order by Mayor Levy on Wednesday, May 4, 2022 at 1:12 PM in the City Commission

6. R-2022-122 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Amending The Fiscal Year 2022 Operating Budgets Of Various Funds
As Adopted And Approved By Resolution R-2021-244; Amending The
Fiscal Year 2022 Capital Improvement Plan As Adopted And Approved
By Resolution R-2021-245.
ACTION: This Resolution was moved by Commissioner Callari,
which was seconded by Commissioner Biederman and adopted

For The Tree Inventory Project.

14. R-2022-129 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Ranking Firms To Provide Energy Performance Contracting For
Citywide Use; Authorizing Appropriate City Officials To Negotiate An
Agreement With The Highest-Ranked Firm, Noresco, LLC, For
Consideration And Approval By The City Commission At A Later Date.
ACTION: This Resolution was moved by Commissioner Callari,
which was seconded by Commissioner Biederman and adopted
on the Consent Agenda. The motion passed unanimously. (7-0)
5. R-2022-121 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Approving And Authorizing The Appropriate City Officials To Implement
A Settlement In Litigation Styled Yaroslav Farber v. City Of Hollywood, Et.
Al.
Vice Mayor Shuham declared a voting conflict as she is a named party in
the case, she left the meeting at 1:15 PM.
ACTION: Motion was made by Commissioner Biederman, which
was seconded by Commissioner Anderson, to adopt the
Resolution. On a voice vote the motion passed 6-0. Vice Mayor
Shuham declared a voting conflict.
15. P-2022-20 A Proclamation In Recognition Of Hatzalah South Florida Day, May 4,
2022.
Vice Mayor Shuham returned to the meeting at 1:16 PM.

Raelin Storey, Director of Communications, Marketing and Economic
Development, accepted the proclamation and thanked the Commission
for the recognition.
Marie Suarez, Executive Director of the Hollywood Chamber of
Commerce, explained how the Chamber supports local businesses.
Herb Conde-Parlato, Economic Development Manager, provided a
presentation on economic development programs.

21. P-2022-26 Presentation Of The Diamond Service Award Nominees And The One
Diamond Service Award Recipient By The Diamond Service Award
Selection Committee. Recognition Of The May 2022 Team Diamond
Award Recipients By The City Manager.
Dr. Wazir Ishmael, City Manager, presented the Diamond Service Award
to Raelin Storey, Director of Communications Marketing and Economic
Development.

Manager and her colleagues for the recognition.
Tami Thornton, Assistant Director of Human Resources, read the
commendation which resulted in the Police Department Peer Support
group being recognized with the Team Diamond Service Award.

diamond service award.
Lieutenant Karen Zorsky accepted the award on behalf of the team and
thanked the City Manager for the recognition.

winners of the 2022 City of Hollywood Water Conservation Poster
Contest.
8. R-2022-106 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Approving And Authorizing The Appropriate City Officials To Execute A
First Amendment To The Agreement With Broward County For The
Administration Of The City’s First-Time Home Buyer Program In Order
To Increase The Administrative Fee Funding Amount From $139,965.50
To $479,993.00 And Extend The Term From Two Years to Four Years.

Area Landscaping” By Amending Section 9.4 Entitled “Minimum
Landscape Requirements For Single Family Residences” To Eliminate
The Value Threshold Requirements For Construction Or Renovation.

28. Commissioner Sherwood, District 6
Old Bank of America Building
Commissioner Sherwood stated since the old Bank of America building
located on the corner of Washington Street and 441 was purchased, the
building and its surrounding area looks terrible due to it being littered with
lots of trash. Commissioner Sherwood would like staff to contact the
owner and see if there is something that can be done to clean up the
area.
Landscape
Commissioner Sherwood stated the residents of Van Buren Street near
46th Avenue would like more trees and more landscape.
29. Vice Mayor Shuham, District 1
Diamond Service Award
Vice Mayor Shuham congratulated Raelin Storey, Director of
Communications, Marketing & Economic Development, in receiving the
Diamond Service Award. Vice Mayor Shuham stated that Raelin is the
embodiment of live, love, learn, play and invest in your City.
Holland Park
Vice Mayor Shuham thanked Rick Engle, Director of Parks, Recreation
& Cultural Arts, for the grant applications for Holland Park.

938 Johnson Street
Vice Mayor Shuham thanked Douglas Gonzales, City Attorney, for all his
hard work on 938 Johnson Street. After many years, the house at 938
Johnson Street has finally been torn down, and it is very refreshing for
residents to see things happening and it is very much appreciated.
Broward County Agenda Items
Vice Mayor Shuham requested a brief summary of the Broward County
agenda items that would impact the City, be emailed to the Commission
ahead of time. Then after County Commission meetings to receive a
report of things that were decided.
Dr. Wazir Ishmael, City Manager, responded that it makes sense to
provide this information.
Tuesday Night Memo
Vice Mayor Shuham thanked Alison Saffold, Civic Affairs Administrator,
for the Tuesday night memo.
30. Commissioner Anderson, District 2
Diamond Service Award
Commissioner Anderson congratulated Raelin Storey, Director of
Communications, Marketing & Economic Development, in receiving the
Diamond Service Award. Commissioner Anderson stated the largest
diamond in Africa is called the “Great Star”, and that is what Raelin is, a
star that shines bright in Hollywood.
Tuesday Night Memo
Commissioner Anderson thanked Alison Saffold, Civic Affairs
Administrator, for always going above and beyond and for the Tuesday
night memo.
Police Memorial Service
Commissioner Anderson thanked the Police Department for taking care
of her while they were at the Police Memorial Service in Tallahassee.
Commissioner Anderson stated that she will also be attending another
memorial service in Washington and she appreciates their service.
Professional Firefighters Association of South Florida
Commissioner Anderson stated that the Professional Firefighters
Association of South Florida will be having a firefighter orientation on
May 17th at 6:30 PM at the Dr. Martin Luther King Jr. Community Center.
She asked everyone to please pass the word out to anyone interested in
becoming a firefighter.

31. Commissioner Callari, District 3
Diamond Service Award
Commissioner Callari congratulated Raelin Storey, Director of
Communications, Marketing & Economic Development, in receiving the
Diamond Service Award. Commissioner Callari stated that it is a
well-deserved recognition.
Hollywood Happy Days
Commissioner Callari thanked Lisa Liotta, CRA Redevelopment and
Operations Manager, for helping the Hollywood Happy Days event with
the Youth Ambassadors, and to the Office of Communications, Marketing
& Economic Development staff for their participation as well.
Commissioner Callari stated the Youth Ambassadors are inspirational.
32. Commissioner Gruber, District 4
Diamond Service Award
Commissioner Gruber congratulated Raelin Storey, Director of
Communications, Marketing & Economic Development, in receiving the
Diamond Service Award.
Hollywood Happy Days
Commissioner Gruber thanked Commissioner Callari for the Hollywood
Happy Days event and stated that it was an amazing initiative.

Commissioner Gruber thanked Dr. Wazir Ishmael, City Manager, for the
Tuesday night memo and for reaching out to him.
Workshop
Commissioner Gruber stated he believes that having a workshop to iron
out Commission procedures is a good idea. Commissioner Gruber
stated that the Commission are given five minutes for their respective
comments every two weeks, and this is a very organic way to provide
transparency and a time for staff to shine.
Mayor Levy stated he has requested through the Broward League of
Cities research on what other cities have for their process for
Commission meetings. All this can be discussed at the workshop.
Oak Ridge Park and Oak Lake Park
Commissioner Gruber stated he has received some calls on Oak Ridge
Park and Oak Lake Park inquiring whether the City can give some TLC

to these parks as far as the awnings and the turf and some other things.
Stirling Road Landscaping
Commissioner Gruber stated he knows the Stirling Road landscaping is
coming, however if he could receive a description of what and when, he
would appreciate it so that he can share that information with the
residents and let them know what to expect.
33. Commissioner Biederman, District 5
Diamond Service Award
Commissioner Biederman congratulated Raelin Storey, Director of
Communications, Marketing & Economic Development, in receiving the
Diamond Service Award.
Agenda Items Votes
Commissioner Biederman stated he wants to register votes, “aye” for
item 24; “nay” for item 25; “aye” for item 26, and “aye” for item 27.
Montella Park
Commissioner Biederman stated Montella Park needs some supervision
at after school dismissal time as students are hanging around the park.
Broward League of Cities
Commissioner Biederman gave a shout out to Commissioner Callari for
being a hometown hero and being recognized by the Broward League of
Cities, and so fittingly representing the City at the County and State levels
and in Tallahassee.
Women’s Club
Commissioner Biederman congratulated the Women’s Club of
Hollywood on their 100 year birthday and the reopening of their
remodeled Women’s Club building.
Savor Food & Wine Festival Event
Commissioner Biederman stated the Savor Food & Wine Festival event
is unfair to the City with the amount of money the CRA puts into it, the
event does not have the Hollywood name more prominently displayed. It
should be named the Hollywood Savor Food and Wine Festival, and to
name it anything else is not justice to the sponsorship and the location
the City provides them with. He is very disappointed that this has been
the case two years in a row.
Commissioner Biederman stated in addition, they really did not abide by
the City’s plastics ordinance. Commissioner Biederman would like more

wording in the special events contract, to include a monetary bond that if
you do not abide by our rules and regulations, you lose your bond money.
Commissioner Shuham stated she would support as to how contributions
are handled with compliance.
Commissioner Anderson stated she supports the idea for staff to come
back with suggestions.
Mayor Levy stated a bond would be problematic, and wants to be careful
about zero tolerance because he does not want to scare people away.
Commissioner Callari stated she does not agree that the event
coordinators were intentionally disregarding our ordinance. This is a
process as everyone has to learn to adapt to, and if we restrict and put a
fine, we create an unfriendly atmosphere.
Commissioner Callari stated it is about communication, and she does
not support this.
Commissioner Gruber stated over 100 vendors were 98% compliant.
Zephyrhills stated they would send their bottles to Orlando for recycling .
Commissioner Gruber stated he feels vendors really tried, and for an
event producer, it is very difficult to keep everyone compliant.
Beach Day For Handicap Children
Commissioner Biederman announced on May 14, 2022, the Hollywood
Chamber of Commerce community project is having an “All in Beach
Day” for handicap children and adults to experience the beach at
Johnson Street. Commissioner Biederman suggested if the City can
have some Mobi Mats at this location.
Hollywood Happy Days
Arthur Conventon, Youth Ambassador, stated the Hollywood Happy Days
was an amazing event.
Prom Safety Issues
Arthur Convention, Youth Ambassador, stated at a prior meeting he
commented on the upcoming prom season and the need for programs to
promote no drinking and driving. He explained he has been in
communications with Officer Henry Lumpkins and Police Sergeant Bryan
Kalish and the Police Department has given four different seminars on

Public Service Week
Mayor Levy announced this week is Public Service Recognition Week,
and congratulated everyone; he added it is a joy to recognize everyone
for their years of service.
Happy Mother’s Day
Mayor Levy wished everyone a Happy Mother’s Day.
Canada Chamber of Commerce
Mayor Levy stated he will be speaking tomorrow at the Canada Chamber
of Commerce to promote Hollywood’s economic opportunities. He
thanked the Office of Communications, Marketing & Economic
Development staff for their help with his presentation.
F1 Race at Hard Rock Stadium
Mayor Levy announced the F1 Grand Prix Race will be coming to the
Hard Rock Stadium this weekend. There will be a special mention made
regarding Canadian Gilles Villeneuve, a Canadian F1 Grand Prix driver,
that died 40 years to the day.
Happiness
Mayor Levy stated that due to the Hollywood Happy Days event, he
researched what makes people happy, and a top 10 list stated that family
and relationships, meaningful work, positive thinking and the ability to
forgive are the top sources of happiness.
Rotary Club Auction
Mayor Levy invited everyone to the 65th Annual Rotary Club Auction at
the Rotary Club House on 24th Avenue and Taylor Street, this weekend.
All proceeds will support education.

Fallen Officers Memorial Service
Dr. Wazir Ishmael, City Manager, announced this Friday, May 6, 2022 at
9:00 AM, the Police Department will be holding their Annual Fallen
Officers Memorial Service at the Police station.
Collection boxes for Taylor Bishop
Dr. Wazir Ishmael, City Manager, stated there are collection boxes
around City facilities for everyone to join in collecting teddy bears for
Taylor Bishop, the young boy that was in an SUV with his mom in
Pembroke Pines, who was hit by a plane and passed away. This
Saturday, the City of Pembroke Pines will be dedicating 72nd Avenue in
honor of Taylor.
Resilient Florida Grant Project
Dr. Wazir Ishmael, City Manager, stated Governor DeSantis awarded
$20,000,000.00 for 98 Resilient Florida Grant projects and the City
received the second largest award of $800,000.00 towards resilient
vulnerability assessments projects in the City.
Congratulations
Dr. Wazir Ishmael, City Manager, congratulated Noah Zambrano for his
acceptance into the University of Michigan in the PhD program of
Aerospace Engineering with all expenses paid with a full scholarship.

cards must be returned to the City Clerk within the first five minutes after the start of the agenda item .

any petition or issue, pursuant to the Section 30.15 of the Code of Ordinances.
Any person wishing to appeal any decision made by this Commission with respect to any matter
considered at such meeting or hearing will need a record of the proceedings, and for such purposes
may need to ensure that a verbatim record of the proceedings is made, which record includes the
testimony and evidence upon which the appeal is made.
