The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Levy on Wednesday, May 26, 2021 at 3:38 PM in the City Commission Room, Room 219, 2600 Hollywood Blvd., Hollywood, Florida. 1. Pledge of Allegiance 2. Roll Call Present: Commissioner Caryl Shuham, Commissioner Linda Anderson, Commissioner Traci Callari, Commissioner Adam Gruber, Commissioner Kevin D. Biederman, Vice Mayor Linda Sherwood and Mayor Josh Levy REGULAR AGENDA 3. R-2021-117 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two Members To The Employees’ Retirement Fund Board Of Trustees. Charles Howell, 4201 Pierce Street, expressed personal opinions/concerns. Discussion ensued among members of the Commission. Dr. Wazir Ishmael, City Manager, responded to concerns raised. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Sherwood, to adopt the Resolution appointing Charles Howell to a three year term. On a voice vote the motion passed unanimously. (7-0) 4. R-2021-118 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three Members To The Civil Service Board. ACTION: A motion was made by Commissioner Callari, seconded by Vice Mayor Sherwood, to adopt the Resolution appointing Zulma Collazo in the category of Private Sector Management; Jalane Meloun in the category of Private Sector Non-management; Mitchell Anton in the category of Public Employer. On a voice vote the motion passed unanimously. 5. R-2021-119 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two Members To The Hollywood Housing Authority Board Of Commissioners. City of Hollywood Page 1 Special City Commission Meeting Meeting Minutes May 26, 2021 ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Anderson, to adopt the Resolution appointing Jonathan Lorber and Octavia Mills in the category of Citizens at Large. On a voice vote the motion passed unanimously. (7-0) 6. R-2021-120 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Five Members To The Planning And Development Board. Discussion ensued among members of the Commission. The following individuals expressed personal opinions/concerns: 1. Achim Nowak, 2021 Jefferson Street 2. Richard Blattner, 3501 Keyser Avenue Commissioner Biederman left the meeting at 3:52 PM and returned at 3:56 PM. 3. David McLeod, 2717 Garfield Street 4. Joesph Stadlen, 3101 S Ocean Drive 5. Gabe Seghi, 3501 N 37 Street Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Sherwood, to adopt the Resolution appointing Nancy Gaggino, Joseph Stadlen and Andrew Yanowitz in the category of Design member; David McLeod in the category of Professional member; Richard Blattner in the category of Citizen at Large, with the City Clerk drawing lots for the terms. On a voice vote the motion passed unanimously. (7-0) 7. R-2021-121 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Six Members To The Historic Preservation Board. The following individuals expressed personal opinions/concerns: 1. Steven Toth, 1926 Funston Street 2. Steven Piper, 1230 Van Buren Street 3. Terry Cantrell, 745 Harrison Street City of Hollywood Page 2 Special City Commission Meeting Meeting Minutes May 26, 2021 ACTION: Motion was made by Vice Mayor Sherwood, which was seconded by Commissioner Callari, to adopt the Resolution appointing Jean-Paul Perez in the category Architectural Historian or Urban Planner; Kira Walton in the category of Engineer or General Contractor; Terrence Cantrell in the category of Hollywood Historical Society; Stephen Piper in the category of Real Estate Broker or Salesperson; Steven Toth in the category of Citizen at Large; Lisa Enfield in the category of Alternate. On a voice vote the motion passed unanimously. (7-0) 8. R-2021-122 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Eleven Members To The African American Advisory Council. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Sherwood, to adopt the Resolution appointing Henry Graham, Khadji Gregory-Faal, Richard Louis, Octavia Mills, George Tandy and Nila Williams, with all appointees receiving three year terms. On a voice vote the motion passed unanimously. (7-0) 9. R-2021-123 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Eleven Members To The Neighborhood Watch Advisory Board. Discussion ensued among members of the Commission. Derik Alexander, Police Major, responded to questions raised by the Commission. Discussion ensued among staff and members of the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Anderson, to adopt the Resolution appointing Paul Gleit in the category of North Lake; and Samuel Bentolila in the category of Northwest Central. On a voice vote the motion passed unanimously. (7-0) 10. R-2021-124 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Ten Members To The Sustainability Advisory Committee. The City Clerk read comment from Wendy Schugar-Martin, 5297 SW 34 Way. City of Hollywood Page 3 Special City Commission Meeting Meeting Minutes May 26, 2021 ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Sherwood, to adopt the Resolution appointing Todd Delmay and Wendy Schugar-Martin in the category of Business member; Stephanie Anderson and Julia Poliadis in the category of Citywide member, with the City Clerk drawing lots for the terms. On a voice vote the motion passed unanimously. (7-0) 11. R-2021-125 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Six Members To The Young Circle ArtsPark Advisory Board. Discussion ensued among members of the Commission. Mike Wharton, ArtsParks and Cultural Affairs Administrator, responded to concerns raised. ACTION: Motion was made by Commissioner Shuham, which was seconded by Commissioner Callari, to adopt the Resolution appointing Jennifer Bello in the category of Performing Arts Field; Jill Weisberg in the category of Arts Community At Large; Elle Pagliano in the category of Broward County School System; Rich DiGirolamo and Luis Villamizar in the category of Citizens at Large Hollywood Resident, with the City Clerk drawing lots for terms. On a voice vote the motion passed unanimously. (7-0) 12. R-2021-126 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three Members To The Marine Advisory Board. Discussion ensued among members of the Commission. Karl Chuck, Special Events Program Manager for ArtsParks, responded to questions raised by the Commission. ACTION: Motion was made by Commissioner Shuham, which was seconded by Commissioner Callari, to move Nick Pietrocarlo to the category of Marine Industry Professional. Discussion ensued among members of the Commission. Mike Wharton, ArtsPark and Cultural Affairs Administrator, responded to concerns raised by the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Biederman, to adopt the Resolution appointing Bruce Elfenbein, Constance Giger and Jill Weisberg in the category of member, with the City Clerk drawing lots for terms. On a voice vote the motion passed unanimously. (7-0) 14. R-2021-128 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Four Members To The Community Development Advisory Board. The following individuals expressed personal opinions/concerns: 1. Milana Walter, 1919 Van Buren Street 2. Amber Yeisley, 6541 Harding Street Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Biederman, which was seconded by Commissioner Callari, to adopt the Resolution appointing Jennifer Bello, Michael Gold, Octavia Mills and Amber Yeisley, with Amber Yeisley receiving a three year term and the City Clerk to draw lots for the balance of the terms. On a voice vote the motion passed unanimously. (7-0) 15. R-2021-129 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Five Members To The Parks, Recreation And Cultural Arts Advisory Board. Discussion ensued among members of the Commission. Ricky Engle, Director of Parks, Recreation and Cultural Arts, responded to questions raised by the Commission. Cerny, City Clerk Special City Commission Meeting Meeting Agenda - Final May 26, 2021 MEETING AND PUBLIC COMMENT PROCEDURE The City of Hollywood, Florida will be conducting a Special City Commission meeting for the Annual Advisory Board Appointments at 3:30 PM on Wednesday, May 26, 2021 in Room 219. Due to limited public access to Hollywood City Hall, 2600 Hollywood Blvd, Room 219, because of the risk to public health, the City is offering a number of options for members of the public to view and participate in the meeting. Due to capacity limitations and social distancing requirements, in-person participation requires: • Completion of online advance registration • Facial covering at all times when inside City Hall • Temperature check upon entering City Hall Staff will direct the public to the designated seating area where they will be able to listen to the meeting. Once the meeting begins and maximum indoor capacity is reached, no other members of the public will be allowed in the designated seating area. The City Clerk will call out the names of those wishing to address the City Commission in-person, at which time they will enter the Commission Chambers and address the Commission members. When finished, speakers should exit City Hall. In-person participants commenting on multiple items may return to the designated seating area and wait for their name to be called again.
