Gonzales, City Attorney Patricia A. Cerny, City Clerk Special City Commission Meeting Meeting Minutes - Final September 26, 2018 . The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Levy on Wednesday, September 26, 2018 at 5:40 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. Roll Call Present: Vice Mayor Debra Case, Commissioner Peter Hernandez, Commissioner Traci Callari, Commissioner Richard Blattner, Commissioner Kevin D. Biederman, Commissioner Linda Sherwood and Mayor Josh Levy 3. P-2018-054 City Manager’s Recommended Budget Presentation. Dr. Wazir Ishmael, City Manager, provided a presentation on the City Manager's recommended budget. Adam Reichbach, Assistant City Manager for Finance and Administration, provided additional information. Discussion ensued among staff and members of the Commission. 4. R-2018-300 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Fixing The Amount And Rate Of Taxation For The Fiscal Year Commencing October 1, 2018, And Making The Tax Levy For The Year 2018. Mayor Levy read the title of the Resolution: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HOLLYWOOD, FLORIDA, FIXING THE AMOUNT AND RATE OF TAXATION FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2018 AND MAKING THE TAX LEVY FOR THE YEAR 2018." Mayor Levy stated: "THE PROPOSED MILLAGE RATE SET BY THE CITY COMMISSION OF THE CITY OF HOLLYWOOD ON SEPTEMBER 12, 2018 IS 7.4665 MILLS, WHICH IS ESTIMATED TO GENERATE GENERAL FUND NET REVENUES OF ONE HUNDRED AND EIGHTEEN MILLION, TWO HUNDRED AND FORTY-FIVE THOUSAND, SEVEN HUNDRED AND TWO DOLLARS ($118,245,702.00). THIS MILLAGE RATE REPRESENTS AN 6.88% INCREASE OVER THE ROLLED-BACK RATE OF 6.9857 MILLS." Mayor Levy announced the public hearing has been advertised in conformance with Florida statutes and City ordinances. Discussion ensued among staff and members of the Commission. Dr. Wazir Ishmael, City Manager, responded to concerns raised by the Commission. ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Callari, to adopt the Resolution. On a voice vote the motion passed 4-3. Commissioner Hernnandez, Commissiner Biederman and Mayor Levy were opposed. 5. P-2018-055 Adoption Of Motion To Concur With The Separate Adoption Of The Community Redevelopment Agency Budgets By The CRA Board In Accordance With The State Statute Regulating Special Districts. ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Sherwood, to concur with the separate adoption of the Community Redevelopment Agency budgets by the CRA Board. On a voice vote the motion passed 6-1. Commissioner Hernandez was opposed. 6. R-2018-301 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Making Appropriations For The Fiscal Year 2019 Based On The Operating And Capital Budget Estimate Of Revenues And Expenditures For Each Of The City’s Operating Funds As Submitted By The City Manager. Mayor Levy read the title of the Resolution: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HOLLYWOOD, FLORIDA, MAKING APPROPRIATIONS FOR THE FISCAL YEAR 2019 BASED ON THE OPERATING AND CAPITAL BUDGET ESTIMATE OF REVENUES AND EXPENDITURES FOR EACH OF THE CITY'S OPERATING FUNDS AS SUBMITTED BY THE CITY MANAGER.” The Mayor announced the public hearing has been advertised in conformance with Florida statutes and City ordinances. The public hearing was opened and the following individuals expressed personal opinions/concerns: 1. Jeff Marano, Broward County PBA 2. Nancy Fowler, 2616 Coolidge Street 3. Bill Huddleston, IAFF 4. Chris Cassidy, AFSCME 5. Frieda Dragif, 3421 N Park Road City of Hollywood Page 2 Special City Commission Meeting Meeting Minutes - Final September 26, 2018 Being there was no one further who wished to speak, the public hearing was declared closed. Discussion ensued among members of the Commission. Dr. Wazir Ishmael, City Manager, responded to questions raised. Douglas Gonzales, City Attorney, provided additional information. ACTION: Motion was made by Commissioner Biederman, which was seconded by Commissioner Sherwood, to adopt the Resolution. On a voice vote the motion passed 6-1. Vice Mayor Case was opposed. 7. R-2018-302 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving The Five-Year FY 2019-2023 Capital Improvement Program For Projects Funded From Pay As You Go Funding, Parking Enterprise Fund, Water And Sewer Renewal, Replacement And Improvement Reserve, Stormwater Enterprise Fund, State Revolving Fund Loans, And Other Sources. The following individuals expressed personal opinions/concerns: 1. Nancy Fowler, 2616 Coolidge Street 2. Helen Chervin, 2470 Adams Street ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Sherwood, to adopt the Resolution. On a voice vote the motion passed unanimously. (7-0) 8. R-2018-303 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Establishing The Number And Type Of Authorized Positions For Each Department And Office For Fiscal Year 2019. Dr. Wazir Ishmael, City Manager, announced the upcomoing retirmenent of Kee Eng, Budget Director. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Biederman, to adopt the Resolution with an amendment to include a new position for zoning compliance. On a voice vote the motion passed unanimously. (7-0) Pursuant to Florida Statute 286.011(8)(a), governing public meetings, Douglas Gonzales, City Attorney, announced an executive session concerning the litigation in the Daniel Figueroa and Gwendolyn Figueroa v. City of Hollywood matter. The executive session will be held on Wednesday, October 3, 2018 at 9:00 AM.
