MINUTES OF THE REGULAR MEETING BOARD OF PUBLIC WORKS AND SAFETY CITY OF HOBART, LAKE COUNTY, INDIANA December 2, 2015 Call to Order/Pledge to the Flag: Mayor Snedecor called the meeting to order at 4:01 p.m. followed by the Pledge of Allegiance. Roll Call: The following members were present: Mr. Lain, Mr. Ehrhardt, and Mayor Snedecor. Also present: Attorney DeBonis and C-T Longer. Reading of Minutes: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve the minutes of the November 18, 2015 regular meeting as presented. All aye, motion carried. (3-0) Correspondence: Chief Zormier recommended Darren Sandilla for the promotion to Corporal. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept the recommendation for promotion. All aye, motion carried. (3-0) Brandon Towle gave an update on the 61st Ave project. No major progress to report. They are still working on de-watering and the deep sanitary line. Mr. Snedecor announced that there will be a Joint Executive Session on Monday, December 7th, at 7:00 p.m. in the Council Chambers. Approval of Register of Claims and Payroll Claims: Motion by Mr. Ehrhardt, seconded by Mr. Lain, to accept and approve the register of claims and payroll claims as presented. All aye, motion carried. (3-0) Approval of Agenda: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept the Agenda as presented. All aye, motion carried. (3-0) Unfinished Business: Continued: Request for easement at Fire Station #3 on 37th Ave.: Hobart Assembly of God Church, 7545 Ridge Rd.: This item will remain continued to the December 16, 2015 meeting. New Business: Request for Waiver of Sanitary Sewer hook-up: Timothy & Heather Soderquist, re: 2037 E. Cleveland Ave.: Mr. and Mrs. Soderquist were present. They had previously met with HSD who referred them to the Board of Works. Mr. Gralik discussed the project. If they wait there will be no cost-sharing by the City. Mr. Gralik has no objection to waive for no more than 12 years; Councilman Claussen has no objection and Mr. Hannigan had no comment. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to grant a 12-year waiver, the owner will then be required to hook up to Sanitary Sewer no later than December 2, 2028 or whenever the septic system fails, whichever comes first. All aye, motion carried. (3-0) Consideration of 2016 School Crossing Guard Contracts: Chief Zormier presented the contracts to the Board. Motion by Mr. Snedecor, seconded by Mr. Ehrhardt, to approve the contracts as presented. All aye, motion carried. (3-0) Resolution 2015-03: A Resolution to Approve Agreements in connection with the Renovation to Fire Station #2: The Resolution was read. Attorney DeBonis reviewed various contracts, which allow Mayor Snedecor to execute when the time comes. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve Resolution 2015-03 as presented. All aye, motion carried. (3-0) Board of Works Minutes: December 2, 2015 Resolution 2015-04: A Resolution of the Board of Public Works and Safety of the City of Hobart, Indiana, for Authorization to Encumber Remaining Appropriation Balances from 2015 where necessary: The Resolution was read. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve Resolution 2015-04 as presented. All aye, motion carried. (3-0) Announcements: The City Christmas Tree Lighting Event is Friday December 4th from 6-8 p.m. in Festival Park. The Hobart Holiday Market will be Sunday, December 13th from 9am-3pm at the Police Court Complex. Mayor Snedecor announced that on Friday December 11, 2015 at 11:00 a.m. he will be raising a flag and reading a proclamation at City Hall declaring the kickoff of Statehood Day for the Bi-Centennial of the State of Indiana. Mr. Snedecor asked if there was anyone who wished to address the Board and there was no further response. Adjournment: Motion by Mr. Lain, to adjourn. All aye, motion carried.
