Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work/Public Combined Meeting January 28, 2020 7:30 p.m. The Combined Meeting of the Municipal Council of the Borough of Ho-Ho-Kus was held in the Municipal Building at 333 Warren Avenue, Ho-Ho-Kus, NJ on January 28, 2020. The meeting was called to order at 7:30 p.m. by Mayor Randall who asked the Municipal Clerk to read the open a public meeting statement: The Combined Meeting of the Mayor and Council of the Borough of Ho-Ho-Kus is now in session in accordance with the provisions of Section 5 of the “Open Public Meetings Act”. Notice of this meeting has been posted in the front lobby entrance to the Borough Hall and Council Chambers, a copy has been filed with the Borough Clerk, and copies of the Annual Notice of Meetings, of which this is a part, have been heretofore sent to the Record and the Ridgewood News. APPROVAL OF MINUTES A motion was offered by Councilman Iannelli, seconded by Councilman Shell to approve the minutes of: January 7, 2020 Sine Die Meeting – Motion carried on a roll call vote – all present voting “Ayes. DEPARTMENT REPORTS Reports on file in the Clerk’s Office Court Report– December 2019 Police – End of Year CAD Report Library Board – Annual Report for 2019 Board of Health - Annual Report for 2019 PUBLIC DISCUSSION Mayor Randall opened the meeting to the public. He stated if anyone desired to be heard, please raise your and to be recognized, come forward to the microphone and state your name and address for the record. Monica Ludwig, 610 Hollywood Avenue Monica Ludwig, 610 Hollywood Avenue discussed the idea of having the Borough start a Green Team to encourage the community to use sustainable practices; neighboring towns have them; the town can be certified with the State; grants can also be awarded from the State; not just about energy and recycling; a wide array of topics are covered; Mayor Randall: a lot of towns do have them; the Borough is not among them; asked how many people would be needed to start a Green Team. Ms. Ludwig: people would be needed from different committees; Planning/Zoning, water, etc. 3 or 4 core people and then volunteers; Ridgewood has 13 members while 6 or 7 attend meetings; there are different levels of certification 1  Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work/Public Combined Meeting January 28, 2020 7:30 p.m. that can be obtained from the State, Gold, Silver and Bronze. Administrator Jones: his predecessor, Cirulli, had looked into this initiative and Jones has all the data which was compiled; there are unfortunately many road blocks; including getting volunteers; not trying to put this idea down; has had experience with this concept in Ramsey; difficult to find people who have the time to dedicate to such a cause; will re-circulate to the M&C what Cirulli had pulled together. Mayor Randall: does remember that it did not go anywhere at the time Cirulli had looked into it; will support this endeavor; noble cause. Administrator Jones: asked Ms. Ludwig to email him her contact information; will send to Ludwig the information he has and they can discuss. CLOSED SESSION - On a motion by Councilman Crossley, seconded by Councilman Rorty, the Mayor and Council approved entering into Executive Session closed to the public. Motion Carried by voice vote – all present voting “Aye”. A Resolution - providing for a meeting not open to the public in accordance with the provisions of the New Jersey Open Public Meetings Act. NJSA 10:4-12 Whereas, the Borough Council of the Borough of Ho-Ho-Kus is subject to certain requirements of the Open Public Meetings Act, NJSA 10:4-6; and Whereas, the Open Public Meetings Act, NJSA 10:4-12 provides that an Executive Session not open to the public may be held for certain specified purposes when authorized by resolution; and Whereas, it is necessary for the Borough Council of the Borough of Ho-Ho-Kus to discuss in a session not open to the public certain matters relating to the item or items authorized by NJSA 10:4-12 (b) as follows: 7- Matters relating to litigation, negotiations and attorney-client privilege Now therefore, be it resolved by the Borough Council of the Borough of Ho-Ho-Kus assembled in public session on January 28, 2020 that an Executive Session closed to the public be and the same is hereby authorized for discussion of matters relating to the specified items designated above. Closed Session began at 7:45 p.m. and ended at 7:55 p.m. On a motion by Councilman Shell, seconded by Councilman Crossley, the meeting returned to open public session. Motion Carried on a voice vote – all present voting “Aye”. ADMINISTRATOR’S REPORT Old Business Library – Administrator Jones stated Resolution #20-35 will grant permission to apply for the project entitled – “New Jersey Library Construction Bond Act.” Mr. Jones had a meeting with the library, they met with grant writer to discussed possibility of what monies would be available for library improvements; expansion or renovation project; allow them to explore the possibilities and see what monies they get; it is one of the rare grants that allows rehab. 1-9 East Franklin Turnpike Issues – another court date has been set; getting closer to resolving the issue DOT Train Station – The one-way plan meeting is scheduled for 2/19/2020; on site if whether permitting to show what has been finalized; there have been 7 months of Police patrols; DOT moved from closing to making it a one-way coming into HHK; Ridgewood has received all the same communications as HHK; Ridgewood did not attend the last 2 meetings; the only reason the road is not being shut down is due to the efforts of the M&C; Barbara Feran, Project Lead, stated reports are received daily from conductors who claim there are cars on the track waiting to go up the hill; there will be no mid-track crossing; the town has no say in this decision. 2  Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work/Public Combined Meeting January 28, 2020 7:30 p.m. New Business Borough of Waldwick/gun range - improvements to gun range; looking for surrounding towns to fund for improvements; realized we have been paying into a capital improvement fund; project will not be bonded; there are 6 towns that use it; all towns will be paying the same facility charge; far more accommodating and by far the best option for the Borough. Resolution #20-38 – Introduced and read by Council President Troast A Resolution –HHK Crossing – Third Housing Element and Fair Share Plan WHEREAS, the project known as “Ho-Ho-Kus Crossing” located on North Maple Avenue, First Street and Barnett Place, is a proposed mixed-use development consisting of retail and residential components located in Block 1016, Lots 3 and 5 with additional parking on a separate lot (Lot 11); and WHEREAS, pursuant to the Borough’s Third Round Housing Element and Fair Share Plan, the subject project will have a 15% affordable rental set aside of ten (10) affordable family rental units; and WHEREAS, in order to review certain aspects for the development of the project, it is appropriate that the Borough cause a study to be conducted of the project area; NOW, THEREFORE, BE IT RESOLVED by the Governing Body that, the Ho-Ho-Kus Planning Board is hereby authorized to undertake a preliminary investigation to determine whether the proposed area set forth above is a redevelopment area according to the criteria set forth in N.J.S.A. 40A:12A-5; BE IT FURTHER RESOLVED, that the redevelopment area determination shall authorize the Borough to use all those powers provided by the Legislature for use in a redevelopment area other than the use of eminent domain (non-condemnation re-development area); and BE IT FURTHER RESOLVED that this Resolution is adopted pursuant to the provisions set forth in N.J.S.A. 40A:12A-6. LIAISON REPORTS Recreation – Councilman Iannelli reported ; the baseball association was part of the H-Ho-Kus & Saddle River combined towns; they have now combined with Allendale and Upper Saddle River under the Bulldogs name; discussed low football participation; approached by the Bulldogs in 2019; taking a look at possible registration coming up; may rekindle those talks; may combine; may be some economic ramifications that come from it; continuing conversation another meeting Wed. night, 1/29/2020; will have a final report next month for the Mayor and Council. Library/Board of Education – Administrator Jones reported on behalf of Councilman Policastro; as previously reported the Board of Education were going to change their meeting nights to Wednesdays as not to conflict with the 9  Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work/Public Combined Meeting January 28, 2020 7:30 p.m. M&C meetings, however that has been withdrawn and they will continue to meet on Tuesday nights. Ambulance Corp. – Councilman Crossley reported they had first meeting of the year last Monday; the major topic of discussion; some towns have disbanded their ambulance corps due to lack of volunteers; long wait time in communities; communities have lack of support from their governing bodies; some towns will start using hospital ambulances and that means the patient would incur an expense; using a town ambulance corps there is no fee. Discussed recruitment efforts; generated 10 resident that were interested in joining and that was only in a month and a half; lacking drivers during the day; assured the ambulance corps that the M&C fully supports them; the team does not miss a call and many members go out on numerous calls. Fire Department – Councilman Rorty reported Mort Jennings a 71-year member of the FD passed away recently; he was 92 years old and the longest serving firemen in the State, will follow up with service information. Chamber of Commerce – Councilman Shell reported they will be voting for the 2020 officers next week and will also decide on the date for the Taste of HHK. Chief Minchin – Chief reported on the following; there was a house burglary on Deerhill recently; he applied for a grant through the 200 Club for pedestrian signage for commuters on Franklin Turnpike and is getting $4,500; lastly, the intersection coming down from Ridgewood will be in a “T” shape. Councilman Shell added: received a note from a resident regarding regular commuters questioning some-day parkers; questioning if they have been paying the meters; asked how people pay the rate and how often is the area patrolled. Chief Minchin: 23 tickets were written last week because Ridgewood closed one of their lots; people don’t see people using the kiosk or the app on their phones to pay for the parking; the area is regularly patrolled.
