City of Horicon PERSONNEL & FINANCE November 16, 2023 The Personnel & Finance Committee met in regular session with Chairperson Frami presiding. The meeting was called to order at 6:00 p.m. Members Present: Frami, Bandsma, and Schmitz. Members Absent: None. Public Appearances: None. Motion by Bandsma, second by Schmitz, to approve the October 17, 2023, minutes. All voting Aye. Motion carried. Motion by Bandsma, second by Schmitz, to approve Assessor contract 2024-2026 in the amount of $34,500. All voting Aye. Motion carried. Motion by Bandsma, second by Schmitz, to approve the 2024 EMS Rates effective January 1, 2024. All voting Aye. Motion carried. Motion by Frami, second by Bandsma, to approve 2024 Stray Animal Contract with Dodge County Humane Society in the amount of $5,000. All voting Aye. Motion carried. Motion by Bandsma, second by Schmitz, to approve a budget transfer to purchase a desktop computer for the Municipal Court in the amount of $1,800. All voting Aye. Motion carried. Motion by Frami, second by Bandsma, to approve the 5-year financial plan. All voting Aye. Motion carried. Motion by Frami, second by Bandsma, to approve the refund of the 2022 Street Use Permit fee for Horicon Historical Society in the amount of $50.00. All voting Aye. Motion carried. Discussion regarding City of Horicon Artificial Intelligence (Al) for Communication Purpose Policy. No action taken. Motion by Bandsma, second by Schmitz, to approve the sale of 2018 JD 1025R from Capital Equipment Fund to Wastewater Utility Fund in the amount of $11,000. All voting Aye. Motion carried. Motion by Frami, second by Schmitz, to approve October 2023 payables in the amount of $1,476,793.63. All voting Aye. Motion carried. Personnel & Finance’s next meeting will be Monday, December 18, 2023, at 6:00 p.m. in the Council Chambers. Motion by Frami, second by Bandsma, to adjourn into closed session for the purpose of deliberating terms for Cell Tower Lease per WI Stats. 19.85(1)(e).
