CITY OF HORICON COMMITTEE OF WHOLE JUNE 10, 2014 The Committee of Whole of the City of Horicon met in regular session on June 10, 2014. The meeting was called to order by Mayor Neitzel at 6:00 p.m. Alderpersons present: Hady, Marschke, Pahl, Miller, and Plautz. Alderpersons absent: Fausett. Mayor Neitzel led the Pledge of Allegiance. Motion by Miller, second by Pahl to take item #8, Safety Building Boiler Options per 2014 Building Improvement Project, out of order. All voting AYE. Motion carried. Susan Leahy of Kunkel Engineering presented several alternate pricing options relating to replacement of the boilers at the Public Safety Building. Discussion was held regarding the benefits of a 93.3% efficiency boiler versus an 85% efficiency boiler. Motion by Pahl, second by Marschke, to approve the following bid item alternates for the 2014 Building Improvement Project for the Public Safety Building:  Bid Item #1, Alternate #3: provide two 93.3%, 500 MBH input, 467 MBH output high efficiency condensing boilers in lieu of two 85%, 500 MBH input, 425 MBH output standard efficiency condensing boilers. Net price increase of $3,375.  Bid Item #1, Alternate #5: direct purchase of boiler and pump package. Net price decrease of $720 - $875. All voting AYE. Motion carried. Public Appearances: None. Dave Magnussen, Public Works/Utility Supervisor, gave a brief presentation on the 2013 Compliance Maintenance Annual Report for the Horicon Wastewater Treatment Facility. The Facility received an “A” grade. The annual Compliance Maintenance Resolution will be presented at the June Council meeting. Motion by Miller, second by Pahl, to approve Horicon Historical Society’s request to waive the $50 Street Use Permit fee for their Living History Days event. All voting AYE. Motion carried. Motion by Marschke, second by Pahl, to grant John Deere’s request for a reserved, on street, parking stall on Vine Street; signage and labor for installation shall be provided by John Deere and the dedicated parking stall will be subject to City of Horicon parking regulations. Voting AYE: Marschke, Pahl, and Plautz. Voting NAY: Miller and Hady. Motion carried. CITY OF HORICON COMMITTEE OF WHOLE JUNE 10, 2014 Motion by Plautz, second by Miller, to approve a 1-Year Operator License for the year ending June 30, 2015 for Michael J. Burmania; and a 2-Year Operator License for the year ending June 30, 2016 for Stephanie L. Eichorst, Kayla R. Magyar, Sarah N. Okon, Matthew J. Rehse, and Breana L. Schmude. All voting AYE. Motion carried. Motion by Plautz, second by Miller, to approve a 1-Year Operator License for the year ending June 30, 2015 for Lisa L. Hady. Voting AYE: Plautz, Marschke, Pahl, and Miller. Abstaining: Hady. Motion carried. Non-Action Discussion: Alexandra Harvancik, Librarian, announced the Summer Reading Program begins on Monday; she thanked community businesses for their generous contributions. Magnussen announced the Horicon Phoenix Program had purchased and donated playground equipment for Kiwanis Park; the equipment is currently being installed with the City providing the labor. He also announced Noah Oestreich had recently obtained the status of Water/Wastewater Operator III, Grade 3. Magnussen reported surveys relating to the Wastewater Phosphorus Report had been received from Horicon industrial users. He also reported all areas being blacktopped are prepped and the milling machine would begin work on Thursday. Magnussen stated he is working with Advanced Disposal on their request for the City to dispose of their leachate. Magnussen announced the Aquatic Center opened on Saturday and operations are running smoothly. He also announced the Discher Park Dance Hall has been primed and is ready for paint. Magnussen provided an update on the Lake Street Bridge Replacement; work will begin at the end of July with the bridge opening for traffic by November 10th. Magnussen announced Public Works employees had been working 10 hour days for the last two weeks and will this week as well. Joseph Adamson, Police Chief, thanked all those that participated on April 30 th at the shooting range; he announced all officers qualified. Adamson announced an Urban Goose Management Team meeting will be held on Wednesday. He also announced Lieutenant Roy had recently graduated from LPO training. Adamson stated he had spoken with Wisconsin Southern Railroad regarding curb appeal challenges. Plautz announced the Cable Television Commission had authorized the hiring of three employees. Kristen Jacobson, Clerk-Treasurer, stated citywide waste and recycling will begin August 1st, residents will see charges for this service begin on the utility bill received in September. CITY OF HORICON COMMITTEE OF WHOLE JUNE 10, 2014 Miller announced he had been approached by Horicon FFA students wishing to be responsible for planting of flowers in the City’s planters.
