MINUTES OF THE REGULAR MEETING
BOARD OF PUBLIC WORKS AND SAFETY
CITY OF HOBART, LAKE COUNTY, INDIANA
April 3, 2013
Call to Order – Moment of Silence: Mayor Snedecor called the meeting to order at 4:00 p.m. followed
by the Pledge of Allegiance.
Roll Call: The following members were present: Mayor Snedecor, Mr. Ehrhardt and Mr. Lain. Also
present: Attorney DeBonis, Clerk-Treasurer Longer and Trish White, C-T Admin. Asst.
Reading of Minutes: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept and approve the Regular
Meeting minutes of March 20, 2013 as presented. All aye, motion carried. (3-0)
Correspondence: Mayor Snedecor thanked Deb, Lance, Pete and George all those who helped with
updating the Council Chambers with paint and carpet. Mrs. Longer stated the new phones are expected to
arrive Monday.
Approval of Claims: Motion by Mr. Ehrhardt, seconded by Mr. Lain, to accept and approve the claims
lists and payroll claims lists as presented. All aye, motion carried. (3-0)
Approval of Agenda: Mr. Snedecor asked the Board to Add: HPD General Order 13-01 and to allow
Lori Gallagher, Hoosier Doggie peddler permit request to remain on the table until 4/17/13. Motion by
Mr. Lain, seconded by Mr. Ehrhardt, to approve the agenda as amended. All aye, motion carried. (3-0)
Unfinished Business:
Resolution 2013-02: A Resolution Determining the Lowest Responsible and Responsive Bidder and
Awarding Contract for CDBG Ramp Initiative 2012-2013: Attorney DeBonis stated that Hook’s
Concrete was found to be the lowest most responsive and responsible bidder for the CDBG Ramp
Initiative Bid in the amount of $112,427.86. BF&S reviewed the bids and provided a letter of
recommendation for Hook’s Concrete being found to be the most responsive and responsible bid. Motion
by Mr. Ehrhardt, seconded by Mr. Lain, to approve Resolution 2013-02 and to award the Bid to Hook’s
Concrete. All aye, motion carried. (3-0)
New Business:
Tabled: Application for a Peddler’s permit: Lori Gallagher, Hoosier Doggie at Pennsy Park:
Remaining on the table to the next meeting 4/17/2013, at petitioner’s request.
Request for Temporary Signs in Easements: Letter Carrier’s Food Drive: Mr. Hannigan stated that
Ms. Daley called and advised she did not feel well and requested the Boards approval allowing the Post
Office to place 12 signs around the City for the letter carrier food drive. This is the 3rd year they have
done the food drive. Motion by Mr. Lain, second by Mr. Ehrhardt, allowing placement of signage,
working with Mr. Hannigan for this food drive. All aye, motion carried. (3-0)
Execution of Title Sheet: Oak Savannah Bicycle/Pedestrian Trail: Mrs. Longer stated she contacted
Denny Cobb today, he emailed her the plan file however it is too large to open so he is mailing it to the

City. Motion by Mr. Snedecor, seconded by Mr. Lain, to approve the title sheet with the information
provided authorizing the Board to sign same. All aye, motion carried. (3-0)
HPD General Order: 13-01: As of March 1, 2013 all Policies and General Orders issued by the former
Chief of Police will remain in effect. This Order rescinds G.O. 12-01. Motion by Mr. Lain, seconded by
Mr. Ehrhardt, to approve HPD General Order 13-01. All aye, motion carried. (3-0)
Announcements:
Mr. Hannigan asked the Board if there could be an established time-line for the Bob Berndt Order to
Comply. Mr. Snedecor stated that a conversation needed to take place between the City and the family
and a time-line of completion needed to be established. He asked that Mr. Hannigan be the facilitator in
arranging an inspection of the property to see how things are progressing and to schedule a meeting with
the family.
Mr. Snedecor asked if anyone wished to address the Board there was no response.
Adjournment: Motion by Mr. Lain to adjourn. All aye, motion carried. (3-0) The meeting adjourned at
4:22 p.m.
