. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Levy on Wednesday, September 27, 2017 at 7:06 PM in the City
Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida.

3. P-2017-049 City Manager’s Recommended Budget Presentation.
At this time, Vice Mayor Callari introduced the youth ambassador
member present who is shadowing her this evening.
Dr. Wazir Ishmael, City Manager, provided an introduction to the
presentation on the proposed budget and addressed the points brought
up at the first public budget hearing.
George Keller, Assistant City Manager for Finance and Administration,
provided a detailed presentation on the FY2018 proposed budget.
Raelin Storey, Director of Public Affairs and Marketing, provided a
presentation on the FY2018 budget priority of economic development
initiatives.
4. R-2017-287 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Fixing The Amount And Rate Of Taxation For The Fiscal Year
Commencing October 1, 2017, And Making The Tax Levy For The Year
2017.
Mayor Levy read the title of the Resolution: "A RESOLUTION OF THE
CITY COMMISSION OF THE CITY OF HOLLYWOOD, FLORIDA, FIXING
THE AMOUNT AND RATE OF TAXATION FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 2017 AND MAKING THE TAX LEVY
FOR THE YEAR 2017."
Mayor Levy stated "THE PROPOSED MILLAGE RATE SET BY THE
CITY COMMISSION OF THE CITY OF HOLLYWOOD ON SEPTEMBER
18, 2017 IS 7.4479 MILLS, WHICH WILL GENERATE GENERAL FUND
NET REVENUES OF ONE HUNDRED AND EIGHT MILLION, NINE
HUNDRED AND NINETY-FIVE THOUSAND, EIGHT HUNDRED AND
FIFTY-ONE DOLLARS ($108,995,851.00). THIS MILLAGE RATE

REPRESENTS AN 8.38% INCREASE OVER THE ROLLED-BACK
RATE OF 6.8720 MILLS."
Mayor Levy announced the public hearing has been advertised in
conformance with Florida Statutes and City Ordinances. The Public
hearing was opened and Matthew Gouthro, 2330 N 66th Terrace,
expressed personal opinions/concerns. Being no one further who wished
to speak, the public hearing was declared closed.
Discussion ensued among members of the Commission.
Dr. Wazir Ishmael, City Manager, provided additional information.
George Keller, Assistant City Manager for Finance and Administration,
responded to questions raised by the Commission.
Discussion ensued among staff and members of the Commission.
ACTION: Motion was made by Commissioner Biederman, which
was seconded by Commissioner Sherwood, to set the millage rate
at 7.4479 mills. On a voice vote the motion passed unanimously.

ACTION: Motion was made by Commissioner Sherwood, which
was seconded by Commissioner Case, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
5. P-2017-050 Adoption Of Motion To Concur With The Separate Adoption Of The
Community Redevelopment Agency Budgets By The CRA Board In
Accordance With The State Regulating Special Districts.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Case, to concur with the seperate
adoption of the Community Redevelopment Agency budgets by
the CRA board in accordance with the state statute regulating
special districts. On a voice vote the motion passed unanimously.

6. R-2017-288 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Making Appropriations For The Fiscal Year 2018 Based On The
Operating And Capital Budget Estimate Of Revenues And Expenditures
For Each Of The City’s Operating Funds As Submitted By The City
Manager.
Mayor Levy reads the title of the Resolution as follows: "A RESOLUTION
OF THE CITY COMMISSION OF THE CITY OF HOLLYWOOD,

FLORIDA, MAKING APPROPRIATIONS FOR THE FISCAL YEAR 2018
BASED ON THE OPERATING AND CAPITAL BUDGET ESTIMATE OF
REVENUES AND EXPENDITURES FOR EACH OF THE CITY'S
OPERATING FUNDS AS SUBMITTED BY THE CITY MANAGER.”
Mayor Levy announced the public hearing has been advertised in

hearing was opened and the following individuals expressed personal
opinions/concerns:
1. Tom Lander, 3186 Roosevelt Street
2. Claire Garret, 3148 Calle Largo Drive
There being no one further who wished to speak, the public hearing was
declared closed.
Discussion ensued among members of the Commission.
ACTION: Motion was made by Commissioner Blattner, which was
seconded by Vice Mayor Callari, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)
7. R-2017-289 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Approving The Five-Year FY 2018-2022 Capital Improvement Program
As Set Forth In Exhibit A For Projects Funded From Pay As You Go
Funding, Parking Enterprise Fund, Water And Sewer Renewal,
Replacement And Improvement Reserve, Stormwater Enterprise Fund,
State Revolving Fund Loans, And Other Sources.
Discussion ensued among members of the Commission.
Luis Lopez, City Engineer, responded to questions raised by the
Commission.
Dr. Wazir Ishmael, City Manager, provided additional information.
Discussion ensued among staff and members of the Commission.
The following individuals expressed personal opinions/concerns:

ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Biederman, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
8. R-2017-290 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Establishing The Number And Type Of Authorized Positions For Each
Department And Office For The Fiscal Year 2018.
The following individuals expressed personal opinions/concerns:

2. Richard Weiner, Attorney for AFSCME 2432
3. Jamie Mardis, 5315 Arthur Street

additional information.

ACTION: Motion was made by Commissioner Blattner, which was
seconded by Commissioner Case, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)
9. R-2017-291 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Authorizing The Continuation Of The Extended Service Hour Work Week
Program Initially Approved Pursuant To Resolution No. R-2016-254; And
Providing Details Regarding The Cost Savings Through The Third
Quarter Of 2017 And An Estimate For The Four Quarters Combined.
Tammie Hechler, Director of Human Resources, explained the intent of
the resolution.
Jamie Mardis, 5315 Arthur Street, expressed personal
opinions/concerns.
Discussion ensued among staff and members of the Commission.
Commissioner Blattner left the meeting at 9:37 PM and returned at 9:38
PM.

ACTION: Motion was made by Commissioner Blattner, which was
seconded by Vice Mayor Callari, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)
10. PO-2017-19 An Ordinance Of The City Of Hollywood Florida, Creating Section 105.31
Of The Code Of Ordinances; Creating A Second Additional Homestead
Exemption For Low-Income Senior Citizens.
The Mayor announced the ordinance was advertised in conformance with
State Statutes and City Codes. The public hearing was opened and
Joanne Reese expressed personal opinions/concerns. Being there was
no one further who wished to speak, the public hearing was declared
closed.
Commissioner Sherwood left the meeting at 9:52 PM and returned at
9:57 PM.
Discussion ensued among members of the Commission.
Alan Fallik, Acting City Attorney, provided additional information.
The City Clerk read the title of the ordinance on second and final reading.
ACTION: Motion was made by Commissioner Biederman, which
was seconded by Commissioner Case, to adopt on second and
final reading the Ordinance. The motion on roll call vote carried:

Irma debris removal.
Sylvia Glazer, Director of Public Works, and Karen Arndt, Assistant
Director of Public Works, provided an update on the status of Hurricane
Irma debris removal.
