. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Levy on Wednesday, September 12, 2018 at 5:44 PM in the City
Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida.

2. Roll Call
Present: Vice Mayor Debra Case, Commissioner Peter Hernandez,
Commissioner Traci Callari, Commissioner Richard Blattner,
Commissioner Kevin D. Biederman, Commissioner Linda Sherwood
and Mayor Josh Levy
3. P-2018-052 City Manager’s Recommended Budget Presentation.
Dr. Wazir Ishmael, City Manager, provided an overview of the City
Manager's recommended budget.
Adam Reichbach, Assistant City Manager for Finance and
Administration, provided a detailed presentation on the city manager's
recommended budget.
George Keller, Assistant City Manager for Public Safety, provided
additional information on employee salaries, benefits and pension
benefits.
ACTION: Motion was made by Commissioner Biederman, which
was seconded by Commissioner Sherwood, to approve
management's recommendation of $3 million to restore pension
benefits cuts. On a voice vote the motion passed unanimously.

4. R-2018-279 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Relating To The Provision Of Fire Rescue Services, Facilities And
Programs In The City Of Hollywood, Florida; Reimposing Fire Rescue
Assessments Against Assessed Property Located Within The City Of
Hollywood For The Fiscal Year Beginning October 1, 2018; Approving
The Rate Of Assessment; Approving The Assessment Roll; And
Providing An Effective Date.
The Mayor announced the resolution was advertised in conformance with
Florida Statues and City Codes, the public hearing was opened and the
following individuals expressed personal opinions/concerns:
1. Henri Guerin, 1502 Rodman Street
2. Pat Hile, 5300 Washington Street

3. Cliff Germano, 1627 N 28 Court
4. Moses Garcia, 3904 Cleveland Street
Being there was no one further who wished to speak, the public hearing
was declared closed.
Discussion ensued among members of the Commission.
Christopher Pratt, Fire Chief, provided additional information.
Discussion ensued among staff and members of the Commission.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Blattner, to adopt the Resolution. On
a voice vote the motion passed 6-1. Commissioner Hernandez
was opposed.
5. R-2018-280 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Relating To The Provision Of Fire Inspection Services, Facilities And
Programs In The City Of Hollywood, Florida; Reimposing Fire Inspection
Assessments Against Assessed Property Located Within The City Of
Hollywood For The Fiscal Year Beginning October 1, 2018; Approving
The Rate Of Assessment; Approving The Assessment Roll; And
Providing An Effective Date.
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened, being
there was no one present who wished to be heard, the public hearing
was declared closed.
ACTION: Motion was made by Commissioner Blattner, which was
seconded by Commissioner Callari, to adopt the Resolution. On a
voice vote the motion passed 6-1. Commissioner Hernandez was
opposed.
6. R-2018-281 A Resolution Of The City Commission Of the City of Hollywood, Florida,
Relating To The Levying And Collecting Of A Non-Ad Valorem
Assessment For The Costs Of Abating Nuisances Occurring On Real
Property In The City That Are Prohibited Under The City’s Code Of
Ordinances; Imposing Nuisance Abatement Assessments For The Fiscal
Year Beginning October 1, 2018 Against The Effected Property Owners
Who Have Had Remedial Work Performed To Remedy The Nuisances:
Approving The Assessment Amounts; Approving The Assessment Roll;
And Providing An Effective Date.
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened, being

there was no one present who wished to be heard, the public hearing
was declared closed.
Cintya Ramos, Director of Finance, explained the intent of the resolution.
Discussion ensued among staff and members of the Commission.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Biederman, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
7. R-2018-282 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Tentatively Fixing The Amount And Rate Of Taxation For The Fiscal Year
Commencing October 1, 2018, And Making The Tax Levy For The Year
2018.
The Mayor read the title of the Resolution: "A RESOLUTION OF THE
CITY COMMISSION OF THE CITY OF HOLLYWOOD, FLORIDA,
TENTATIVELY FIXING THE AMOUNT AND RATE OF TAXATION FOR
THE FISCAL YEAR COMMENCING OCTOBER 1, 2018, AND MAKING
THE TAX LEVY FOR THE YEAR 2018."
The Mayor stated: "THE PROPOSED NOT TO EXCEED MILLAGE
RATE SET BY THE CITY COMMISSION OF THE CITY OF
HOLLYWOOD ON JULY 3, 2018 IS 7.4665 MILLS. AT THIS TIME, THE
CITY MANAGER IS PROPOSING THAT THE MILLAGE RATE BE
TENTATIVELY SET AT 7.4665, WHICH IS ESTIMATED TO
GENERATE GENERAL FUND NET REVENUES OF ONE HUNDRED
EIGHTEEN MILLION, TWO HUNDRED AND FORTY-FIVE THOUSAND,
SEVEN HUNDRED AND TWO DOLLARS ($118,245,702.00). THIS
MILLAGE RATE REPRESENTS A 6.88% INCREASE OVER THE
ROLLED-BACK RATE OF 6.9857 MILLS."
Mayor Levy announced the public hearing was advertised in
conformance with Florida statutes and City ordinances. The public
hearing was opened and the following individuals expressed personal
opinions/concerns:
1. Helena O'Neal, 2314 Simms Street
2. Richard Weiner, Attorney for AFSCME
3. Christopher Cassidy, AFSCME President
Being there was no one further who wished to speak, the public hearing
was closed.
Commissioner Hernandez asked for commission support to direct staff
to find out why the Chamber of Commerce pays no fire assessment fee .

Commissioner Callari and Commissioner Biederman supported the
request.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Vice Mayor Case, to adopt the Resolution setting the
millage rate at 7.4665 mills. On a voice vote the motion passed 5-2.
Commissioner Biederman and Mayor Levy were opposed.
8. R-2018-283 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Tentatively Making Appropriations for Fiscal Year 2019 Based On The
Operating And Capital Budget Estimate Of Revenues And Expenditures
For Each Of The City’s Operating Funds As Submitted By The City
Manager.
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes, the public hearing was opened and the
following individuals expressed personal opinions/concerns:
1. William Huddleston, IAFF Union president
2. Chuck Tullio, Local 1375 Vice President
3. Jeff Marano, Broward County PBA
4. James Harn
5. Frieda Dragif, 3421 N Park Road
Being there was no one further who wished to speak, the public hearing
was closed.
Discussion ensued among members of the Commission.
The Mayor announced the date of the second budget hearing will be
Wednesday, September 26, 2018 at 5:30 PM.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Biederman, to adopt the Resolution.
On a voice vote the motion passed 6-1. Vice Mayor Case was
opposed.
9. The meeting adjourned at 7:31 PM.
