HOLMDEL ENVIRONMENTAL COMMISSION Minutes – Regular Meeting Wednesday, August 13 , 2025 Loretta read the following at 7:00 p.m. OPENING STATEMENT: “I hereby announce, pursuant to Section 5 of the Open Public Meetings Act, that adequate notice of this meeting has been provided on January 10, 2025, to the Asbury Park Press and the Two River Times. Notice has also been posted in the entrance of Town Hall, filed in the Clerk’s Office, and posted on the Township’s website, www.holmdeltownship.com, all pursuant to Section 13 of the Open Public Meetings Act.” Roll Call Members Present: Karen Strickland, Chairperson David Wolff, Vice Chairperson Ralph Blumenthal Wes Fagan Jill Perez Randy Rauscher (arrived at 7:15 p.m.) Gary Vanderham Loretta Coscia, HEC Secretary Absent: Anthony Salerno Janet Jackel Pledge of Allegiance Moment of Silence to Honor Military and Police Who Have Been Wounded or Killed in Action Environmental Commission Bus iness  Draft Meeting Minutes July 9, 2025 – Motion to approve the minutes by David seconded by Gary. Motion carried on voice vote by eligible members.  Regional Watershed Forum – The meeting went very well. New name of the forum is Northern Monmouth Watershed Alliance. Caroline McFarland did an excellent job with creating the website www.monmouthwater.org The next meeting will be held on Thursday, August 28th. We will pinpoint the sites to be viewed and upload them to portal.  The New Jersey State Development and Redevelopment Plan (SDRP) or State Plan – Spoke with Chris. Will have a public hearing in September.  Community Energy Planning Grant Meeting – We have $4000 in grant money available. If anyone has any ideas, please advise. Green Team initiatives, anti-idling, residential/use less energy, EV and green building checklist  Open Space Plan – Kate Keller working on this.  Stormwater Study – Study done by Colliers Engineering last year. Karen and Ralph to meet with Chris to address items on the list; criteria and order of importance. Planning Board Heavenly Estates, Block 2, Lots 2 and 26 Preliminary & Final Major Subdivision, Revised Layout Submission The number of building and open space lots have not been changed; lots have HEC Meeting Minutes – August 13, 2025 been shifted so that no portion of the building lots have any buffer areas. The two open space lots at the entrance have been enlarged to comply with the master plan. Other minor changes as noted in the revised plans. Continued Public Hearing scheduled for September 2nd. The HEC appreciates the efforts of developer in addressing prior HEC concerns. Some issues to be addressed from plan revisions. Loretta will find out status of soil cleanup, as well as sending engineer and planner reviews when available. HEC will send a new memo to the Planning Board addressing the concerns. Holmdel Cemetery, 900 Holmdel Road, Minor Site Plan Block 16, Lot 1 in the R4-R Zone Applicant proposes to construct three-crypt buildings for the burial of human dead, each building will have an area of 3,744 sq ft with associated concrete walkways, landscape and lighting, pursuant to plans entitled “Minor Site Plan Holmdel Cemetery” prepared by Two River Engineering. Public Hearing scheduled for September 16th. HEC would like to see prior approvals and review letters as there is concern about the increased lot coverage with three additional crypts at 3744 square feet each building. Zoning Board 14 Hawthorne Avenue, Block 58.02, Lot 16 in the RTH-1 Zone Applicant proposes an addition to their home, expanding the living area, and installation of an in-ground swimming pool. Public Hearing scheduled for August 20th. No HEC concerns as application is for floor area ratio and lot coverage is not increased over what is permitted. St. Mina Coptic Orthodox Church, 134 State Highway 34, Block 17, Lot 12 in the R-40B Zone Applicant seeks Preliminary and Final Site Plan Approval in order to construct a recreational facility. The recreational facility is not a permitted use in the zone. The new facility will support the existing church by providing parishioners with a multi-purpose gymnasium, meeting spaces and classrooms. The existing sports field will be upgraded and enlarged. Continued Public Hearing scheduled for September 17th. The HEC sent a very detailed memo regarding this application back on October 8, 2024. Will be submitting a new memo with serious concerns about the viability of the project, i.e., artificial turf fields and an excess of parking spaces.
