CITY OF HORICON COMMITTEE OF WHOLE MAY 14, 2013 The Committee of Whole of the City of Horicon met in regular session on May 14, 2013. The meeting was called to order by Mayor Neitzel at 6:00 p.m. Alderpersons present: Hady, Marschke, Pahl, Miller, Plautz, and Wieneke. Alderpersons absent: None. Public Appearances: Russ Schroeder appeared on behalf of Rock River Hills Golf Course and gave an overview of their 2013 Business Plan. Discussion was held in regard to the operation of the golf course. Michael Morell spoke on behalf of the School Safety Initiative proposed by St. Stephen’s School. Motion by Hady, second by Miller, to take item #9, School Safety Initiative, out of order. All voting AYE. Motion carried. Motion by Hady, second by Plautz, to approve the Emergency Evacuation Agreement between St. Stephens Lutheran School/Childcare and the City of Horicon subject to review by the City Attorney. All voting AYE. Motion carried. Sharon and Dan Pahl spoke on behalf of the Kiwanis Club. The Kiwanis Club would like to replace the sign in Kiwanis Park. It was the consensus of the Committee the Kiwanis Club should proceed with replacing the sign. Discussion was held in regard to the Horicon Phoenix Group’s request to amend their approved Street Use Permit to include all of Jersey Street. Concerns were raised including access to the Aquatic Center and access to the parking lot. Motion by Marschke, second by Plautz, to deny the Horicon Phoenix Group’s request to amend their approved Street Use Permit. All voting AYE. Motion carried. Motion by Miller, second by Hady, to authorize Horicon Phoenix Group use of River Bend Park on August 31 and September 1, 2013 for the Labor Day Celebration, to include allowing park hours to extend past 10:00 p.m. All voting AYE. Motion carried. Motion by Hady, second by Pahl, to authorize Horicon Phoenix Group to use amplified music in River Bend Park on August 31 and September 1, 2013 for the Labor Day Celebration. All voting AYE. Motion carried. Motion by Marschke, second by Wieneke, to approve the request from Horicon Phoenix Group to have fireworks in River Bend Park on September 1, 2013 as part of the Labor Day Celebration. All voting AYE. Motion carried. CITY OF HORICON COMMITTEE OF WHOLE MAY 14, 2013 Mayor Neitzel announced he had spoken with Fire Chief Bandsma and Alderperson Plautz and had given the Fire Chief authorization to replace the transmission on Truck 1961. Motion by Plautz, second by Miller, to decrease fund balance and increase A/C #100-522210-241, Fire Department Repair/Maintenance – Contractor, by $9749.93 to fund fire truck repairs. All voting AYE. Motion carried. Dave Magnussen, Public Works/Utility Supervisor, led a discussion on the qualifications necessary to receive Water/Wastewater III, Grade 3 pay. Consensus of the Committee indicated in order to receive Water/Wastewater III, Grade 3 pay it is necessary to earn the Grade 3 designation from Wisconsin DNR and to have achieved the 8 necessary subgrades to operate the Horicon WWTF. Motion by Plautz, second by Miller, to approve the Scope of Engagement with Quarles & Brady in the amount of $8,500 for bond counsel on the Series 2013A General Obligation Refunding Bonds. All voting AYE. Motion carried. Motion by Plautz, second by Marschke, to grant a Temporary Class “B” Retailer’s License to Horicon American Legion Post 157 for June 15, 2013 at Discher Park – 800 North Finch Street. All voting AYE. Motion carried. Motion by Miller, second by Hady, to approve purchase of five full sets of turn out gear in the amount of $3251.80 and five pairs of turn out pants in the amount of $1204.75 for the EMS per the 2013 Budget. All voting AYE. Motion carried. Motion by Miller, second by Plautz, to approve purchase of five Minitor V pagers with a 5-year warranty in the amount of $2,395 for the EMS per the 2013 Budget. All voting AYE. Motion carried. Discussion was held in regard to building improvements in the 2013 Budget. Mayor Neitzel stated he would like this discussed at the May Council meeting, he requested information be distributed pertaining to the improvements budgeted and on additional improvements requested from supervisors. Several residents appeared and spoke on behalf of allowing chickens in City limits. Wieneke announced he had reviewed numerous ordinances and hoped to have a drafted ordinance for discussion at the June Committee of Whole. Motion by Plautz, second by Marschke, to approve a Two Year Operator License for the year ending June 30, 2014 to Bryce R. Jenkin. All voting AYE. Motion carried. CITY OF HORICON COMMITTEE OF WHOLE MAY 14, 2013 Non-Action Discussion: Geri Feucht, Librarian, announced the Library was gearing up for their Summer Reading Program, running June 10th – August 10th, and the program is for persons of all ages. James Bandsma, Fire Chief, announced Truck 1961 had a new transmission installed and is back in service. Dave Magnussen, Public Works/Utility Supervisor, gave an update on the Lake Street Bridge. He announced the pressure washer system is installed and he just received the new salt spreader. Magnussen also announced Public Works employees are working on brush pickup and asked residents to be patient. Joseph Adamson, Police Chief, encouraged the Council to consider opening the Lake Street Bridge for one lane of traffic. Discussion was held but no decision was made. Adamson announced he had received complaints from a resident requesting the City repair/replace Vine Street. Adamson also announced Officer Johnson and Dusty recently received their annual recertification. He announced officers had recently conducted training at Van Brunt School. He added that himself, Officer Roy and area principals had attended a Crisis Response Planning Session. Plautz announced he had received complaints regarding potholes on Robin Road. Discussion was held in regard to the status of Robin Road. Pahl inquired why construction of the new apartment complex was not on the agenda. Kristen Jacobson, Clerk-Treasurer, replied she had received paperwork regarding the apartment complex on Monday, which made it unable to be processed for this meeting. Adamson announced he was implementing a plan to assign an officer to each ward of the City to address property issues. Mayor Neitzel announced the City website is live. He announced he would like all City officials to have an e-mail address they could access through the website. Neitzel gave an update on the building at 401 East Lake Street.
