archery to mitigate
the deer population in the coming months.
B. Planning Board
Schultz reported that the Planning Board discussed changing the requirements for Accessory Dwelling Units.
C. Intergovernmental Parks Work Group
The Intergovernmental Parks Work Group will convene in April. There was nothing to report.
6. Park steward reports
Board members reported on the conditions of the parks for which they serve as stewards. Trueblood noted
any small repairs that needed attention and gave brief reports on small repairs that had been made since the
previous meeting.
7. Staff updates
Trueblood said:
The Ridgewalk Feasibility Study Phase 2 began and Trueblood will share plans in the spring to the Parks
and Recreation Board.
The Churton Street Multimodal Corridor Study is almost complete. Trueblood will be meeting with the
NCDOT in the coming months to review the findings.
The skate park will begin construction in late spring. Trueblood shared the artist’s concept for a mosaic at
the skate park and the board indicated unanimous support for the designs.
The restrooms at Gold Park were painted and repairs were made at the park.
Trueblood reported budget requests for the next three fiscal years.

Motion: Schultz moved to adjourn at 8:46 p.m. Von Furstenberg seconded.
