VILLAGE OF HOMEWOOD BOARD OF TRUSTEES MEETING TUESDAY—JULY 14, 2020 VILLAGE HALL BOARD ROOM and audio conferencing CALL TO ORDER: Village President Hofeld called the regular meeting of the Village Board to order at 7 p.m. There were two members of the public at Village Hall. The meeting was conducted by President Hofeld from the Boardroom. PLEDGE OF ALLEGIANCE: President Hofeld dispensed of the Pledge of Allegiance. ROLL CALL: Clerk Marilyn Thomas called the roll. Those present were Village President Richard Hofeld at Village Hall, with Trustee Barbara Dawkins, Trustee Lisa Purcell, Trustee Karen Washington (arrived at 7:05 p.m.), Trustee Lauren Roman, Trustee Jay Heiferman, Trustee Larry Burnson, and Clerk Thomas via audio conference. NOTE: Due to the Governor’s emergency order because of the COVID-19 pandemic and social distancing recommendations, and the Village President finding that, pursuant to Public Act 101-0640, an in-person meeting is not prudent, elected officials are permitted to participate via video/audio. The public was invited to listen into the meeting live via audio. The public was invited to submit comments by email before the meeting. All elected officials were able to hear one another as well as all discussion. INTRODUCTION OF STAFF: Village President Hofeld introduced staff members in attendance at Village Hall: Village Manager Jim Marino and Village Attorney Christopher Cummings joined him at the Boardroom. Director of Public Works John Schaefer and Assistant Village Manager Napoleon Haney linked remotely. There were two representatives from INX International Ink Co. in the audience. MINUTES: The minutes of the General Board Meeting of June 23, 2020, were reviewed. There were no comments or corrections. A motion was made by Trustee Roman and seconded by Trustee Heiferman to accept the minutes as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Roman, and Heiferman. NAYS –None. ABSTAIN—Trustee Burnson. Motion carried. CLAIMS LIST: The Claims List in the amount of $1,516,813.24 was reviewed. There were no questions from the Trustees. A motion was made by Trustee Burnson and seconded by Trustee Purcell to approve the Claims List as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and Burnson. NAYS –None. Motion carried. President Hofeld said five items totaled approximately 85 percent of the Claims List: $307,576.03 to the City of Harvey for Lake Michigan water; $75,001.26 for E-COM services; $465,541.17 to Gallagher Asphalt from street paving; $70,686.85 to Burns & McDonnell Engineering for work on the water transmission project; $240,000.85 for July employees insurance. HEAR FROM THE AUDIENCE: Because this meeting was conducted remotely, correspondence to the board was submitted in writing. A letter from Jennifer Kellogg asked for better police patrols to slow traffic on 183rd Street. She inquired about block clubs in the village, and President Hofeld said he knew of none. She also asked for an update on the casino proposal. President Hofeld said he had nothing to report. A copy of Ms. Kellogg’s letter is attached. OMNIBUS AGENDA: Clerk Thomas presented the Omnibus Agenda: A. ORDINANCE MC-1039/PROHIBITING PARKING ON A VILLAGE ROADWAY: Consider a motion to approve an ordinance amending the Village’s Municipal Code to prohibit parking on Homewood Avenue between 183rd Street and Evergreen Road. The street, with parked cars, limits access to emergency vehicles. B. ORDINANCE M-2138/SALE AND/OR DISPOSAL OF CERTAIN PERSONAL PROPERTY: Consider a motion to approve an ordinance providing for the sale and/or disposal of certain personal property owned by the Village of Homewood. The village is disposing of laptop computer docking stations used in police and fire vehicles. The equipment is being outdated. C. RESOLUTION R-3058/SUPPORTING RENEWAL OF CLASS 6-B STATUS/INX INTERNATIONAL INC.: Consider a motion to approve a resolution to support the renewal of Cook County Class 6-B Incentive status for property at 1000 Maple Road owned and operated by INX International Ink Co. of Schaumburg, Illinois. President Hofeld thanked representative of INX International Ink Co. for being good corporate partners with the village. The business is located in the Prairie Lakes business park. A motion was made by Trustee Burnson and seconded by Trustee Heiferman to approve the Omnibus Agenda as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and Burnson. NAYS –None. Motion carried. GENERAL BOARD DISCUSSION: Trustees urged residents to continue to follow CDC guidelines to present the spread of the COVID-19 virus. Trustee Burnson thanked village employees in the police and fire departments, public works, and at village hall for all their efforts during the past four months that Homewood has been impacted by the virus. His fellow trustees concurred. EXECUTIVE SESSION: A motion was made by Trustee Washington and seconded by Trustee Purcell to move into executive session to discuss collective bargaining matters under Section 2(c)(2) of the Open Meetings Act, setting a price for sale of real property owned by the village under Section 2(c)(6) of the Open Meetings Act, and actual litigation under Section 2(c)(11) of the Open Meetings Act. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and Burnson. NAYS –None. Motion carried. The board moved to Executive Session at 7:14 p.m. The board returned from Executive Session at 7:45 p.m. A motion was made by Trustee Washington and seconded by Trustee Purcell to adjourn the regular meeting of the Board of Trustees. For several months, there has been a drastic increase in speeding vehicles. We have families and children. This is a residential street. The speed limit is 30 MPH and, on average, cars are going 40 MPH. Most concerning is that several times a day, vehicles are moving at least 60+MPH. I am requesting the following:  Increased street patrol to stop speeding vehicles to make them aware of the speed limit.  Place several radar equipped digital signs that tell drivers how fast they are going along 183rd from Riegel Rd to Governors Hwy or Kedzie.  Make “SLOW DOWN” yard signs available for residents. I am sincerely concerned for my safety and that of my neighbors. Secondly, does the village have information on Block Clubs? Finally, what is the latest news regarding the casino application and Homewood’s standing as a contender?
