Regular meeting

Board Meeting Room of Town Hall Annex, 105 E. Corbin St.
Present: Chair Cole Kenworthy, Vice Chair Richard von Furstenberg,
Todd Cayton, Nevin Daryani, Wendy Kuhn, Hooper Schultz,
Paul Weinberg and Commissioner Robb English
Absent: David Weinberg
Staff: Public Space and Sustainability Manager Stephanie Trueblood
1. Call to order and confirmation of quorum
Chair Cole Kenworthy called the meeting to order at 7:00 p.m. Public Space and Sustainability Manager
Stephanie Trueblood called the roll and confirmed the presence of a quorum.
2. Agenda changes and approval
There were no changes to the agenda.
Motion: Member Hooper Schultz moved to approve the agenda as presented. Member Richard von
Furstenberg seconded.
Vote: 8-0
3. Minutes review and approval
Minutes from regular meeting on Feb. 18, 2025
Motion: Member Wendy Kuhn moved approval of the Feb. 18, 2025, minutes as submitted. Member
von Furstenberg seconded.
Vote: 8-0
4. Discussion Items
A. Review Riverwalk 10-year anniversary press release and discuss master plan components
Board members reviewed the Riverwalk Urban Forest Plan. The board agreed to carry over recommendations
from the plan including the removal of invasive species and reforesting with native species. The board
discussed adding recommendations for public art along the trail.
In April, Stormwater and Environmental Service Manager, Terry Hackett, will discuss water quality,
floodplains, and stream buffer requirements. Also, in April, the Engineering Services Manager, Bryant Green,
will discuss the town’s utilities and utility easements and any plans for future repair and maintenance projects
along Riverwalk.

In addition to utilities and water quality regulations the plan will address topics including history, connectivity,
economic impacts, transportation, return on investment, resilience, public health, culture and arts, events and
tourism, the state parks and Mountains-to-Sea Trail, Occaneechi Village and the Great Indian Trading Path.

5. Parks and recreation-related reports
A. Board of Commissioners: Robb English reported the Police Chief, Duane Hampton, is retiring and Major Jason
Winn is named Interim Police Chief. He also reported that staff is working with NCDOT to reduce speed limits
from 45 mph to 35 mph in town limits along U.S. 70/Cornelius Street.
B. Planning Board: Hooper Schultz reported the Planning Board did not meet in February due to snow.
C. Intergovernmental Parks Work Group: No report.
6. Park Steward Reports
A. Gold Park: Cole Kenworthy reported a mallet is missing from the musical play stations and there is chalk that
needs to be washed off under picnic tables.
B. Cates Creek Park: Richard von Furstenberg reported no issues. Board agreed to use the same exterior paint
colors for the restroom building as used in Gold Park.
C. Murray Street Park: Hooper Schultz had no issues to report.
D. Kings Highway Park: Robb English reported the new kayak launch is installed.
E. Hillsborough Heights Park: No report.
F. Riverwalk: No issues to report.
G. Turnip Patch Park: Wendy Kuhn reported that the leg on one of the sculpture ladies is nearly falling off. Also,
the split rail fence has broken sections.
7. Staff Updates
Staff provided an update on Creek Week activities, the upcoming Climate Challenge, Turnip Patch Park fence
repairs, a new Little Library at Hillsborough Heights Park, and a new climber being installed at Gold Park to replace
a deteriorated piece of equipment.
8. Adjournment
Motion: Member Hooper Schultz moved to adjourn. Member Richard von Furstenberg seconded.
