The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Levy on Monday, September 18, 2017 at 5:38 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. Biederman Commissioner Linda Sherwood Mayor Josh Levy 3. P-2017-047 City Manager’s Recommended Budget Presentation. Dr. Wazir Ishmael, City Manager, took this opportunity to thank city staff for their efforts during Hurricane Irma. Dr. Wazir Ishmael, City Manager, presented the City Commission a balanced budget with no increase in the millage rate, no increases in the solid waste fees, water rates, or fire assessment fee. He reviewed the proposed staff initiatives to reassign previously frozen positions. He proposed investments to gateways and priorities to ERP and economic development. George Keller, Assistant City Manager for Finance and Administration / Interim Finance Director, reviewed the agenda for the evening, including a proposed ordinance for an additional senior citizen tax discount. He reviewed the FY 2017 budget accomplishments. He reviewed the FY 2018 budget development process. The City Manager recommends maintaining the current millage of 7.4479 for the 7th consecutive year. The voter approved debt service millage rate will decrease from 0.2884 to 0.2513. He reviewed the budget challenges of pension costs, tax rate fees, health care/OPEB costs and tax development base challenging the taxpayers, property owners, voters, residents and businesses. Raelin Storey, Director of Public Affairs and Marketing, provided a presentation on economic development initiatives. Staff is recommending strategic reorganization to combine the Office of Public Affairs and Marketing and Economic Development Division to create the new Office of Communications, Marketing and Economic Development. R-2017-267 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Relating To The Provision Of Fire Rescue Services, Facilities And Programs In The City Of Hollywood, Florida; Reimposing Fire Rescue Assessments Against Assessed Property Located Within The City Of Hollywood For The Fiscal Year Beginning October 1, 2017; Approving The Rate Of Assessment; Approving The Assessment Roll; And Providing An Effective Date. The Mayor announced the public hearing was advertised in conformance with Florida Statutes and City ordinances. The public hearing was opened and Ann Ralston, 326 S 14th Avenue, expressed personal opinions/concerns. There being no one further who wished to speak, the public hearing was declared closed. ACTION: Motion was made by Commissioner Blattner, which was seconded by Vice Mayor Callari, to adopt the Resolution. On a voice vote the motion passed unanimously. (7-0) 5. R-2017-268 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Relating To The Provision Of Fire Inspection Services, Facilities And Programs In The City Of Hollywood, Florida; Reimposing Fire Inspection Assessments Against Assessed Property Located Within The City Of Hollywood For The Fiscal Year Beginning October 1, 2017; Approving The Rate Of Assessment; Approving The Assessment Roll; And Providing An Effective Date. The Mayor announced the public hearing has been advertised in conformance with Florida Statutes and City Codes. The public hearing was opened, being there was no one present who wished to be heard, the public hearing was declared closed. ACTION: Motion was made by Vice Mayor Callari, which was seconded by Commissioner Sherwood, to adopt the Resolution. On a voice vote the motion passed unanimously. (7-0) 6. R-2017-269 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Relating To The Levying And Collecting Of A Non-Ad Valorem Assessment For The Costs Of Abating Nuisances Occurring On Real Property In The City That Are Prohibited Under The City’s Code Of Ordinances; Imposing Nuisance Abatement Assessments For The Fiscal Year Beginning October 1, 2017 Against The Effected Property Owners Who Have Had Remedial Work Performed To Remedy The Nuisances: Approving The Assessment Amounts; Approving The Assessment Roll; And Providing An Effective Date. The Mayor announced the public hearing was advertised in conformance with Florida statutes and City Ordinances. R-2017-270 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Fixing The Amount And Rate Of Taxation For The Fiscal Year Commencing October 1, 2017, And Making The Tax Levy For The Year 2017. Mayor Levy read the title of the resolution as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HOLLYWOOD, FLORIDA, TENTATIVELY FIXING THE AMOUNT AND RATE OF TAXATION FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2017, AND MAKING THE TAX LEVY FOR THE YEAR 2017." Mayor Levy stated "THE PROPOSED NOT TO EXCEED MILLAGE RATE SET BY THE CITY COMMISSION OF THE CITY OF HOLLYWOOD ON JULY 3, 2017 IS 7.4479 MILLS. AT THIS TIME, THE CITY MANAGER IS PROPOSING THAT THE MILLAGE RATE BE TENTATIVELY SET AT 7.4479, WHICH WILL GENERATE GENERAL FUND NET REVENUES OF ONE HUNDRED EIGHT MILLION, NINE HUNDRED AND NINETY-FIVE THOUSAND, EIGHT HUNDRED AND FIFTY-ONE DOLLARS ($108,995,851.00). THIS MILLAGE RATE REPRESENTS AN 8.38% INCREASE OVER THE ROLLED-BACK RATE OF 6.8720 MILLS." R-2017-271 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Making Appropriations For The Fiscal Year 2018 Based On The Operating And Capital Budget Estimate Of Revenues And Expenditures For Each Of The City’s Operating Funds As Submitted By The City Manager. Mayor Levy read the title of the resolution as follows: "A resolution of the City Commission of the City of Hollywood, Florida, tentatively making appropriations for the fiscal year 2018 based on the operating and capital budget estimate of revenues and expenditures for each of the City's operating funds as submitted by the City Manager." Mayor Levy announced the public hearing has been advertised in conformance with Florida Statutes and City ordinances. PO-2017-19 An Ordinance Of The City Of Hollywood Florida, Creating Section 105.31 Of The Code Of Ordinances; Creating A Second Additional Homestead Exemption For Low-Income Senior Citizens. Alan Fallik, Acting City Attorney, reviewed a correction to be made in Section 105.31. Ann Ralston, 326 S 14th Avenue, expressed personal opinions/concerns. Discussion ensued among members of the Commission. The City Clerk read the ordinance title on first reading. ACTION: Motion was made by Vice Mayor Callari, which was seconded by Commissioner Sherwood, to adopt on first reading the Ordinance. The motion on roll call vote carried: Aye: Commissioner Case, Commissioner Hernandez, Vice Mayor Callari, Commissioner Blattner, Commissioner Biederman, Commissioner Sherwood and Mayor Levy Enactment No: O-2017-16 At this time, Alan Fallik, Acting City Attorney, announced an executive session, pursuant to Florida Statute 286.011(8)(a), governing public meetings, I, as the attorney for the City of Hollywood, wish to advise the City, during this public meeting, that I desire advice concerning litigation in the following matters: City of Hollywood v. Hollywood Fire Fighters, Local 1375, IAFF, Inc,; Lyle Bien, et al. v. City of Hollywood; The Board of Trustees of the City of Hollywood Firefighters Pension System and William Huddleston v. City of Hollywood; City of Hollywood Police Officers Retirement System and Van Szeto v. City of Hollywood and City of Hollywood v.
