. The Regular City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Levy on Wednesday, November 18, 2020 at 1:16 PM in the City
Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida.

CONSENT AGENDA
Approval of the Consent Agenda
ACTION: A motion was made by Commissioner Blattner,
seconded by Commissioner Callari, to approve the Consent
Agenda. The motion passed unanimously. (7-0)
5. R-2020-302 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Amending The Fiscal Year 2020 Adopted Budget (R-2019-283),
Authorizing Year End Budgetary Transfers And Adjustments For Fiscal
Year 2020.
ACTION: This Resolution was moved by Commissioner Blattner,
seconded by Commissioner Callari and adopted on the Consent
Agenda. The motion passed unanimously. (7-0)
6. R-2020-303 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Authorizing The Appropriate City Officials To Bind Renewal Policies With
Hartford Fire Insurance Company For Flood Insurance For Various
Locations, For An Amount Not To Exceed $79,703.00.
ACTION: This Resolution was moved by Commissioner Blattner,
seconded by Commissioner Callari and adopted on the Consent
Agenda. The motion passed unanimously. (7-0)

7. R-2020-304 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Approving And Authorizing The Appropriate City Officials To Issue A
Blanket Purchase Agreement Along With An Addendum To The Blanket
Purchase Agreement Terms And Conditions To Andritz Separation Inc.
For Disassembly, Rehabilitation And Reassembly Of Belt Presses And
The Purchase And Installation Of New Rollers; In The Total Amount Of
$1,836,805.91, Which Includes A Contingency Amount Of $166,982.36,
Based Upon The Sole Source Provision In Section 38.41(C)(2) Of The
City Code.
Discussion ensued among members of the Commission.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Hernandez, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
8. R-2020-305 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Accepting The Certified Results Of The 2020 Municipal General Election
Held On November 3, 2020.
ACTION: Motion was made by Commissioner Blattner, which was
seconded by Commissioner Hernandez, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
9. P-2020-32 Presentation To Commissioner Hernandez And Commissioner Blattner
Recognizing Their Service As District Commissioner.
Dr. Wazir Ishmael, City Manager, read a statement on the outstanding
public service of Commissioner Hernandez.
Commissioner Hernandez thanked the staff, citizens and his colleagues
for working together for the betterment of the City.

Commissioner Callari, Broward League of Cities President, and Mary
Lou Tighe, Broward League of Cities Executive Director, presented
plaques to Commissioner Hernandez and Commissioner Blattner for
their service to the City and Broward County.

Commissioner Hernandez and Commissioner Blattner
Vice Mayor Biederman acknowledged the presentations to
Commissioner Hernandez and Commissioner Blattner and thanked them
for their service. He stated he enjoyed working together with them on the
Commission.
Congratulations
Vice Mayor Biederman congratulated Marie Woodson, Robin Bartleman
and Debbie Hixon on winning their elections.
Vice Mayor Biederman also congratulated Yummy Crab, which is a new
business that recently opened up in his district.
Thank You
Vice Mayor Biederman thanked Kevin Thibault, Secretary of the Florida
Department of Transportation, and Shane Strom for getting the water
flowing from the Turnpike canal between Taft Street and Sheridan Street
by having it unclogged.
Lake Okeechobee
Vice Mayor Biederman stated he is on the Broward County Water
Advisory Board and stated that some of the information he received was
that Lake Okeechobee is three feet above the level that it was at this time
last year.
11. Commissioner Sherwood, District 6
Commissioner Hernandez and Commissioner Blattner
Commissioner Sherwood stated today is a day of joy and sadness. She
will miss Commissioner Hernandez and Commissioner Blattner. She
congratulated them on all their accomplishments over the years.
12. Commissioner Shuham, District 1
Recent Weather
Commissioner Shuham thanked Vivek Galav, Director of Public Utilities,
and Pete Bienek, Director of Public Works, and all their staff for their
hard work during the recent hard rains.
Dunes
Commissioner Shuham stated the dunes have performed remarkably
during the recent storms.
Vacant Businesses and Mandates

Commissioner Shuham stated that vacant businesses should have
signage on their windows and requested Commission support for this to
become a mandate. Commissioner Hernandez, Commissioner Callari
and Commissioner Blattner supported this request.

Commissioner Shuham thanked Commissioner Hernandez and
Commissioner Blattner for their service, mentorship and guidance.
13. Commissioner Hernandez, District 2
Thank You
Commissioner Hernandez thanked God, his wife, his daughter,
Commission staff on the 4th floor; Dr. Wazir Ishmael, City Manager;
George Keller, Deputy City Manager; Gus Zambrano, Assistant City
Manager; Adam Reichbach, Assistant City Manager; Doug Gonzales,
City Attorney; Police Department; Fire Department; residents of the City;
his neighbors; all the City Directors and their staff; the crews that work
around the clock, and his Mom and Dad for all of their support. He will
continue to work for the City, even though he was not reelected.
Membership in Sister Cities
Commissioner Hernandez requested Commission support to renew the
City’s membership with Sister Cities and he volunteered to serve on this
committee. Commissioner Callari and Commissioner Shuham
supported this request.
14. Commissioner Callari, District 3
Flooding Hotspots
Commissioner Callari thanked Vivek Galav, Director of Public Utilities,
on resolving the issues of the recent flooding hotspots.
Mosquito Spraying
Commissioner Callari thanked the County for their response on the
mosquito spraying.
Commissioner Hernandez and Commissioner Blattner
Commissioner Callari expressed her gratitude for serving alongside
Commissioner Hernandez and Commissioner Blattner.

Commissioner Blattner thanked the Office of Human Resources for the
departing gift. He also thanked his wife for her support over the years.
Commissioner Blattner also thanked Commissioner Callari for working
alongside him over the years.
Housing Ordinance
Commissioner Blattner stated the Commission needs to work on
property standards. He spoke about the City of North Miami who has a
housing ordinance in which inspections are done by the City when
houses are for sale, as this will help to discourage illegal conversions .
He would like the City to consider a similar housing ordinance.
Poem
Commissioner Blattner read a poem by Ernest Lords Thayer, A Ballad of
the Republic, sung in the Year 1888.

Commissioner Hernandez and Commissioner Blattner
Mayor Levy thanked his colleagues for all their words of encouragement
and acknowledged Commissioner Hernandez and Commissioner
Blattner for their contributions to the City.

Douglas Gonzales, City Attorney, thanked Commissioner Hernandez and
Commissioner Blattner and stated he enjoyed working with them over the

Facebook
Vice Mayor Biederman stated that the next and final episode of his “Not
So Undercover Vice Mayor” will be airing on Facebook Live on Monday,
November 23rd as he is riding with Underground Utilities Stormwater
Division.
Recapture the Swale Program
Vice Mayor Biederman thanked the Department of Public Utilities for
their endeavor in the Recapture the Swale Pilot Program on 72nd
Avenue, as it is looking good!
Home Inspection Program
Vice Mayor Biederman reiterated the Home Inspection program brought

up by Commissioner Blattner. He stated that he will bring up this issue
again at a later date.
27. Commissioner Sherwood, District 6
Thank you
Commissioner Sherwood thanked everyone for their support and spoke
about her years of service. She stated that she is looking forward to
working with the new Commission.
28. Mayor Levy
Welcome
Mayor Levy welcomed Commissioner Anderson and Commissioner
Gruber.
Thank you
Mayor Levy stated that he has achieved a lot in the last four years and he
looks forward to continuing to move the City forward in the policies and
initiatives that the Commission has and will set. He thanked the 1,300
plus employees who work for the City and spoke about the ongoing
General Obligation Bond, which the residents voted in favor of, to invest
in the City.

Congratulations
Douglas Gonzales, City Attorney, congratulated the New City
Commission and stated he looks forward to working with all of them.
Executive Session
Douglas Gonzales, City Attorney, announced pursuant to Florida Statutes
286.011(8)(a), a virtual executive session would be held on Thursday,
December 10, 2020 at 4:15 PM regarding Howard Fabian vs. City of
Hollywood litigation. Attending the session will be the Mayor,
Commissioners, City Manager, City Attorney, and Chief Litigation
Counsel.

286.011(8)(a), a virtual executive session would be held on Thursday,

MEETING AND PUBLIC COMMENT PROCEDURE
The City of Hollywood, Florida will be conducting a Regular City Commission meeting at 1:00 PM on
Wednesday, November 18, 2020 in Room 219.
Due to limited public access to Hollywood City Hall, 2600 Hollywood Blvd, Room 219, because of the
risk to public health, the City is offering a number of options for members of the public to view and
participate in the meeting.

There are two options for the public to provide comments on Agenda Items:

Submitted comments are limited to a 400 word maximum. Both submitted comments and registrations
to participate in the meeting in-person must be received by 6:00 PM on Tuesday, prior to the City
Commission Meeting.
Due to capacity limitations and social distancing requirements, in-person participation requires:
• Completion of online advance registration
• Facial covering at all times when inside City Hall
• Temperature check upon entering City Hall
Staff will direct the public to the designated seating area where they will be able to listen to the meeting .
Once the meeting begins and maximum indoor capacity is reached, no other members of the public
will be allowed in the designated seating area. The City Clerk will call out the names of those wishing
to address the City Commission in-person, at which time they will enter the Commission Chambers
and address the Commission members. When finished, speakers should exit City Hall. In-person
participants commenting on multiple items may return to the designated seating area and wait for their
name to be called again.

cards must be returned to the City Clerk within the first five minutes after the start of the agenda item .
After being recognized, approach the podium, give your name and address, identify your client or
clients (if applicable). A citizen's time is not transferable to any other person.
Citizens' Comments shall be held on the Third Wednesday of each month at the Regular City
Commission Meeting in the City Commission Chambers, Room 219, at 5:00 PM.
Lobbyist registration is required if any person, firm or corporation is lobbying the City Commission on
any petition or issue, pursuant to the Section 30.15 of the Code of Ordinances.
Any person wishing to appeal any decision made by this Commission with respect to any matter
considered at such meeting or hearing will need a record of the proceedings, and for such purposes
may need to ensure that a verbatim record of the proceedings is made, which record includes the
testimony and evidence upon which the appeal is made.
Two or more members of the same city board, commission, or committee, who are not of this
Commission, may attend this meeting and may, at that time, discuss matters on which foreseeable
action may later be taken by their board, commission or committee.

Disclosure of Real Estate Interests and Business Relationships - When an agenda item involves the
use or development of land, each member of the City Commission, City Manager, Assistant City
Manager(s), City Attorney, Deputy City Attorney, and the director and assistant director (s) of each City
department/office shall disclose orally, at the time the City Commission begins to discuss the item, or
in writing to the City Clerk prior to the publication of the agenda, any significant interest (as defined
below) that such City official or employee or any relative of such City official or employee has in land
located within 300 feet of the land that is the subject of the item. When an agenda item involves an
invitation for bids, request for proposals, request for qualifications, request for letters of interest, or
other competitive solicitation, each member of the City Commission, City Manager, Assistant City
Manager(s), City Attorney, Deputy City Attorney, and the director and assistant director (s) of each City
department/office shall disclose orally, at the time the City Commission begins to discuss the item, or
in writing to the City Clerk prior to the publication of the agenda, any client or business relationship that
such City official or employee or any relative of such City official or employee has with any business
entity that has submitted a response to the competitive solicitation. “Significant interest” means
ownership of more than five percent of the value of the land.
Persons attending meetings shall remain seated at all times unless called upon to speak, will not call
out comments during the meeting or make inappropriate hand or facial gestures.
