City of Hinckley City Council Meeting- Special Meeting Minutes Tuesday, November 26, 2024 at 4:45 PM Council Chambers (Community Room) 106 First Street SE, P. O. Box 366 | Tel: (320) 384.7491 | Fax: (320) 384.7492 | ww.hinckleymn.gov Mayor and Councilmembers: Mayor Don Zeman | Councilmember Tim Burkhardt Councilmember John Frank | Councilmember Judy Hopkins | Councilmember Jace Scharpnick PRESENT: Mayor Donald Zeman, Tim Burkhardt, Judy Hopkins, Jace Scharpnick. ABSENT: John Frank. STAFF PRESENT: City Administrator Leaha Jackson. OTHERS PRESENT: None. 1. Call to Order-Pledge of Allegiance Zeman called the meeting to order at 4:45 p.m. and led the Council in the pledge of allegiance. 2. Approve Agenda Motion made by Hopkins, Seconded by Burkhardt, to approve the agenda as presented. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0. 3. Closed Session Motion made by Burkhardt, Seconded by Hopkins, to close the meeting per MN State Statute 13D.03 at 4:47 p.m. in the City of Hinckley Community Room for union negotiation proposal discussion. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0. A. Union Negotiations Proposal Discussion- Closed pursuant to MN Statute 13D.03 Motion made by Hopkins, Seconded by Scharpnick, to open the meeting at 5:59 p.m. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0. 4. New Business A. Temporary On Call Snowplow Motion made by Hopkins, Seconded by Burkhardt, to approve Resolution 40-2024 Appointing Branden Vork as Temporary On-Call Snowplow Driver. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0. B. Frontier Energy Water and Sewer Energy Audit- Water and Sewer Treatment Facilities Administrator Jackson stated that this would allow the City to use any findings to help access federal dollars, hopefully for the creators. There is State money to cover the cost of the energy assessment. Motion made by Burkhardt, Seconded by Hopkins, to approve the Agreement of Services with Frontier Energy to complete an energy audit for the water and  sewer treatment facilities. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0. C. Union Contract and Approval A special meeting was set for December 16, 2024, at 4:45 to continue proposal discussion. 5. Adjournment Motion made by Hopkins, Seconded by Scharpnick, to adjourn the meeting at 6:06 p.m. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0.
