Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work Session Meeting Minutes October 15, 2019 7:30 p.m. The Work Session Meeting of the Municipal Council of the Borough of Ho-Ho-Kus was held in the Municipal Building at 333 Warren Avenue, Ho-Ho-Kus, NJ on October 15, 2019. The meeting was called to order at 7:30 p.m. by Mayor Randall who asked the Municipal Clerk to read the open a public meeting statement: The Work Session Meeting of the Mayor and Council of the Borough of Ho-Ho-Kus is now in session in accordance with the provisions of Section 5 of the “Open Public Meetings Act”. Notice of this meeting has been posted in the front lobby entrance to the Borough Hall and Council Chambers, a copy has been filed with the Borough Clerk, and copies of the Annual Notice of Meetings, of which this is a part, have been heretofore sent to the Record and the Ridgewood News. CONSIDERATION OF MINUTES September 17, 2019 – Closed and Work Session Meeting of the Mayor and Council September 24, 2019 – Closed and Public Meeting of the Mayor and Council (absent Iannelli) DEPARTMENT REPORTS - Reports are on file in the Municipal Clerk’s office: Police Report – September 2019 Court Report– September 2019 Library Report – October 2019 PUBLIC DISCUSSION Mayor opened the meeting to the public. He stated if anyone desired to be heard, please raise your and to be recognized, come forward to the microphone and state your name and address for the record. Stan Kober, 919 Washington Street Mr. Kober encouraged the Mayor, Council and Residents to attend his Active Shooter Training Event on Thursday, October 24th, 2019 at 7pm at the WORTH-PINKHAM MEMORIAL LIBRARY. Jack Craig, 514 Braeburn Road Mr. Craig wanted to thank the Police and Ambulance for their professionalism and kindness when his wife had a fall. The Mayor closed the meeting to the public. ADMINISTRATOR’S REPORT Administrator reported on the following; Old Business Library – Discussion for close session 1  Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work Session Meeting Minutes October 15, 2019 7:30 p.m. 1-9 East Franklin Turnpike Issues – no updates DOT Train Station – no updates New Business Safe Drinking Water – Current Regulations & Future Regulations. Administrator Jones discussed the current regulations and future regulations regarding safe drinking water. On April 1, 2019 NJDEP formally proposed stringent, health-based drinking water standards for perfluorooctanoic acid (PFOA) and perfluorooctane sulfonic acid (PFOS) and Perfluorononanoic acid (PFNA). He explained there was a public hearing held for comments on May 15, 2019 which the NJDEP will review and have a final ruling sometime in spring of 2020. Mr. Jones explained the Borough of Ho-Ho-Kus began testing for PFAS Quarterly this year. All three contaminates were detected with PFOA having detection levels above the proposed regulations at all five wells. A letter was sent to residents with the October water bills explaining this situation. On October 24, 2019 7pm there will be a Town Hall Meeting where Karen Benson from WSP and Steve Boswell from Boswell will answer questions regarding treatment and cost. Goal of treatment is a zero detection or non-detection and have a treatment in place no later than 2021. CORRESPONDENCE • Board of Chosen Freeholders Resolution #984-19 – Appointing Chemical Equipment Labs to Furnish & Deliver Roadway Rock Salt - period commencing October 1, 2019 – September 30, 2020 • BC Community Development 2019 homebuyer Expo – Wednesday, October 23, 2019 from 6pm – 8:30 pm at Two Bergen County Plaza, Hackensack. • NJ Clean Communities & NJ Food Council campaign to tackle the issue of single use disposal bags and encourage consumers to bring their own reusable bags. • Invite to HHK Dental Associates to welcome Brain D. Roth, D.M.D, on Friday, October 18, 2019 from 4pm – 8pm. • NJDOT Commitment to Communities newsletter - Paving the way to Better Roads at Lower Costs. • Citizens Improving Affordable Housing (CIAH) letter asking that the State Elected Officials to step up and take over the Affordable Housing Act from the judges. • NJ League of Municipalities letter proposing a 2% increase in membership dues. • BC Open Space Grant Space Trust Fund – Public Hearing Notice, November 7, 2019 at 7pm in Hackensack. INTRODUCTION OF ORDINANCE to be placed on October 22, 2019 agenda • 2019-28 - AN ORDINANCE TO AMEND CHAPTER 85 OF THE CODE “ZONING ORDINANCE OF THE BOROUGH OF HO-HO-KUS” AND PROVIDING FOR THE REGULATION OF SMALL CELL WIRELESS FACILITIES WITHIN THE MUNICIPAL RIGHT OF WAY. ADOPTION OF ORDINANCES and PUBLIC HEARING to be placed on October 22, 2019 agenda • 2019-27 - AN ORDINANCE TO AMEND AND SUPPLEMENT CHAPTER 79 OF THE CODE ENTITLED “VEHICLES AND TRAFFIC” RESOLUTIONS REVIEW (to be placed on October 22, 2019 agenda) • Payment of bills – October • A Resolution to urge Voters to support the Referendum on the Election Ballot in November, so that 2  Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work Session Meeting Minutes October 15, 2019 7:30 p.m. Veterans or Widowed Spouses of Veterans who reside in Continuing Care Retirement Communities (CCRC) will be eligible for Property Tax Deduction. • Tax Appeal Settlement – DeAngelis, 845 Wickham Way (block 1301, lot 13) LIAISON REPORTS Recreation – Councilman Iannelli reported football season is coming to a close Library – Councilman Policastro will have a report for next week Board of Education – Councilman Policastro will have a report for next week Ambulance Corp. – Councilman Crossley will have a report for next week Fire Department – Councilman Rorty reported the Fire Department Open House was a success. Chamber of Commerce – No Report MAYOR'S REMARKS Mayor reported Richard’s Run went well. CLOSED SESSION: On a motion by Councilman Rorty, seconded by Councilman Shell, the Mayor and Council approved entering into Executive Session closed to the public. Motion Carried by voice vote – all present voting “Aye”. A Resolution - providing for a meeting not open to the public in accordance with the provisions of the New Jersey Open Public Meetings Act. NJSA 10:4-12 Whereas, the Borough Council of the Borough of Ho-Ho-Kus is subject to certain requirements of the Open Public Meetings Act, NJSA 10:4-6; and Whereas, the Open Public Meetings Act, NJSA 10:4-12 provides that an Executive Session not open to the public may be held for certain specified purposes when authorized by resolution; and Whereas, it is necessary for the Borough Council of the Borough of Ho-Ho-Kus to discuss in a session not open to the public certain matters relating to the item or items authorized by NJSA 10:4-12 (b) as follows: 4-Matters relating to collective bargaining agreements Library Board Now therefore, be it resolved by the Borough Council of the Borough of Ho-Ho-Kus assembled in public session on October 15, 2019 that an Executive Session closed to the public be and the same is hereby authorized for discussion of matters relating to the specified items designated above. Closed Session began at 7:50 p.m. and ended at 9:15 p.m. On a motion by Councilman Shell, seconded by Councilman Iannelli, the meeting returned to open public session. Motion Carried by voice vote – all present voting “Aye”. ADJOURNMENT On a motion by Councilman Crossley, seconded by Councilman Rorty, the meeting was adjourned at 9:15 p.m. Motion Carried by voice vote – all present voting “Aye”.
