MINUTES OF THE REGULAR MEETING BOARD OF PUBLIC WORKS AND SAFETY CITY OF HOBART, LAKE COUNTY, INDIANA March 20, 2013 Call to Order – Moment of Silence: Mayor Snedecor called the meeting to order at 4:01 p.m. followed by the Pledge of Allegiance. Roll Call: The following members were present: Mayor Snedecor, Mr. Ehrhardt and Mr. Lain. Absent: Attorney DeBonis. Also present: Clerk-Treasurer Longer and Trish White, C-T Admin. Asst. Reading of Minutes: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept and approve the Regular Meeting minutes of March 6, 2013 as presented. All aye, motion carried. (3-0) Correspondence: Mr. Snedecor stated April 1st the HSD will be working on a sewer project on Main St. between 4th and 5th Street that will take approximately 45 days. Traffic will not be able to cross the tracks during that time. The Railroad stated they may also replace the crossing grid taking advantage of the opportunity while the road is closed. April 6th, 2013 at 9:00 a.m. State Representatives Brown and Vandenburgh and State Senator Rogers will be in the Council Chambers addressing topics of the State. The public is invited to attend. Mr. Lain wanted to remind everyone with the weather getting warmer garage sale signs and various other signs going on poles in the City easement is a City Ordinance violation. Approval of Claims: Motion by Mr. Ehrhardt, seconded by Mr. Lain, to accept and approve the claims lists and payroll claims lists as presented. All aye, motion carried. (3-0) Approval of Agenda: Mr. Snedecor asked the Board to remove the EMS interlocal agreement as it needs to go before the Common Council for approval, also the Hoosier Doggie request by Ms. Gallagher has requested her item be moved to the April 3rd meeting as she had an unexpected family matter come up. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to approve the agenda as amended. All aye, motion carried. (3-0) Unfinished Business: Bid Opening: CDBG Ramp Initiative 2012-2013: Mrs. Longer stated that Bids were accepted until 3:00 this afternoon, four bids were received. Mr. Gralik and Mr. Dammarell opened the bids the tabulations were read aloud. Mr. Gralik asked the board to allow for time to take all the bids under review. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to take the bids under advisement to allow time for the City Engineer, City Attorney and City Staff to review the bids and a letter of recommendation be provided at the April 3rd BOW meeting. All aye, motion carried. (3-0) New Business: Application for a Peddler’s permit: Lori Gallagher, Hoosier Doggie at Pennsy Park: Tabled to the next meeting 4/3/2013. Board of Works Minutes: March 20, 2013 1 Order to Comply: Jennifer Sanchez re: 3950 Swift St.: Jennifer Sanchez was not present. The home owner Bob Brayfield: 800 E. 6th Street was present this is a rental property. He has been to court to have these tenants evicted. They are supposed to move out at the end of this month. Mr. Hannigan stated that he visited the property and no one was home he left his business card and no one returned his call. He went out another time and advised them they needed to remove the building materials, TV and tires from the yard and upon returning again he stated that the building material debris was burned and the burned material is still in the back yard. The TV and tire remain in the back yard. Mr. Greenfield stated he understands if the tenants do not clean up the debris, tire and TV he is responsible. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to set this for review on May 1st with the expectation of the property to be in full compliance. All aye, motion carried. (3-0) Service Agreement: Cardno JFNew for additional year of mitigation of the Union St. site: The School City of Hobart has agreed to pay for this additional year of mitigation. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve the Cardno JFNew mitigation agreement as presented. All aye, motion carried. (3-0) BF&S General Service Agreement: re: CDBG Project, Construction Inspection Services: Jake Dammarell was present he stated this agreement falls under the general services contract, BF&S would act as a liaison working with the City and the Contractor also helping with inspections. This is for an amount not to exceed $10,000 and would be billed hourly. Phil Gralik, City Engineer recommended approval. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve the General Service Agreement as presented. All aye, motion carried. (3-0) Signing of Mylars: Replat-1-lot subdivision: Hobart Lakewood Church Subdivision II: 1st United Pentecostal Church of Hobart, 939 S. Wisconsin St.: These mylars have been before the Plan Commission and passed 7-0 vote to approve. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve signing of the Mylars. All aye, motion carried. (3-0) Announcements: Mr. Snedecor asked if anyone wished to address the Board there was no response. Adjournment: Motion by Mr. Lain to adjourn. All aye, motion carried.
