Minutes PARKS AND RECREATION BOARD Regular meeting 7 p.m. Feb. 18, 2025 Board Meeting Room of Town Hall Annex, 105 E. Corbin St. Present: Chair Cole Kenworthy, Vice Chair Richard von Furstenberg, Wendy Kuhn, Hooper Schultz, Nevin Daryani, and Commissioner Robb English Absent: David Weinberg, and Paul Weinberg Staff: Public Space and Sustainability Manager Stephanie Trueblood 1. Call to order and confirmation of quorum Chair Cole Kenworthy called the meeting to order at 7:00 p.m. Public Space and Sustainability Manager Stephanie Trueblood called the roll and confirmed the presence of a quorum. 2. Agenda changes and approval There were no changes to the agenda. Motion: Member Hooper Schultz moved to approve the agenda as presented. Member Richard von Furstenberg seconded. Vote: 6-0 3. Minutes review and approval Minutes from regular meeting on Oct. 15, 2024 Motion: Member Wendy Kuhn moved approval of the Oct. 15, 2024, minutes as submitted. Member von Furstenberg seconded. Vote: 6-0 4. Discussion Items A. Review Riverwalk 10-year anniversary press release and discuss master plan components Board members reviewed the Ridgewalk Benefits Analysis and Riverwalk anniversary press release. The board agreed to start the master plan process by determining constraints such as utilities and stream regulations. Staff will invite Terry Hackett to discuss the Eno River water quality requirements and stream buffers. In addition to utilities and regulations the plan will address topics including history, connectivity, economic impacts, transportation, return on investment, resilience, public health, culture and arts, events and tourism, the state parks and Mountains-to-Sea Trail, Occaneechi Village and the Great Indian Trading Path. Motion: Member Wendy Kuhn moved to approve the agenda as presented. Member Richard von Furstenberg seconded. Vote: 6-0 C. Election of Officers (Chair, Vice Chair) Motion: Member Hooper Schultz moved to elect Cole Kenworthy as Chair and Richard von Furstenberg as Vice Chair. Member Nevin Daryani seconded. Vote: 6-0 5. Parks and recreation-related reports A. Board of Commissioners: Robb English reported the Town Board reviewed water/sewer capacity reports, an annexation interest letter for a residential subdivision on Oakdale Drive and attended the Joint Meeting with the Board of County Commissioners. B. Planning Board: Hooper Schultz reported the Planning Board adopted their 2025 meeting schedule and agreed to keep hosting joint quarterly meetings. C. Intergovernmental Parks Work Group: No report. 6. Park Steward Reports A. Gold Park: Cole Kenworthy reported there were no maintenance issues. B. Cates Creek Park: Richard von Furstenberg reported there are several missing mallets and some litter in stormwater ditch near the skatepark. C. Murray Street Park: Hooper Schultz had no issues to report. D. Kings Highway Park: Robb English reported a there is a large dead tree in back of park. E. Hillsborough Heights Park: No report. F. Riverwalk: Staff asked Nevin Daryani if he would be the future Riverwalk park steward and he agreed. G. Turnip Patch Park: Wendy Kuhn reported that the leg on one of the sculpture ladies is nearly falling off. Also the split rail fence has broken sections. 7. Staff Updates Staff provided an update on the kayak launch, FY26 budget, Uproar Public Art Festival 2025, and new Public Space intern, Pierce Prescod. PARKS AND RECREATION BOARD MINUTES | 3 of 3 8.
