CITY OF HORICON COMMITTEE OF WHOLE JANUARY 14, 2014
The Committee of Whole of the City of Horicon met in regular session on January 14, 2014. The
meeting was called to order by Mayor Neitzel at 6:01 p.m.
Alderpersons present: Hady, Pahl, Plautz, and Wieneke.
Alderpersons absent: Marschke and Miller.
Mayor Neitzel led the Pledge of Allegiance.
Public Appearances: None.
Jason Johnson of Advanced Disposal gave a brief presentation on offering the City of Horicon
citywide waste removal and recycling. An opportunity for questions was provided. Discussion
included: pricing, pick-up schedule, container sizes, and bulk waste.
Donald Miller arrived at 6:05 p.m.
Motion by Hady, second by Plautz, to authorize the purchase of a computer for the Municipal
Court in the amount of $1,000 per the 2014 Budget.
All voting AYE. Motion carried.
Motion by Plautz, second by Wieneke, to grant a Temporary Class “B”/”Class B” Retailer’s
License to St. Stephen Lutheran Church/School for 505 North Palmatory Street on March 15,
2014.
All voting AYE. Motion carried.
Motion by Miller, second by Wieneke, to accept the Test Well #1, Construction of Wellhouse
#5, and Construction of Well #5 from the engineering and construction companies per DNR
requirements as part of the SDWL #1 closing.
All voting AYE. Motion carried.
Motion by Hady, second by Pahl, to purchase a John Deere 47 inch Heavy-Duty Two-Stage Snow
Blower, Converter, and Cozy Hard Cab as attachments for the 1445 tractor in the amount of
$9,645.83 per the 2014 Budget.
All voting AYE. Motion carried.
Motion by Wieneke, second by Miller, to purchase a 2014 John Deere 544K HL Loader in the
amount of $97,474.00 (includes trade-in of $56,500 for the current loader) per the 2014
Budget.
Discussion was held regarding financing of 2014 capital equipment and capital projects.
Vote on above motion.
All voting AYE. Motion carried.

Motion by Hady, second by Wieneke, to purchase a Pick-Up Salt Spreader in the amount of
$4,344.42 per the 2014 Budget.
All voting AYE. Motion carried.
Motion by Miller, second by Wieneke, to approve the Maple Street Improvement Resurfacing
Agreement with Northeast Asphalt, Inc. in the amount of $8,250 with work to be performed by
June 20, 2014 per the 2014 Budget.
All voting AYE. Motion carried.
Motion by Hady, second by Pahl, to purchase a Getac S400 Mobile Data Computer for the
Police Department in the amount of $2,986 per the 2014 Budget.
All voting AYE. Motion carried.
Motion by Hady, second by Plautz, to purchase 5 work station chairs for the Police Department
not to exceed $1,000 per the 2014 Budget.
All voting AYE. Motion carried.
Motion by Wieneke, second by Pahl, to replace carpeting at the Public Safety Building in an
amount not to exceed $7,770 per the 2014 Budget.
All voting AYE. Motion carried.
Motion by Miller, second by Hady, to grant an Occupancy Permit to John Deere for the
Overhead Enclosed Walkway located at 220 East Lake Street.
All voting AYE. Motion carried.
Motion by Miller, second by Hady, to grant an Occupancy Permit to John Deere for the
Monitoring Well located at 220 East Lake Street.
All voting AYE. Motion carried.
Non-Action Discussion:
Alexandra Harvancik, Librarian, announced Mid-Wisconsin Federated Library System will not
pursue a merger with Lakeshores Library System and as a result any technical services other
than the shared automation data base will need to be moved from Lakeshores Library System
to the Mid-Wisconsin Federated Library System. Harvancik also announced she has obtained
her permanent certification.
Dave Magnussen, Public Works/Utility Supervisor, announced the City has officially received
funding for the Lake Street Bridge Replacement. He also announced bid opening for the project
is May 13, 2014 with the bridge opening November 14, 2014.
Joseph Adamson, Police Chief, presented a bill for recent work performed on the Safety
Building’s heating system; the bill will be forwarded to Kunkel Engineering as the repairs are a
result of the Roof Replacement Project. Adamson announced he had attended a meeting for

the 2014 Jersey Street Music Festival to be held June 21 – June 22. He also announced Jason
Roy completed 1st Line Supervisor training.
Hady thanked Dave Magnussen for his work on the Lake Street Bridge Replacement.
Mayor Neitzel stated he had attended the Dodge County Executive Law Enforcement
Association 2013 Annual Awards Banquet on January 10th with Chief Adamson; at the meeting
he saw Mark Westendorf receive the 2013 Citizen of the Year Award and he presented the
$3,000 donation check from the City of Horicon.
Motion by Miller, second by Wieneke, to adjourn.
All voting AYE. Meeting adjourned at 7:37 p.m.
