MINUTES OF THE REGULAR MEETING BOARD OF PUBLIC WORKS AND SAFETY CITY OF HOBART, LAKE COUNTY, INDIANA September 3, 2014 Call to Order – Moment of Silence: Mayor Snedecor called the meeting to order at 4:07 p.m. followed by the Pledge of Allegiance. Roll Call: The following members were present: Mr. Lain, Mr. Ehrhardt and Mayor Snedecor. Also present: City Attorney DeBonis, Clerk-Treasurer Longer and Admin. Asst. Trish White. Reading of Minutes: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept and approve minutes of both the Regular Meeting of August 20, 2014 and the Special Meeting of August 22, 2014 as presented. All aye, motion carried. (3-0) Correspondence: Chief Zormier had provided the Board with a promotion eligibility list and announced the promotion of Mike Mattel to Corporal. The Board acknowledged and congratulated Corporal Mike Mattel on his promotion. Approval of Register of Claims and Payroll Claims: Motion by Mr. Ehrhardt, seconded by Mr. Lain, to approve the register of claims and payroll claims as presented. All aye, motion carried. (3-0) Approval of Agenda: Mr. Snedecor asked that Resolution 2014-07 authorizing the execution of the lease with the RDA and the follow up arborist report regarding the property at: 3020 Crowsnest Drive be added to the agenda. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve the agenda as amended. All aye, motion carried. (3-0) Unfinished Business: Continued: Unsafe Building Violation: re: 6324 Ainsworth Road: Mr. Hannigan stated that he has a quote from Boyd Construction to demolish the property for $8,200. He was advised by Public Works that they do not have the equipment to do that type of a job. Mr. Lain requested the windows be repaired and a date certain for the property to be in compliance. Mr. Snedecor recommends giving the owner the opportunity to do the necessary repairs and bring the property up to code since he is willing to work with the City stating demolitions should be a last resort. Motion by Mr. Lain, seconded by Mr. Snedecor to withdraw the demolition order from a previous meeting. All aye, motion carried. (3-0) Motion by Mr. Lain, seconded by Mr. Ehrhardt, to allow 60 days to paint, repair windows and secure the property and on November 5, 2014 come before the Board of Works with a status update. All aye, moton carried. (3-0) New Business: Request to Re-Pave Easement: Peter Baum, re: 616 N. Lake Shore Drive: Mr. Baum was present. He stated when he purchased this property this easement was already paved. He is requesting permission to repave existing blacktop. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve this request as presented. All aye, motion carried. (3-0) Review of Crossing Guard Contracts: two (2) replacements at Joan Martin: HPD recommends approval of 2 replacement contracts for Joan Martin School through December 31, 2014. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to approve the Crossing Guard contracts as presented. All aye, motion carried. (3-0) Board of Works Minutes: September 3, 2014 1 Request for a Roofing Permit Refund: Korellis Roofing, re: Party City at 2565 E. 80th Ave.: Mr. Hannigan stated that Korellis pulled a permit and then Party City hired another contractor to do the work, Korellis is requesting a refund for Building Permit 2014-0075 in the amount of $358.00. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve the refund request as presented. All aye, motion carried. (3-0) Review of Long Term Maintenance and Operation Agreement: Indiana Land Becknell Investors LLC (Sunbelt Rentals facility), Lot 1 in Re-plat #6, North Wind Crossing: Attorney DeBonis stated he has reviewed this agreement and all appears to be in good order. Motion by Mr. Snedecor, seconded by Mr. Ehrhardt, to approve and authorize execution of the Long Term Maintenance and Operation Agreement as presented. All aye, motion carried. (3-0) Resolution 2014-07: A Resolution of the Board of Public Works and Safety of the City of Hobart, Indiana, Authorizing the Execution of a Lease with the Hobart Redevelopment Authority in Conjunction with the issuance of the Redevelopment Authority Lease Rental Revenue Bonds of 2014 and Certain Related Matters: Attorney DeBonis gave an update stating the Bond sale is at the final stages. The City received an A+ Bond rating and congratulated the Mayor and the Clerk-Treasurer. Mrs. Longer read the Resolution into the record. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to adopt Resolution 2014-07 as presented. All aye, motion carried. (3-0) Follow-up Report from Hodge Tree Service: response letter in regards to the continued request to remove tree on private property overhanging public sidewalk: 3020 Crowsnest Drive: The City Arborist Hodge Tree Service wrote a letter recommending that the tree located on this property be removed as it is a public safety issue leaning into City Property and pulling from the ground; this would fall into the category of Code Violation 95.03. Motion by Mr. Snedecor, seconded by Mr. Ehrhardt, to have Officer Sipes service a copy of the letter from the Arborist to the Homeowner along with an Order to Comply stating that the tree be removed within 30 days at the owners expense. All aye, motion carried. (3-0) Announcement: Mr. Snedecor asked if there was anyone who wished to address the Board and there was no further response. Adjournment: Motion by Mr. Ehrhardt, seconded by Mr. Lain, to adjourn. All aye, motion carried.
