The Township Committee of the Township of Holmdel was called to order on Tuesday,
December 9, 2025, at 7:00 PM, in the Committee Meeting Room, with the following members

◦ Holmdel Heritage Committee Chairwoman Chiung-yin Cheng Liu presented the
awards to the Holmdel Heritage Day art contest participants.

◦ Mayor Foster presented the Holmdel High School Varsity Football team with a
proclamation congratulating them on a successful football season.

◦ Committeeman Luccarelli recused himself from voting on approval of the

9. PILOT PRESENTATION - TOWNSHIP TAX ASSESSOR
◦ Township Tax Assessor Erick Aguiar and Township Special Counsel Andy
Bayer provided the residents with an overview of the PILOT program and how
it affects the Township's tax collection and budget.

◦ Lance Lupi, Line Road- Mr. Lupi asked if the proposed PILOT is capped and
what the impact would be on the school system.
Karen Strickland, Heyward Hills Drive- Ms. Strickland read a statement on
behalf of CILU.
Mike Desaro, Huntley Road- Mr. Desaro stated that the schools are being
forced to cut programs so PILOT revenue should be shared with the schools as
well.
Alicia Unison, Riverside Lane-Ms. Unison asked what the tax income would be
if the property were conventionally taxed.
John Dephilips, Beverly Drive- Mr. Dephilips asked if PILOT agreements would
be affected if the property were to change ownership.
Jay Yanello, Ladwood Drive-Mr. Yanello stated that the schools are struggling
to fund programs and PILOT funds should be shared.
Patty Desaro, Huntley Road- Ms. Desaro stated that The Regency should not

have received a PILOT agreement in 2014, and asked that the Committee
reconsider a 30 year agreement.
Francine Campis, Country Squire Lane- Ms. Campis inquired on how new
developments affect the Township's infrastructure and emergency services.
Jason Berkel, Hidden Hollow Terrace- Mr. Berkel stated he is concerned about
the environmental impact of the development.
Ralph Blumenthal, Stoney Brook Road- Mr. Blumenthal stated the Committee
should commit to sharing revenue with the Board of Education.
Kin Gee, Sage Street- Mr. Gee stated that the amount of money the Township
provides to the Board of Education should increase with every increase of the
PILOT revenue.
Patrick Trischitta, Line Road- Mr. Trischitta stated he thinks the proposed
PILOT is a good agreement.
Surekha Collur, Windswept Road- Ms. Collur agreed that the PILOT revenue
should be shared with the Board of Education.
Vicktoria Scotto-Lavino, Hidden Hollow Drive- Ms. Scotto stated she is
concerned about the environmental impacts of the development.
Peter Franco, Hopbrook Lane- Mr. Franco stated that the developers proposing
the development on the former Vonage property have many ongoing legal
issues.
Kristin Solaro, Hopbrook Lane- Ms. Solaro stated she is concerned about the
environmental impact of the development.
Anna Grinberg, Tanglewood Lane- Ms. Grinberg asked if the 55 and over
community would allow children to live there.
Matt Weisfeld, Riverside Lane- Mr. Weisfeld asked about the developer's legal
issues.
Mary Ellen Principe, Beverly Road- Ms. Principe encouraged the Township
Committee to attend Board of Education meetings.

CHA's legal issues.
Janet Nici, Country Squire Lane- Ms. Nici stated that she is concerned about
traffic with the proposed development at the former Vonage property.
Ralph Blumenthal, Stoney Brook Road- Mr. Blumenthal asked if the developer
of the former Vonage property will have to bond for the entire cost of the
project.
Lance Lupi, Line Road- Lupi inquired about the funding for the proposed
recreation center on the Vonage property.
Kin Gee, Sage Street- Mr. Gee stated that the financials of the project were not
posted.

WHEREAS, the Open Public Meetings Act provides that the Township Committee may

APPROVING CHRISTOPHER W FAZIO AS
HOLMDEL TOWNSHIP FIREFIGHTER
WHEREAS, the Township Committee of the Township of Holmdel has the authority to
supervise the Township’s volunteer fire department in accordance with N.J.S.A. 40A:14-68; and
WHEREAS, pursuant to Holmdel Ordinance 2-29.5, the Township Committee shall
approve all fire department members; and
WHEREAS, Christopher W Fazio has applied to become a Holmdel Township Firefighter and
has satisfied all applicable requirements.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of
the Township of Holmdel that Christopher W Fazio be and are hereby appointed as a Holmdel

RESOLUTION APPROVING CANCELLATION AND REFUND OF 2025
PROPERTY TAXES PAID BY 100% DISABLED VETERAN
9 BERKSHIRE COURT – BLOCK 29 LOT 32.32
WHEREAS The Department of Veteran Affairs has determined that Joshua Simpson has
a service-connected disability that is totally disabling; and
WHEREAS 9 Berkshire Court, Block 29 Lot 32.32, is Joshua Simpson’s primary
residence; and
WHEREAS Joshua Simpson was given a rating of 100% disabled by the Department of
Veterans Affairs effective August 1, 2025, and the tax exemption was approved by the Tax
Assessor on October 24, 2025; and
WHEREAS the 100% exemption will result in the cancellation of 2025 property taxes in
the amount of $4,354.21 and an overpayment of same is now due and owing to Joshua Simpson.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of the
Township of Holmdel that the Tax Collector is hereby authorized to cancel 2025 property taxes
in the amount of $4,354.21 and refund Joshua Simpson the overpayment of $4,354.21 resulting
from this action.

APPROVING TEJAS RAJAN AS
HOLMDEL TOWNSHIP FIRE POLICE
WHEREAS, the Township Committee of the Township of Holmdel has the authority to

a Part-Time basis and shall be regularly scheduled to work less than 30 hours per week at the
listed wage rate, subject to approval by the New Jersey Civil Service Commission and
satisfactory completion of the required physical and background check:

respective fund or trust reserve from which they were originally drawn; and

Holmdel, County of Monmouth, State of New Jersey, that the Chief Financial Officer is hereby
authorized and directed to cancel the outstanding checks identified and to return said amounts to the

WHEREAS, the Township’s Benefit Advisors obtained a proposed renewal of dental

WHEREAS, coverage for the plan will be for the period of January 1, 2026, through
December 31, 2027; and
WHEREAS, this coverage has been quoted in the total premium amount of $107,979.84
annually; and
WHEREAS, insurance is an exception to formal public bidding by virtue of N.J.S.A.
40A:11-5(1)(a)(ii), N.J.S.A. 11A:11-5(1)(m) and N.J.AC. 5:34-2.1; and
WHEREAS, the Chief Financial Officer has certified to the Purchasing Agent that funds
are available.
NOW, THEREFORE BE IT RESOLVED that the Township Committee awards a

RESOLUTION APPROVING ENCROACHMENT LICENSE AGREEMENT
REGARDING UTILITY EASEMENT IN AND UPON BLOCK 50.08, LOT 61 (9
TAYLOR RUN)
WHEREAS, Holmdel Township Ordinance § 30-58(b)(1) provides that “except to the
extent expressly authorized by Section 30-58, property owners, tenants or any other person or
entity are prohibited from building any structures, walls, or fences on any Township-held
easement or any part thereof, using the easement or any part thereof in such a way as to interfere
with the Township’s immediate and unimpeded access to the easement, clearing trees or
vegetation from the easement, or otherwise interfering with the Township-held Easement without
the Township’s approval in writing”; and
WHEREAS, Holmdel Township Ordinance § 30-58(b)(2)(c) authorizes fences to be
built within Township-held easements subject to certain terms, including submitting a written
request to the Township accompanied by a review fee/escrow of $1,500; and
WHEREAS, pursuant to same, the owners of Block 50.08, Lot 61, commonly known
as 9 Taylor Run (“Property Owner”) have submitted a request to install a fence within a
Township-held utility easement and submitted the required fee; and
WHEREAS, at the direction of the Township Administrator, the Township Engineer has
reviewed the request and has recommended its approval, subject to the conditions contained in
his review letter dated October 24, 2025 (the “Review Letter”), which is attached hereto and
incorporated by reference; and
WHEREAS, consistent with same, the Township seeks to afford the requested relief by
allowing the Property Owner to enter into an Encroachment Agreement (“Encroachment
Agreement”) with the Township, a copy of which is attached hereto and incorporated by
reference in substantially final form, subject to final negotiations and approval by the Township
Attorney; and
NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the
Township of Holmdel as follows:
1. The foregoing recitals are incorporated as if set forth at length.
2. The Township Committee hereby grants the request of the Property Owner and
approves entry into the Encroachment Agreement, consistent with the terms of the
Review Letter and subject to the review and final approval of the Township Attorney as

WHEREAS, the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq.,
(“LRHL”) grants broad powers to municipalities to create and implement redevelopment plans for
areas determined to be in “need of redevelopment;” and
WHEREAS, by Resolution 2023-303 adopted on November 21, 2023, the Township
Committee (the “Township Committee”) of the Township of Holmdel (the “Township”)
authorized and directed the Holmdel Township Planning Board to conduct a preliminary
redevelopment investigation to determine whether the property known as 23 Main Street and more
specifically designated as Block 13, Lot 15 (“Study Area”), within the Township qualified under
the statutory criteria as an “Area in Need of Redevelopment” for non-condemnation purposes; and
WHEREAS, consistent with the requirements in N.J.S.A. 40A:12A-6, the Planning Board
specified and gave notice that on July 30, 2024, a hearing would be held for the purpose of hearing
persons who are interested in or would be affected by a determination that the property in the Study
Area constitutes an area in need of redevelopment, as that term is defined under the LRHL, for non-
condemnation purposes; and
WHEREAS, on July 30, 2024, the Planning Board held a properly noticed public hearing
(the “Public Hearing”) pursuant to the requirements of N.J.S.A. 40A:12A-6 concerning the Study
Area; and
WHEREAS, Christine Bell of Leon S. Avakian, Inc. publicly presented and testified as to
the report of Township/Planning Board Planner Jennifer C. Beahm, PP, AICP, entitled “Area In

Need of Redevelopment Investigation Report” dated July 2024 for the Study (the “Investigation
Report”); and
WHEREAS, the Investigation Report and corresponding testimony provide that the Study
Area evidences conditions and characteristics that qualify it as an area in need of redevelopment
because it satisfies the statutory criteria of the LRHL under the “(a) criteria”, N.J.S.A. 40A:12A-
5(a), and “(b) criteria,” N.J.S.A. 40A:12A-5(b), either of which is sufficient to support such a
designation; and
WHEREAS, following the Public Hearing, the Planning Board voted to recommend that
the Township Committee designate the Study Area as an area in need of redevelopment for non-
condemnation purposes, pursuant to N.J.S.A. 40A:12A-6(b)(5)(a); and
WHEREAS, after receiving this recommendation of the Planning Board, on August 13,
2024, the Township Committee adopted Resolution 2024-208, concurring with the Planning Board
and determining Block 13, Lot 15 to be a redevelopment area for non-condemnation purposes
pursuant to N.J.S.A. 40A:12A-6(b)(5)(b), as it meets the criteria contained in N.J.S.A. 40A:12A-
5(a) and N.J.S.A. 40A:12A-5(b); and
WHEREAS, on December 19, 2024, the Township Committee of the Township of
Holmdel (the “Township”), acting in accordance with the LRHL adopted Ordinance No. 2024-22
approving, and adopting a redevelopment plan for the Property entitled “Vonage Headquarters
Redevelopment Plan” dated November 2024 (as may be amended from time to time, the
“Redevelopment Plan”); and
WHEREAS, the Redevelopment Plan proposes the revitalization of the existing
approximately 350,000 square foot former Vonage Headquarters building on Block 13, Lot 15 (23
Main Street) (the “Property”) to convert the underutilized building (the “Existing Building”) into
an economically and socially productive use which will contribute to the general welfare of the
Township; and
WHEREAS, the Redevelopment Plan also proposes additional and new uses for the
Property to help foster the rehabilitation of the Existing Building and certain other extraordinary
costs related to the infrastructure and public components of the Projects as described below; and
WHEREAS, consistent with the Redevelopment Plan, Senior Condo Urban Renewal, LLC,
Senior Cottage Urban Renewal, LLC, Senior Care Urban Renewal, LLC and Senior Multi Urban
Renewal, LLC (the “Entities”) intend to develop the Property in four phases consisting of the
adaptive reuse of the Existing Building into 104 senior living for-sale units with a clubhouse and
amenity spaces (“Component 1”), the construction of a new senior living cottage community
including 65 for-sale units (“Component 2”), the construction of a new three-story assisted
living/memory care/skilled nursing facility which will include 90 units (“Component 3”), and the
construction of a new senior living apartment building including 40 rental units (“Component 4”),
along with Infrastructure Improvements (as defined in the Redevelopment Agreement) (each a
“Phase”, collectively the “Project”) and public improvements and benefits; and

WHEREAS, in order to implement the development, financing, construction, operation and
management of the Project, the Township and 23 Main Street LLC (the “Redeveloper”), an
affiliate of the Entities, entered into that certain redevelopment agreement on July 1, 2025, which
specifies the rights and responsibilities of the Township and the Redeveloper with respect to certain
aspects of the Project, all in accordance with the Redevelopment Plan (the “Redevelopment
Agreement”); and
WHEREAS, in order to improve the feasibility of the Project, the Entities applied to the
Township Committee for a long term tax exemption for the Project in accordance with the Long
Term Tax Exemption Law, N.J.S.A. 40A:20-1 et seq. (the “Exemption Law”), and the
Redevelopment Area Bond Financing Law, N.J.S.A. 40A:12A-64 et seq. (the “RAB Law”),
pursuant to an application dated December ____, 2025, (the “Application”), which is on file with
the Township Clerk; and
WHEREAS, after review of the Application, the Mayor recommended that the Application
be approved on such terms as set forth in the proposed forms of financial agreements with the
Entities setting forth the terms and conditions for the tax exemption and payments in lieu of taxes
in connection with the Project (the “Financial Agreements”) substantially in the forms attached
hereto as Exhibit A and by this reference incorporated herein, as may be modified in consultation
with counsel as set forth herein, and
WHEREAS, the Entities have represented, and the Township has determined, that the
assistance provided to the Project pursuant to the Financial Agreements will be a significant
inducement for the Entities to proceed with the Project and that based on information set forth in
the Application, the Project would not be feasible without such assistance; and
WHEREAS, the Township Committee has reviewed the Application and the terms of the
Financial Agreements, and wishes to approve the Application on such terms; and
WHEREAS, the Township Committee hereby finds that the relevant benefits of the Project
outweigh the costs, if any, associated with the tax exemption, and in fact increase Township
revenues over the PILOT term by granting the long term tax exemption for the Project, which
relevant benefits are further described in the Application and the Financial Agreements; and
WHEREAS, the Township hereby determines that the assistance provided to the Project
pursuant to the Financial Agreements will be a significant inducement for the Entities to proceed
with the Project and that based on information set forth in the Application, the Project would not be
feasible without such assistance,
NOW, THEREFORE, BE ORDAINED AND ENACTED by the Township Committee
of the Township of Holmdel, in the County of Monmouth, State of New Jersey as follows:
I. GENERAL
The aforementioned recitals are incorporated herein as though fully set forth at length.

II. EXECUTION OF FINANCIAL AGREEMENTS AUTHORIZED
(a) The Mayor is hereby authorized and directed to execute the Financial Agreements,
substantially in the forms as they have been presented to the Township Committee, and attached
hereto as Exhibit A, subject to additions, deletions, modifications, or revisions deemed necessary
or appropriate in consultation with counsel.
(b) The Clerk of the Township is hereby authorized and directed, upon the execution of the
Financial Agreements in accordance with the terms of Section II (a) hereof, to attest to the
signature of the Mayor upon each such document and is hereby further authorized and directed to
affix the corporate seal of the Township upon each such document.
(c) In accordance with N.J.S.A. 40A:20-9, prior to adoption of this Ordinance, the
Township Clerk shall notify the Chief Financial Officer of Monmouth County and Clerk to the
Board of County Commissioners of Monmouth County of the date, time and place of the public
hearing required to adopt this Ordinance and approve the Financial Agreements.
(d) In accordance with N.J.S.A. 40A:20-12, within ten (10) calendar days following the
later of the effective date of this Ordinance or the execution of the Financial Agreements, the
Township Clerk shall transmit a certified copy of this Ordinance and the Financial Agreements to
the Chief Financial Officer of Monmouth County and to the Monmouth County Counsel for
informational purposes.
(e) The Township Clerk shall file certified copies of this Ordinance and the Financial
Agreements with the Tax Assessor of the Township in accordance with N.J.S.A. 40A:20-12.
III. SEVERABILITY
If any part of this Ordinance shall be deemed invalid, such parts shall be severed and the
invalidity thereby shall not affect the remaining parts of this Ordinance.
IV. AVAILABILITY OF THE ORDINANCE
A copy of this Ordinance shall be available for public inspection at the offices of the
Township.
V. EFFECTIVE DATE
This Ordinance shall take effect according to law.

ORDINANCE 2025-31 AUTHORIZING LOT LINE ADJUSTMENT FOR THE
PROPERTY DESIGNATED AS BLOCK 27, LOT 6 ON THE TOWNSHIP TAX MAP IN
FURTHERANCE OF THE REDEVELOPMENT OF BLOCK 27, LOT 7
WHEREAS, Crawford Hill Holdings, LLC (“CHH”) was the owner of Block 27, Lots 6,
6.01, and 7 in the Township; and
WHEREAS, on August 8, 2023, the Holmdel Township Committee adopted Resolution
2023-225 authorizing bona fide negotiations for the acquisition of Block 27, Lots 6, 6.01 and 7
(partial easement) (the “Horn Antenna Parcel”), and on August 22, 2023, the Holmdel Township
Committee adopted Ordinance 2023-10 authorizing acquisition by eminent domain of the Horn
Antenna Parcel, including the Horn Antenna, pursuant to the respective terms contained therein;
and
WHEREAS, in accordance with the requirements of the Eminent Domain Act, N.J.S.A.
20:3-5 et seq., the Township provided the owner of the Horn Antenna Parcel, CHH, with an offer
to acquire the same and further offered to engage in bona fide negotiations relating to the same
(the “Bona Fide Negotiations”); and
WHEREAS, pursuant to Resolution 2022-307 adopted on November 22, 2022,
Resolution 2023-169 adopted on March 14, 2023, and Resolution 2023-169 adopted on June 13,
2023, the Holmdel Township Committee authorized and requested the Planning Board to
undertake a preliminary investigation to determine whether Block 27, Lot 7 (“Lot 7”) constituted
an area in need of redevelopment for condemnation purposes, according to the criteria set forth
in the Local Redevelopment and Housing Law (“LRHL”), N.J.S.A. 40A:12A-1 et seq.; and
WHEREAS, on September 5, 2023, the Holmdel Township Planning Board conducted a
public hearing and voted to recommend to the Township Committee that Lot 7 be designated as
an area in need of redevelopment for condemnation purposes, pursuant to the LRHL; and
WHEREAS, the Township entered into a Memorandum of Understanding with CHH on
October 12, 2023 (the “MOU”) whereby amongst other things, CHH agreed to convey the Horn
Antenna Parcel to the Township; and CHH and the Township agreed to work cooperatively to
redevelop Lot 7 in accordance with the requirements of the Local Redevelopment and Housing
Law, N.J.S.A. 40A:12A-1 et. seq.; and the Township agreed to adjust the lot lines to allow CHH
to maintain access and use of parking and HVAC amenities that are located on Lot 6 but serve
Lot 7; and
WHEREAS, the Township initiated a friendly eminent matter in the matter captioned
Township of Holmdel v. Crawford Hill Holding, LLC, Superior Court of New Jersey, Law
Division, Monmouth County, Docket No. MON-L-3389-23 (the “Eminent Domain Action”) to
implement the MOU and allow the Township to obtain ownership of the Horn Antenna Parcel;
and

WHEREAS, the Court entered a Consent Order for Final Judgment Authorizing Eminent
Domain; Fixing Just Compensation and for other Relief on January 5, 2024 (the “Court Order”)
which authorized the Township to file a Declaration of Taking for the Horn Antenna Parcel;
confirmed the Township’s clear and unambiguous ownership of the Horn Antenna; and obligated
the Township and CHH to prepare and record whatever instruments are required to effectuate the
agreed upon Lot Line adjustment to maintain CHH’s access and use of parking and HVAC
amenities that are located on Block 27, Lot 6, but serve Block 27,Lot 7 in conformance with the
MOU.
WHEREAS, the parties have agreed upon a lot line adjustment as reflected in the
attached survey attached hereto as Exhibit A and the Township Committee believes it is in the
best interests of the Township to authorize the lot line adjustment located on Block 27, Lot 6, but
serve Block 27,Lot 7 in furtherance of the MOU and the Court Order.
NOW, THEREFORE, BE IT ORDAINED, by the Township Committee of the
Township of Holmdel, County of Monmouth and State of New Jersey, that it hereby approves
the Lot Line Adjustment on the Township property designated as Block 27, Lot 6 but serves
Block 27, Lot 7 as reflected in the survey attached hereto as Exhibit A; and
BE IT FURTHER ORDAINED the Mayor is authorized to execute any and all
documents to effectuate the lot line adjustment including but not limited to a Deed of Lot Line
Adjustment in a form approved by the Township Attorney and/or Special Counsel.
IT IS FURTHER ORDAINED that any ordinances or parts thereof conflict with the
provisions of this Ordinance are repealed to the extent of such conflict.
IT IS FURTHER ORDAINED that this Ordinance shall take effect upon passage and
publication in accordance with applicable law.

WHEREAS, the Township of Holmdel (“Township”) holds a landscape easement (the
“Easement”) to portions of Block 29, Lot 37.02 on the Tax Map of the Township of Holmdel,
commonly known as 15 Marion Drive, Township of Holmdel, County of Monmouth, State of
New Jersey (the “Property”); and
WHEREAS, the Easement was established by way of a filed subdivision map entitled
“Final Plat – Preliminary and Final Major Subdivision of Block 29, Lots 34 and 37” filed in the
Monmouth County Clerk’s Office in Case 309-27 on September 7, 2010 (“Filed Map”); and
WHEREAS, the owners of the Property (the “Owners”) petitioned the Township for
relief pursuant to Holmdel Township Ordinance 30-58(b)(4) in order to construct improvements
within the Easement; and
WHEREAS, upon review by the Township Engineer and the Township Attorney, the
Township determined that the requested relief would be appropriately provided through an
easement swap (the “Easement Swap”) that would vacate the easement in the subject portion that
would allow for the construction of the proposed improvements; and
WHEREAS, the terms of the Easement Swap are further described in the survey attached
hereto as Exhibit A, pursuant to which the Township shall deed to the Owners an
extinguishment of its Easement over a portion of the Property, as delineated, in exchange for the
Owners granting a deed of landscape easement to the Township over a portion of the Property, in
addition to the current Easement established under the Filed Map, as delineated; and
WHEREAS, the Township’s Tax Assessor has certified that the “full and fair value” of
the easements to be exchanged under the Easement Swap are equal; and
WHEREAS, N.J.S.A. 40A:12-16 authorizes the Township to approve the Easement
Swap by ordinance.
NOW, THEREFORE, BE IT ORDAINED by the Township Committee of the
Township of Holmdel, County of Monmouth, State of New Jersey, as follows:
1. The findings set forth in the foregoing preamble are hereby incorporated as if fully
restated.
2. The Mayor, Township Administrator, and Township Clerk are hereby authorized to
execute a deed extinguishing and terminating the Easement over the Property
as delineated in Exhibit A, in exchange for a deed granting to the Township a landscape

easement over the property as delineated in Exhibit A. The form and substance of the
deeds shall be subject to the review and approval of the Township Attorney.
3. The Mayor, Township Administrator, Township Clerk, and Township Attorney are
hereby authorized and directed to prepare, execute, and file any and all such documents
and undertake any and all such actions as may be reasonably necessary to effectuate the
terms hereof, including but not limited to a Contract for Exchange of Real Estate.
4. All ordinances and resolutions, and parts of ordinances and resolutions which are
inconsistent with provisions of this ordinance shall be, and are hereby, repealed to the
extent of any such inconsistency.
5. This Ordinance shall take effect upon passage and publication in accordance with law.
CERTIFICATON
The foregoing ordinance was introduced and passed on the first reading at a meeting of
the Township Committee of the Township of Holmdel held on December 9, 2025 and will be
considered for final passage and adoption at a meeting of said Township Committee to be held
on December 22, 2025 at Township Hall, 4 Crawfords Corner Road, Holmdel, NJ at 7:30 PM at
which time and place all persons desiring to be heard thereon will be given full opportunity.

COUNTY OF MONMOUTH
ORDINANCE AMENDING SECTION 2-26 TITLED “DEPARTMENT OF POLICE”
WHEREAS, as the appropriate authority to the Holmdel Township Police Department
under Ordinance § 2-26.3, the governing body establishes the maximum number of officers to be
assigned to the Holmdel Township Police Department pursuant to Ordinance § 2-26.1; and
WHEREAS, to ensure continuity in service of the Holmdel Township Police
Department, the governing body seeks to revise the assigned maximum number of officers to,
among other things, provide the Department with the flexibility to hire police officers to a
particular position while promotions or hirings are pending Civil Service approval and otherwise
prevent same; and
NOW, THEREFORE, BE IT ORDAINED, by the Township Committee of the
Township of Holmdel, in the County of Monmouth and the State of New Jersey, as follows:
Section 1. Chapter 2, Section 26 of the Revised General Ordinances, titled “Department
of Police,” is hereby amended as follows (underlined text added; stricken text deleted):
Chapter 2-26 DEPARTMENT OF POLICE.
§ 2-26.1 Police Department Established.

2. Captain — Two Three positions. The Captain is assigned as a Command Officer.
The Captain oversees and directs the day-to-day operations of the Police
Department. The Captain assists the Chief of Police with planning, the budget and
policies of the Police Department and assumes responsibility in the Chief of
Police's absence. The Captain further receives additional responsibilities as
assigned.
3. Lieutenants — Four Five positions. The Lieutenants are assigned as Commanding
Officers who supervise certain divisions of the Police Department. The
Lieutenants are further responsible for personnel, purchasing and equipment, the
Lieutenants serve as Watch Commanders and receive additional responsibilities
as assigned.

4. Sergeants — Nine Ten positions. The Sergeants are assigned as Supervisory
Officers of certain squads or units of the Police Department. The Sergeants are
responsible for overseeing actions of members of its squad or unit and receive
additional responsibilities as assigned.
5. Patrolmen — Thirty-two Thirty-six positions. Patrolmen patrol a designated area
of the Township of Holmdel to provide assistance and protection to the
community. They further respond to calls for service, enforce all criminal and
motor vehicle laws of the State of New Jersey and Ordinances of the Township of
Holmdel. Patrolmen receive additional responsibilities as assigned.

SECTION 2. Severability.
The provisions of this Ordinance are non-severable. In the event that any portion of this
Ordinance is found to be invalid for any reason by any Court of competent jurisdiction, this

All ordinances and resolutions, and parts of ordinances and resolutions which are
inconsistent with provisions of this ordinance shall be, and are hereby, repealed to the extent of
any such inconsistency.
SECTION 4. Effective Date.
This ordinance shall take effect upon final adoption and publication in accordance with law.
