MINUTES OF THE REGULAR MEETING BOARD OF PUBLIC WORKS AND SAFETY CITY OF HOBART, LAKE COUNTY, INDIANA FEBRUARY 19, 2014 Call to Order – Moment of Silence: Mayor Snedecor called the meeting to order at 4:04 p.m. followed by the Pledge of Allegiance and a moment of silence. Roll Call: The following members were present: Mayor Snedecor, Mr. Lain and Mr. Ehrhardt. Also present: Attorney DeBonis, Clerk-Treasurer Longer and Trish White, C-T Admin Asst. Reading of Minutes: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept and approve the minutes of the Regular Meeting of the February 5, 2014 as presented. All aye, motion carried. (3-0) Correspondence: Mr. Snedecor thanked the Mr. Lain, Mrs. Trakas, Mrs. Longer and Mr. Zormier for doing the ethics training, 154 employees have attended training to-date. Also noting the Boards, Commissions and Elected Official ethics training will be held March 17, 2014. Approval of Register of Claims and Payroll Claims: Motion by Mr. Ehrhardt, seconded by Mr. Lain, to approve the register of claims and payroll claims as presented. All aye, motion carried. (3-0) Approval of Agenda: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve the agenda as presented. All aye, motion carried. (3-0) Unfinished Business: There was no unfinished business. New Business: Fireworks Display Performance Agreement: Johnny Rockets Display Company Corp.: Mr. Snedecor stated that a three year contract has been presented in the amounts of $12,000 for 2014, $13,000 for 2015 and $14,000 for 2016. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to approve 2 years only with an option of the 3rd year at the quoted price, changing section 7 of the agreement, and authorizing the Mayor to execute an amended agreement. All aye, motion carried. (3-0) Lease Agreement for Farming re: 6th Street Dredge Site: Rodney Johnson, Johnson’s Farm Produce: Attorney DeBonis is to prepare a legal document. Mr. Johnson will install a gate to secure the site. Motion by Mr. Snedecor, seconded by Mr. Ehrhardt, to continue this item to March 5, 2014 to allow time for the lease to be prepared. All aye, motion carried. (3-0) Request for Handicapped Parking Sign: Debra Boudreau, 1312 W. 2nd St.: Mr. Hannigan stated the petitioner was present but had to leave. He stated that her husband is in a wheelchair and they are requesting a handicap sign be placed in front of their home. Phil Gralik suggested a process that granted a 1 to 2 year approval suggesting the petitioner come back for renewal if an extension is needed. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to remove this item from the agenda to direct the petitioner to review with staff members and to bring back to a future meeting if necessary, in addition other signs that have previously been approved need to be reviewed. All aye, motion carried. (3-0) Board of Works Minutes: February 19, 2014 1 Request for holding a Downtown Event: Dawn Lackey: Ms. Lackey was present. Mr. Snedecor referred her to work with the Special Events Coordinator. Motion by Mr. Lain, seconded by Mr.Ehrhardt, to have her meet with Mrs. Trakas. All aye, motion carried. (3-0) Acceptance and Signing of Mylars: Albanese Addition, 1-lot Subdivision, 17.177 acres: Mr. Ehrhardt stated that this item has been before the Plan Commission and approval is recommended. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to accept and approve the subdivision and sign the Mylars as presented. All aye, motion carried. (3-0) Announcements: Mr. Snedecor stated that the Mayor’s Prayer Breakfast is next Wed., Feb. 26th ,7:30 a.m. at Augustana Luthern Church. Mrs. Longer welcomed Mr. Snedecor as the newest member of the MRC. Mr. Snedecor asked if there was anyone who wished to address the Board and there was no further response. Adjournment: Motion by Mr. Lain to adjourn. All aye, motion carried.
