BOROUGH OF HO-HO-KUS COMBINED MEETING OF THE MAYOR AND COUNCIL DECEMBER 19, 2017- 7:30 PM MINUTES Mayor Randall called the combined meeting to order at 7:30 PM. The open meeting statement was read. The combined meeting of the Mayor and Council of the Borough of Ho-Ho-Kus is now in session. In accord with the provisions of Section 5 of the "Open Public Meetings Act", I wish to advise that notice of this meeting has been posted in the front lobby entrance to the Council Chambers of the Borough Hall and that a copy of the schedule of this meeting has also been filed with the Borough Clerk, and further that the required 48 hour notices have been sent to The Record and the Ridgewood News - newspapers with general circulation throughout the Borough of Ho-Ho-Kus Roll Call: Members present were: Mayor Randall, Councilmembers Troast, Shell, Iannelli, Fiato and Crossley. Absent: Councilmember Rorty. Also present were borough administrator William Jones and attorney David Bole. Mayor Randall led all in the pledge of Allegiance APPROVAL OF MINUTES November 21, 2017 Work Session Moved: Councilmember Troast Second: Councilmember Shell Absent: Cn. Rorty November 28, 2017 Public Session Moved: Councilmember Crossley Second: Councilmember Iannelli Absent Councilmember Rorty Thomas Finan 119 Ardmore Road Eagle Scout Troop 54 came before council for approval for a project or refurbishing the Trail on borough’s16 acre property. The Trail was first done in 1997 as an Eagle Scout Project and again in 2007. Mr. Finan would like to refurbish the trail. Mayor Randall commented that he recalls the first project being done and asked how ambitious this project may or not be. Mr. Finan said that most of Trail is still there and that he would be using the trees that are blocking the trail once DPW chop the trees. Mr. Finan proceeded to say that he would do a lot of cleanup of the debris and shrubs and do some plantings of flowers to beautify the Trail. Mayor Randall asked the time frame of the project to coordinate with the schedule of the DPW. Councilmember Iannelli asked what cost would be incurred with the project. Mr. Finan said $450 which would include food, bug spray, spray paint, water etc. Councilmember Iannelli said to be aware of the Poison Ivy. Councilmember Shell asked if the benches were intact and if he would be marking the names of the trees as they were in the past. Mr. Finan stated that two of the four benches are in good condition and that he would be refurbishing the other two and that he would be marking the trees. The governing body made Mr. Finan aware of the Tree house that is located on private property on the 16 acres. Councilmember Shell stated a fun fact on the property, a stone wall that was a Pig Sty so the pigs could not jump off the property. Mayor Randall suggested Mr. Finan speak with DPW Superintendent to check on their availability. The Governing body congratulated Mr. Finan on his Eagle Scout Project. COMMITTEE REPORTS- November 2017 On file ADMINISTRATORS REPORT William Jones: Final week of leaf pick up, an additional day is added to all zones for leaf pick given the recent snowfall. Brown bagged leaf pickup will be accepted through January 26, 2018. Residents have been coming in to prepay taxes. Borough will be accepting any prepayment through December 29, 2017 before the closing of the books. Residents are being made aware that there will be no refunds of any tax payments. The Borough received $10,991.03 from the recycling tonnage grant fund that will be used toward clean up recycling programs and certain purchases. The work on the rail road crossing has started Police have been out observing the Rail Road Crossing, we originally had until tonight to come up with a plan, the ordinance that was on the agenda for introduction and adoption at the Sine Die had to be tabled. The Borough is doing its due diligence and reporting to the State. Had a court date on December 18, 2017 for Chamberlain Developers and Fair Share Housing, we received a conditional approval, the Special Master asked for a few changes based on continued agreements from other places. The borough’s is mostly language on the affordable marketing and agreeing to some numbers for income verification. Received praise for doing our due diligence. Mayor Randall stated that the Police Department had and completed their Active Shooter Training at Lloyd School. Councilmember Crossley commented that the Fire Department was out on December 17 with Santa riding through town. Councilmember Iannelli commented that Santa Sunday is a big deal for a lot of families in the Borough. PUBLIC DISCUSSION CORRESPONDENCE INTRODUCTION OF ORDINANCES 1. Ord # 2017-14 Amend Chapter 79, “Vehicles and Traffic”, (Tabled) FINAL PASSAGE OF ORDINANCES None RESOLUTIONS None CONSENT RESOLUTION 1. # 17-119 Borough Vehicles for County Auction WHEREAS, pursuant to the provisions of N.J.S.A. 40A:11-36 the Borough of Ho-Ho-Kus may sell any personal property; and WHEREAS, the Mayor and Council of the Borough of Ho-Ho-Kus have determined that said property is not needed for public purpose and wishes to sell them; and WHEREAS, this sale will be in an “as is” condition without express or implied warranties; and WHEREAS, the borough of Ho-Ho-Kus has entered into a joint auction with the Bergen County Auction; and NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Ho-Ho-Kus, that the Surplus property be sold as identified in Schedule A. on December 18, 2017 at the Bergen County Department of Public Works 200 East Ridgewood Ave, Paramus NJ 07652 1988 GMC Sewer Jet Truck Vin # 1GDP7DIY2JV510520 1994 Western Star Roll-Off Truck w/ Leaf Vaccum Vin # 2WLNCCCFXRK933587 1997 Volvo Dump Truck w/ Snow Plow Vin # 4VHJCMFE5VR856664 2. # 17-120 Chapter 159- Recycling Tonnage Grant WHEREAS, N.J.S. 40A:4-87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of any County or Municipality when such item shall have been made available by law and the amount thereof was not determined at the time of the adoption of the budget, and WHEREAS, said Director may also approve the insertion of an item of appropriation for an equal amount, and WHEREAS, the Borough will receive $10,991.03 from the 2015 Recycling Tonnage Grant and wishes to amend its 2017 Budget to the entire portion of this amount as a revenue. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Ho-Ho-Kus, in the County of Bergen, New Jersey, hereby requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue in the Budget of the year 2017 in the sum of $10,991.03 which is now available as a revenue from the State of New Jersey Miscellaneous Revenues Special Items of General Revenue Anticipated with Prior Written Consent of the Director of Local Government Services: Public and Private Revenues Offset with Appropriations 2015 Recycling Tonnage Grant BE IT FURTHER RESOLVED that a like sum of $10,991.03 be and the same is hereby appropriated under the caption of: General Appropriations (a) Operations Excluded from Caps Public and Private Programs Offset by Revenues: 2015 Recycling Tonnage Grant Other Expenses BE IT FURTHER RESOLVED, that the Borough Clerk forward two copies of this resolution to the Director of Local Government Services. 3. # 17-121 Payment of Vouchers WHEREAS, claims have been submitted to the Borough of Ho-Ho-Kus in the amount of $2,311,753.08 WHEREAS, such claims have been listed according to Department and account number with corresponding vouchers to be reviewed and approved by the Mayor and Council; and, WHEREAS, the CFO has determined that the funds have been properly appropriated for such purposes and are available, in the Borough of Ho-Ho-Kus and that the claims specified on the schedule attached hereto, following examination and approval by the Mayor and Council, be paid and checks issued accordingly; and, NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Ho-Ho-Kus that the claims totaling $2,311,753.08 be approved and ratified respectively Moved: Councilmember Troast Second: Councilmember Shell Absent: Councilmember Rorty OLD BUSINESS A. Liaison Reports: 1. Recreation/Board of Education Councilmember Iannelli: Meeting was held with Dr. Mardy, Mrs. Eckert, Ed Gartner Gordon Hamm and Councilmember Iannelli to discuss and resolve a few concerns. Mr. Hamm proposed that the recreation commission could help the school with the maintenance of the school field, providing there is proper maintenance on the BOE end. At the January meeting the Recreation Commission will discuss the picking of six days of extra cutting. a. Ambulance b. Fire c. Library B. Shade Tree The Shade tree commission will be going out for the final quotes for removals and pruning of the trees. Lots of trees are marked for trimming, pruning and removal. C. Chamber of Commerce The president of the Chamber sent out a message to all the members asking them to let the patrons know to honor the enforcement on the Railroad tracks. NEW BUSINESS None MAYOR'S REMARKS Mayor Randall extended greetings to all for a happy holiday season. CLOSED SESSION WHEREAS, under the “Open Public Meetings Law”, all sessions must be open to the public, and WHEREAS, under the Public Meetings Act Law, exceptions exist for a public body to hold a Closed Session NOW, THEREFORE BE IT RESOLVED that the Mayor and Council of the Borough of Ho-Ho-Kus hereby recess under Personnel and litigation BE IT FURTHER RESOLVED, that the results of the Closed Session will be available to the public in the minutes regarding the same at the conclusion of the matter. ADJOURNMENT With no further discussion Mayor Randall adjourned the meeting at 8:15PM.
