HOLMDEL ENVIRONMENTAL COMMISSION Minutes – Regular Meeting Wednesday, June 11, 2025 Loretta read the following at 7:00 p.m. OPENING STATEMENT: “I hereby announce, pursuant to Section 5 of the Open Public Meetings Act, that adequate notice of this meeting has been provided on January 10, 2025, to the Asbury Park Press and the Two River Times. Notice has also been posted in the entrance of Town Hall, filed in the Clerk’s Office, and posted on the Township’s website, www.holmdeltownship.com, all pursuant to Section 13 of the Open Public Meetings Act.” Roll Call Members Present: David Wolff, Vice Chairperson (via phone) Ralph Blumenthal Jill Perez Randy Rauscher Gary Vanderham Janet Jackel Loretta Coscia, HEC Secretary Absent: Karen Strickland, Chairperson Wes Fagan Anthony Salerno Pledge of Allegiance Moment of Silence to Honor Military and Police Who Have Been Wounded or Killed in Action Environment al Commission Business  Draft Meeting Minutes – May 14, 2025, motion to approve the minutes (Ralph/Janet). Minutes approved.  Regional Watershed Forum – The name of the newly created Forum is Northern Monmouth Watershed Alliance. Karen had suggested the group do a stream walk, but permits would be needed. Wes had suggested making several visits to several locations, hopefully on the same day with permissions and where there was parking available. This option was adopted by the group. The group’s website will be set-up soon. The next Forum is scheduled for Thursday, July 24th at 7:30 p.m. in Bell Works.  The New Jersey State Development and Redevelopment Plan (SDRP) or State Plan David referenced an email forwarded from Karen regarding a presentation scheduled for Thursday, June 19 at 7:00 p.m. in Lincroft on Understanding the NJ State Development & Redevelopment Plan. Try to attend. HEC Meeting Minutes – June 11, 2025   Community Energy Planning Grant Meeting – A meeting will be held on July 17th. The HEC can discuss it further at their meeting of July 9th.  Land Conservancy – ERI Briefly discussed Kate Keller’s email regarding the ERI. Loretta mentioned that the proposed Soils and Grading ordinance prepared by Steven Winters is being reviewed by the Township Attorney and will not make it into the ERI. The completed ERI will be presented to the Planning Board at their meeting of July 1st.  Open Space Plan – Part of the Master Plan Element. Will be on the agenda the last week of June, requiring 10-day notice.  Newsletter – next article due last week of July, first week of August David suggested that we focus on trees and the tree ordinance for the next article. All agreed that the word needs to get out their to the residents. Ralph suggested speaking with Steven Winters and/or Chris Cherbini for a PR plan for all tree issues. Gary suggested a question/answer list. Loretta advised that all tree companies within a 15-mile radius (approximately 30) were mailed a notice with the details and QR codes to the ordinance and the permit application. It was also posted on the Township website and Township social media. Janet shared a concern about Beech Tree disease, and getting the word out. There is a treatment, but it can be costly. David suggested several tree diseases present in the Township could be referenced, with a brief description of what each disease looks like It was suggested that something be written- up, what to look for, etc., and we can get word out on social media.
