VILLAGE OF HOMEWOOD BOARD OF TRUSTEES MEETING TUESDAY—JUNE 23, 2020 VILLAGE HALL BOARD ROOM and audio conferencing CALL TO ORDER: Village President Hofeld called the regular meeting to order at 7:04 p.m. There were no members of the public at Village Hall. The meeting was conducted by President Hofeld from the Boardroom. PLEDGE OF ALLEGIANCE: President Hofeld dispensed of the Pledge of Allegiance. ROLL CALL: Clerk Marilyn Thomas called the roll. Those present were Village President Richard Hofeld at Village Hall, with Trustee Barbara Dawkins, Trustee Lisa Purcell, Trustee Karen Washington, Trustee Lauren Roman (who joined at 7:10 p.m.), Trustee Jay Heiferman, and Clerk Thomas via audio conference. Trustee Larry Burnson was absent. NOTE: Due to the Governor’s emergency order because of the COVID-19 pandemic and social distancing recommendations, and the Village President finding that, pursuant to Public Act 101-0640, an in-person meeting is not prudent, elected officials are permitted to participate via video/audio. The public was invited to listen into the meeting live via audio. The public was invited to submit comments by email before the meeting. All elected officials were able to hear one another as well as all discussion. INTRODUCTION OF STAFF: Village President Hofeld introduced staff members in attendance at Village Hall: Village Manager Jim Marino and Village Attorney Christopher Cummings joined him at the Boardroom. Assistant Village Manager Napoleon Haney was operating the remote operations. MINUTES: The minutes of the General Board Meeting of June 11, 2020, were reviewed. There were no comments or corrections. A motion was made by Trustee Purcell and seconded by Trustee Heiferman to accept the minutes as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, and Heiferman. NAYS – None. Motion carried. CLAIMS LIST: The Claims List in the amount of $518,603.65 was reviewed. There were no questions from the Trustees. A motion was made by Trustee Purcell and seconded by Trustee Washington to approve the Claims List as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Washington and, Heiferman.. NAYS – None. Motion carried. President Hofeld said two items totaled 73 percent of the Claims List: $307,576.03 to the City of Harvey for Lake Michigan water and $69,246.94 to Thorn Creek Basin Sanitary District. HEAR FROM THE AUDIENCE: No audience members were present. All public comments pertained to Omnibus Agenda item D. The Clerk read those comments into the record as noted below. OMNIBUS AGENDA: Clerk Thomas presented the Omnibus Agenda: A. ORDINANCE M-2137/ REAL ESTATE CONTRACT/ DONATION OF PROPERTY TO VILLAGE: Consider a motion to approve an ordinance authorizing the Village President to execute a real estate purchase contract for the acquisition of donated real estate commonly known as 2018-2020 Ridge Road, Homewood, IL. The contract calls for the owner to donate the property to the village. The village will pay for all closing costs associate with this transaction. B. ORDINANCE MC-1037/ MAINTENANCE RESPONSIBILITY FOR PRIVATE SEWER LINES: Consider a motion to approve an ordinance amending Section 110-69 of the Homewood Municipal Code to clarify maintenance responsibility for private sewer lines. The ordinance clarifies that the property owner is responsible for maintenance, repair, and replacement of the private sewer line from the village main to the privately-owned building. C. SALES CONTRACT AND REDEVELOPMENT AGREEMENT/ 18155 DIXIE HIGHWAY: i. COMMERCIAL SALES CONTRACT: Consider a motion to authorize the Village President to enter into a commercial sales contract with Full Moon Development, Inc. of Hickory Hills, IL for the sale of Village owned property at 18155 Dixie Highway, formerly operated as Delanoe’s Pizza. The village acquired this long-vacant property after it filed suit to foreclose unpaid liens. The sale price is $10.00. The purchaser plans to rehabilitate the property as a new restaurant. ii. ECONOMIC REDEVELOPMENT AGREEMENT: Authorize the Village President to enter into a redevelopment agreement to reimburse Full Moon Development, Inc. of Hickory Hills, IL for eligible expenses for improvements to the property located at 18155 Dixie Highway. The agreement provides that the village will reimburse the developer up to $30,000 for installing a grease trap, and will rebate two years of Places for Eating Tax. D. ORDINANCE AMENDING CHAPTER 10 HOMEWOOD MUNICIPAL CODE/ LIQUOR LICENSE WITH VIDEO GAMING: Consider a motion to approve an ordinance amending Chapter 10 of the Homewood Municipal Code regarding the number, kind and classification of liquor licenses and fees to allow video gaming for businesses licensed for on-premises alcohol consumption that have been in existence for at least four years. A motion was made by Trustee Purcell and seconded by Trustee Roman to approve the Omnibus Report. President Hofeld asked if any comments were received. Clerk Thomas read four emails (attached). President Hofeld polled board members on the issue of Item D. Trustees said they wanted to give restaurants every option available to help them generate additional revenue as they deal with the financial losses and additional expenses due to the months-long shutdown from the coronavirus pandemic. Trustees said it was likely some restaurants wouldn’t be accepting video gaming, but they wanted the option open to them. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman and Heiferman. NAYS –None. Motion carried. GENERAL BOARD DISCUSSION: Trustees reiterated the need to stay home to reduce the chances of those in the community from catching the COVID-19 virus. Trustee Heiferman urged residents to be courteous to their neighbors and limit the shooting off of fireworks. He also asked that the police enforce ordinances relating to fireworks. A motion was made by Trustee Washington and seconded by Trustee Purcell to adjourn the regular meeting of the Board of Trustees.
