. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Levy on Thursday, September 24, 2020 at 5:36 PM in the City
Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida.
Mayor Levy explained the meeting is being held virtually due to COVID -19 and explained
the meeting procedures which will be followed.

Present: Commissioner Caryl Shuham, Commissioner Peter Hernandez,
Commissioner Traci Callari, Commissioner Richard Blattner, Vice
Mayor Kevin D. Biederman, Commissioner Linda Sherwood and
Mayor Josh Levy
3. P-2020-29 City Manager’s Recommended Budget Presentation.
Dr. Wazir Ishmael, City Manager, provided an overview of the budget and
the challenges faced during the year, the cost containment measures
taken, refinancing of bond savings. He reviewed initiatives that will be
taken in the upcoming fiscal year.
4. R-2020-231 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Fixing The Amount And Rate Of Taxation For The Fiscal Year
Commencing October 1, 2020, And Making The Tax Levy For The Year
2020.
Mayor Levy read the title of the resolution as follows: "A Resolution Of
The City Commission Of The City Of Hollywood, Florida, Tentatively
Fixing The Amount And Rate Of Taxation For The Fiscal Year
Commencing October 1, 2020, And Making The Tax Levy For The Year
2020."
Mayor Levy stated "The proposed not to exceed millage rate set by the
City Commission of the City of Hollywood on July 1, 2020 is 7.4665 mills.
At this time, the City Manager is proposing that the millage rate be
tentatively set at 7.4665, which is estimated to generate general fund net
revenues of one hundred thirty-one million, three hundred and
twenty-seven thousand, four hundred and twenty-seven dollars
($131,327,427.00). This millage rate represents a 5.99% increase over
the rolled-back rate of 7.0445 mills."
The Mayor announced the ordinance was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened, and

the City Clerk read the comment submitted from Edward Wisniewski,
1253 Rodman Street. There being no one further who submitted
comments to the City Clerk, the public hearing was declared closed.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Hernandez, to adopt the Resolution
with 7.4665 mills. On a voice vote the motion passed unanimously.
(7-0)
5. P-2020-30 Adoption Of Motion To Concur With The Separate Adoption Of The
Community Redevelopment Agency Budgets By The CRA Board In
Accordance With The State Statute Regulating Special Districts.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Sherwood, to concur with the
separate adoption of the CRA budgets by the CRA Board. On a
voice vote the motion passed unanimously. (7-0)
6. R-2020-232 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Making Appropriations For Fiscal Year 2021 Based On The Operating
And Capital Budget Estimate Of Revenues And Expenditures For Each
Of The City’s Operating Funds As Submitted By The City Manager.
The Mayor read the title of the resolution as follows: "A Resolution Of
The City Commission Of The City Of Hollywood, Florida, Tentatively
Making Appropriations For The Fiscal Year 2021 Based On The
Operating And Capital Budget Estimate Of Revenues And Expenditures
For Each Of The City's Operating Funds As Submitted By The City
Manager.”
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened; there
being no one who submitted comments to the City Clerk, the public
hearing was declared closed.

seconded by Commissioner Sherwood, to adopt the Resolution.

7. R-2020-233 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Approving The Five-Year FY 2021-2025 Capital Improvement Plan, And
Appropriating The Portion Of The Capital Improvement Plan For The
Fiscal Year Beginning October 1, 2020 And Ending September 30,
2021.

ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Shuham, to adopt the Resolution. On
a voice vote the motion passed unanimously. (7-0)
8. R-2020-234 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Establishing The Number And Type Of Authorized Positions For Each
Department And Office For The Fiscal Year 2021.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Shuham, to adopt the Resolution. On
a voice vote the motion passed unanimously. (7-0)
9. The meeting adjourned at 5:53 PM.

COVID-19
MEETING AND PUBLIC COMMENT PROCEDURE
The City of Hollywood, Florida will be conducting a virtual Special City Commission meeting at
5:30 PM on Thursday, September 24, 2020 using Communications Media Technology (“CMT”).
Florida Governor Ron DeSantis issued Executive Order No. 20-69 pertaining to conducting local
government meetings while under the public health emergency related to the Novel Coronavirus
Disease 2019 (COVID-19). In accordance with this order and due to a prohibition on public
access to Hollywood City Hall because of the risk to public health, the City is offering a number of
options for members of the public to view and participate in the meeting.
