MINUTES OF THE REGULAR MEETING BOARD OF PUBLIC WORKS AND SAFETY CITY OF HOBART, LAKE COUNTY, INDIANA February 3, 2016 Call to Order/Pledge to the Flag: Mayor Snedecor called the meeting to order at 2:04 p.m. followed by the Pledge of Allegiance. Roll Call: The following members were present: Mr. Lain, Mr. Ehrhardt, and Mayor Snedecor. Also present: C-T Longer and Admin. Asst. C. Govert. Absent: Attorney DeBonis Reading of Minutes: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept the minutes of the regular meeting of January 20, 2016 as presented. All aye, motion carried. (3-0) Attorney DeBonis arrives. Correspondence: Update on 61st Ave. Project: Brandon Towle, BF&S: Mr. Towle distributed a status report to the Board. G.E. Marshall is still working on the storm sewer on the south side of 61st Ave., between Wisconsin St. and SR 51. They are expected to finish the mainline sewer at SR 51 within the next week or two weather permitting. LaPorte Construction returned to proceed with the forming and pouring of the footers on the south side of the bridge. The schedule of their work is pending weather and river conditions. Mr. Lain thanked Mr. Towle for the barrels at the Wisconsin St. detour. The Mayor asked the Board to consider adding short-term parking spaces on E. Third St. Brickie Gyros submitted a petition asking for 10-15 minute parking in that area. The board agreed to explore this idea, working with the Police Dept. and City Engineer to come up with a plan to present at a later date. Chief Zormier presented Corporal Michael Pearson to the Board for promotion to the rank of Sergeant. Corporal Pearson has been a member of the Hobart Police Department since 1998. Motion by Mr. Snedecor, seconded by Mr. Lain, to grant the promotion of Sergeant to Michael Pearson. All aye, motion carried. (3-0) Mr. Lain introduced Pastor Michael Cover from the Michigan Ave. United Methodist Church. He recognized the HPD, thanking them for all they do for the community and presented the officers with Subway gift cards so they could enjoy a well-deserved lunch or dinner. 2015 Annual Financial Reports were distributed to the Board members. Approval of Register of Claims and Payroll Claims: Motion by Mr. Ehrhardt, seconded by Mr. Lain, to accept and sign the register of claims and payroll claims as presented. All aye, motion carried. (3-0) Approval of Agenda: Mayor Snedecor requested the addition of Grant of Easement: Habitat for Humanity. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to approve the agenda as amended. All aye, motion carried. (3-0) Unfinished Business: There was no unfinished business. New Business: Consideration of Change Order 3: G. E. Marshall, Inc., Sanitary Sewer Modifications, 61st & Wisconsin St.: Brandon Towle, BF&S, acknowledged that location language in the contract needs to be edited. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve Change Order #3 for an increase of $42,788.70 with the corrections needed to the location descriptions. All aye, motion carried. (3-0) Board of Works Minutes: February 3, 2016 1 Order to Comply: Andrew Batistatos, re: 315 W. Third St.: Mr. Batistatos was not present. Mr. Hannigan mentioned that Mr. Batistatos may not have received notice of the time change for the Board of Works meeting today and asked to continue this item until the February 17, 2016 meeting. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to continue this item until the February 17, 2016 meeting. All aye, motion carried. (3-0) Consideration of 2016 Urban Forestry Consulting Services: Russell Hodge, Hodge Tree Care: Mr. Dubach, Public Works was present and recommended the approval of Consulting Services with Hodge Tree Care. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to approve 2016 Urban Forestry Consulting Services as presented. All aye, motion carried. (3-0) Request for Extension of Latex Paint Recycling Agreement: Recycling & Waste Reduction District of Porter County: Mr. Dubach, Public Works recommends the approval of this agreement. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve the agreement as presented. All aye, motion carried. (3-0) Request for Grant of Easement and Right of Way Entry: Habitat for Humanity, Grantor as required by the Plan Commission: Attorney DeBonis has some issues with who it is conveyed to and recommends approval of a substantially similar form where the Grantee will be the City of Hobart. Motion by Mr. Snedecor, seconded by Mr. Lain, to approve with the Legal Department making changes as necessary and authorizing the Mayor and Clerk-Treasurer to execute the document once edited. All aye, motion carried. (3-0) Announcements: Mr. Snedecor announced that the Shared Ethics Summit will take place on March 2, 2016 at the Avalon from 8-11 a.m. Reservations are required. The State of the City will be presented at the Council meeting this afternoon at 4:00 p.m. Mr. Snedecor asked if there was anyone who wished to address the Board and there was no further response. Adjournment: Motion by Mr. Lain to adjourn the meeting. All aye, motion carried.
