CITY OF HORICON COMMITTEE OF WHOLE FEBRUARY 11, 2014 The Committee of Whole of the City of Horicon met in regular session on February 11, 2014. The meeting was called to order by Mayor Neitzel at 6:00 p.m. Alderpersons present: Hady, Marschke, Pahl, Miller, Plautz, and Wieneke. Alderpersons absent: None. Mayor Neitzel led the Pledge of Allegiance. Public Appearances: A resident expressed concern over the City’s policy of installing sidewalks on all streets when a street improvement project occurs. Motion by Hady, second by Pahl, to grant South Central Federation of Labor’s request for use of amplified music in Discher Park on June 28, 2014 for their annual picnic. All voting AYE. Motion by Miller, second by Wieneke, purchase 2 sets of turn-out gear for the Fire Department in the amount of $4,006.70 per the 2014 Budget. All voting AYE. Motion carried. Motion by Miller, second by Wieneke, to purchase a gas detector with data logging capabilities for the Fire Department in the amount of $775 per the 2014 Budget. All voting AYE. Motion carried. A discussion was held in regard to contracting for citywide waste removal and recycling. Items discussed included: resident feedback, pricing, container sizes, and use of bags vs. containers. There was a general consensus to continue exploring the option of contracting for citywide waste removal and recycling. Motion by Plautz, second by Marschke, to approve a Two Year Operator License for the year ending June 30, 2015 to Noah R. Steenberg. All voting AYE. Motion carried. Non-Action Discussion: Dave Magnussen, Public Works/Utility Supervisor, distributed a proposal for a Wastewater Treatment Plant Phosphorus Operational Evaluation Report from Strand Associates. Magnussen also distributed a 2014 Capital Improvements Project Construction Estimate from Kunkel Engineering. Magnussen announced both items should be reviewed and acted on by the Council at their next meeting. Magnussen gave an update on frozen services and participation in the City’s Trickle Credit Program. Magnussen encouraged all residents to participate in the Trickle Credit Program. CITY OF HORICON COMMITTEE OF WHOLE FEBRUARY 11, 2014 Mayor Neitzel announced he would like to meet next week to begin working on the City’s 5-Year Plan. Consensus was to schedule the meeting for February 17 th at 6:00 p.m. Motion by Wieneke, second by Miller, to adjourn. All voting AYE.
