Board of Trustees Meeting

VILLAGE OF HOMEWOOD BOARD OF TRUSTEES MEETING TUESDAY—JANUARY 28, 2020 VILLAGE HALL BOARD ROOM CALL TO ORDER: Village President Hofeld called the regular meeting to order at 7 p.m. There were more than 50 members of the public and one press representative and one photographer were present. PLEDGE OF ALLEGIANCE: Village President Hofeld led trustees in the Pledge of Allegiance. ROLL CALL: Clerk Marilyn Thomas called the roll. Those present were Village President Richard Hofeld, Trustee Barbara Dawkins, Trustee Lisa Purcell, Trustee Karen Washington, Trustee Lauren Roman, and Trustee Larry Burnson. Trustee Jay Heiferman was absent. INTRODUCTION OF STAFF: Village President Hofeld introduced staff members in attendance: Village Manager Jim Marino, Village Attorney Christopher Cummings, Fire Chief Bob Grabowski, Director of Public Works John Schaefer, Director of Finance Dennis Bubenik and Assistant Village Manager Napoleon Haney. MINUTES: The minutes of the meeting of January 14, 2020, were presented. There were no comments or corrections. A motion was made by Trustee Burnson and seconded by Trustee Purcell to approve the minutes as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, and Burnson. NAYS –None. Motion carried. CLAIMS LIST: The Claims List in the amount of $233,694.96 was reviewed. There were no questions from the Trustees. A motion was made by Trustee Purcell and seconded by Trustee Roman to approve the Claims List as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, and Burnson. NAYS –None. Motion carried. PRESENTATIONS: Fire Department: President Hofeld asked the Board to approve two resolutions honoring Lawrence Lipinski and William Wright for their 40 years of service to the Homewood Fire Department. A motion was made by Trustee Burnson and seconded by Trustee Dawkins to approve the resolutions. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, and Burnson. NAYS –None. Motion carried. Retired Captains Lipinski and Wright were called to the front of the meeting room for recognition. Clerk Thomas read the resolution honoring each and President Hofeld presented them with a copy of the resolution. Fire Chief Bob Grabowski thanked both men for their support to him and the department. He said Capt. Lipinski and Capt. Wright were instrumental in his reorganization of the fire department operations when he arrived in 2009, and he offered his sincere thanks for their support and their outstanding efforts at their jobs. Chief Grabowski then called newly appointed Captains John Elashik and Tom Gaskin forward. Clerk Thomas administered the oath of office to the two new fire department captains. Both have basic and advanced firefighter certifications, are EMT/paramedics, have basic and advanced fire officer certifications and are certified fire apparatus engineers. Elashik has a bachelor’s degree from Eastern Kentucky University in fire and engineering administration, and is a certified fire investigator and a member of MABAS 24 Arson Team. Newly appointed Lieutenants Ryan Tracy and Ryan Schneiter were administered their oaths by Clerk Thomas. Both have basic and advanced firefighter certifications, are EMT/paramedics, hold basic and advanced fire officer certifications and are certified fire apparatus engineers. Ryan Tracy has a bachelor’s degree from Eastern Illinois University in communications and is also a certified fire investigator and is a member of the MABAS 24 Arson Team. Ryan Schneiter has a bachelor’s degree from Northern Illinois University in sports medicine. He holds several technical rescue certifications and is a member of the MABAS 24 Technical Rescue Team. Public Works: Director John Schaefer presented Brian Hankey as the newly appointed Engineering Project Coordinator. He is filling a position vacated through retirement. Hankey had previously been an intern with Public Works. He worked the last three years for an engineering firm. Clerk Thomas administered the oath of office. HEAR FROM THE AUDIENCE: President Hofeld invited anyone in the audience to offer comments on any subject not on the agenda. No comments were offered. OMNIBUS REPORT: Clerk Thomas presented the Omnibus Agenda: A. PROCLAMATION/100TH ANNIVERSARY LEAGUE OF WOMEN VOTERS: President Hofeld will issue a proclamation celebrating the 100th anniversary of the League of Women Voters. B. FINANCIAL ASSISTANCE REQUEST/DESSIN PROPERTIES, LLC/1941 RIDGE ROAD: Consider a motion to authorize the Village President to enter into an agreement with Eric Schamber, of Dessin Properties LLC, to provide financial assistance from the non-TIF Business Incentive Program in the amount of $75,800.00 for incentives and a rebate of $25,000.00 for places for eating tax for improvements to the business located at 1941 Ridge Road. C. BUDGET AMENDMENT/ASHLAND AVENUE SEWER REPAIRS: Approve a budget amendment to increase line item 12-3-333-53-1101 (Contractual Services-Ashland) in the amount of $125,000.00 for various sanitary sewer repairs on Ashland Avenue. D. RESOLUTION R-3045/ADOPTION OF THE 2019 ZONING MAP: Pass a resolution adopting the official zoning map of the Village of Homewood, Cook County, Illinois for the calendar year of 2019. E. RESOLUTION R-3046/INTERGOVERNMENTAL AGREEMENT-FIRE STATION ALERTING EQUIPMENT: Pass a resolution approving an intergovernmental agreement for the provision of fire station alerting equipment and associated software under a grant through the Federal Emergency Management Agency (FEMA). F. ORDINANCE M-2125/SPECIAL USE PERMIT/BODY BY IVORY-18659 DIXIE HIGHWAY: Pass an ordinance granting a special use permit to allow a fitness center to operate at 18659 Dixie Highway, Homewood, Cook County, Illinois. G. ORDINANCE M-2126/SPECIAL USE PERMIT/STRICTLY HAIR SALON- 18116 MARTIN AVENUE: Pass an ordinance granting a special use permit to allow a salon/spa to operate at 18116 Martin Avenue, Homewood, Cook County, Illinois. H. ORDINANCE MC-1031/AMEND HOMEWOOD MUNICIPAL CODE/BUILDING AND BUILDING REGULATIONS- SOLAR PANELS AND FENCES AND RAILINGS: Pass an ordinance amending Chapter 22 of the Homewood Municipal Code revising fence and railing requirements and adopting the 2018 International Solar Energy Provisions Code. A motion was made by Trustee Purcell and seconded by Trustee Burnson to accept the Omnibus Agenda as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, and Burnson. NAYS –None. Motion carried. GENERAL BOARD DISCUSSION: Trustee Roman invited the public to the 2nd Mayor’s Artic Dip on Saturday, Feb. 1. The event will support the Homewood- Flossmoor Chronicle.
