CITY OF HORICON PERSONNEL & FINANCE MAY 18, 2021
The Personnel & Finance Committee met in regular session with Chairperson Frami presiding.
The meeting was called to order at 6:00 p.m.
Members Present: Frami, Bandsma, and Miller.
Members Absent: None.
Public Appearances: None
Motion by Miller, second by Bandsma, to approve the April 15, 2021 minutes.
All voting Aye. Motion carried.
Discussion for use of TID #4 funds for berm completion in Cityview. No action was taken.
Motion by Frami, second by Bandsma, to approve the purchase of portable radios for HPD, in
the amount of $11,712.57 to be paid for by the Contingency Fund.
All voting Aye. Motion carried.
Motion by Frami, second by Bandsma, to approve the purchase of Squad Radio in the amount
of $5,014.79.
All voting Aye. Motion carried
Motion by Frami, second by Miller, to approve the hiring of three part-time summer park
employees, starting June 1, 2021, with starting wage in the amount of $11.00/hr.
All voting Aye. Motion carried.
Motion by Frami, second by Miller, to approve the LJM vending machine contract for the Horicon
Aquatic Center.
All voting Aye. Motion carried.
Motion by Frami, second by Miller, to approve the replacement of WWTF Aerator Shaft in the
amount of $33,013.27 to be funded by Wastewater Fund balance.
All voting Aye. Motion carried.
Motion by Frami, second by Bandsma, to approve the replacement of WWTF Digester Blower
in the amount of $3,037.00 to be funded by Wastewater Fund balance.
All voting Aye. Motion carried.
Motion by Frami, second by Miller, to approve the replacement of WWTF VIS Spectrophotometer
in the amount of $4,402.80 to be funded by Wastewater Fund balance.
All voting Aye. Motion carried.
Motion by Frami, second by Bandsma, to approve the update of the WWTF Phase monitor in
amount of $8,732.00 to be funded by Wastewater Fund balance.
All voting Aye. Motion carried.
Motion by Bandsma, second by Miller, to approve the disposal of 2001 Freightliner, in the amount
of $3,000.00.
All voting Aye. Motion carried.

Discussion regarding the Salt sold to Horicon School District for 2020-2021 winter.
Motion by Frami, second by Miller, to approve the bills for April 2021 in the amount of
$4,080,755.69.
All voting Aye. Motion carried.
Personnel & Finance’s next meeting will be Tuesday, June 15, 2021 at 6:00 p.m. in the Council
Chambers.
