CITY OF HORICON COMMITTEE OF WHOLE JULY 8, 2014 The Committee of Whole of the City of Horicon met in regular session on July 8, 2014. The meeting was called to order by Mayor Neitzel at 6:00 p.m. Alderpersons present: Hady, Marschke, Pahl, Miller, Plautz and Fausett. Alderpersons absent: None. Mayor Neitzel led the Pledge of Allegiance. Public Appearances: None. Motion by Marschke, second by Miller, to approve Oak Hill Cemetery Association’s request for funds in the amount of $7,000 per the 2014 Budget. All voting AYE. Motion carried. Kristen Jacobson, Clerk-Treasurer, presented a Citywide Waste Removal & Recycling Administration Guidelines policy for review by the Committee. Discussion was held regarding the document. A minor change to item #6 on the document was made. Motion by Fausett, second by Pahl, to approve the Citywide Waste Removal & Recycling Administration Guidelines as presented with a change to item #6 changing the word utility to water. All voting AYE. Motion carried. Jacobson announced the August 12th Committee of Whole needs to be rescheduled due to the Partisan Primary. Consensus to change the August Committee of Whole meeting to Wednesday, August 6th at 6:00 p.m. Dave Magnussen, Public Works/Utility Supervisor, presented a list of DPW Equipment Rental Rates used when submitting costs to FEMA and used for invoicing purposes. Motion by Fausett, second by Pahl, to approve the City of Horicon DPW Equipment Rental Rates as presented with the exception of the Snowblower/Loader, this item will be billed to FEMA at a rate of $70/hour and for all other purposes billed at a rate of $125/hour. All voting AYE. Motion carried. Magnussen presented a request from Ralph McMullen Jr., 137 Southwind Trail, for reimbursement of costs associated with cleaning a manhole. Ralph McMullen was in attendance and explained that he had called a plumber to his residence due to a sewer back- up, at that time the plumber discovered the manhole was plugged. Mr. McMullen called the plumber a second time the same day because his lateral remained plugged. Discussion was held regarding the plugged manhole, multiple plumber visits, whether the City should have been called prior to calling a plumber, and whether or not the City should reimburse any of the costs. CITY OF HORICON COMMITTEE OF WHOLE JULY 8, 2014 Motion by Fausett, second by Plautz, to authorize payment in the amount of $247.50 (the amount the first invoice) to Ralph McMullen Jr. for sewer back-up at 137 Southwind Trail. Voting AYE: Fausett, Hady, Marschke, and Plautz. Voting NAY: Pahl and Miller. Motion carried. Don Neitzel of Kunkel Engineering presented and reviewed plans for Pheasant Lane/Robin Road Improvements as well as options for Green Tree Road. Much discussion was held regarding the various options for Green Tree Road. Consensus to install curb, gutter, and sidewalk on the North side of Green Tree Road and to blacktop Green Tree Road. Motion by Plautz, second by Miller, to approve a 2-Year Operator License for the year ending June 30, 2016 for Lynan C. Wiese. All voting AYE. Motion carried. Non-Action Discussion: Joseph Adamson, Police Chief, announced he would have Operator License Applications of two individuals he has not yet been able to recommend for consideration at the July Council meeting. Adamson also announced the Dodge County Law Enforcement Memorial is set to break ground July 16th with a formal dedication to be held on September 11th. Alexandra Harvancik, Librarian, announced there would be no Library Board meeting in July and the August Library Board meeting has been rescheduled to August 18 th. Kristen Jacobson announced Oakhill Cemetery Association is requesting authorization to dispose of the 1984 Chevy K30 4WD as it is no longer in working condition. Mayor Neitzel advised this item be placed on the July Council agenda. Jacobson requested the Committee set a date to review and finalize the 5-Year Financial Plan; consensus to hold the meeting August 19th at 6:00 p.m. Miller announced he has been receiving numerous calls regarding citywide waste removal and recycling. Mayor Neitzel announced he will not be in attendance at the July Council meeting and stated Council President Donald Miller will run the meeting. Motion by Marschke, second by Fausett, to adjourn.
