City of Horicon PERSONNEL & FINANCE February 17, 2025 The Personnel & Finance Committee met in regular session with Chairperson Frami presiding. The meeting was called to order at 6:00 p.m. Members Present: Frami, Bandsma and Schmitz. Members Absent: None. Public Appearances: None. Motion by Bandsma, second by Schmitz, to approve January 18, 2025 minutes. All voting Aye. Motion carried. Motion by Frami, second by Schmitz, to approve changing Ordinance 424-3(B) and (E) relating to hunting with a bow and arrow within City limits. All voting Aye. Motion carried. Motion by Frami, second by Schmitz, to approve changing Ordinance 60-7(G) relating to EMS personnel incompatibility of office and annual earnings to follow Wi Stats. Voting Aye: Frami and Schmitz. Abstained: Bandsma. Motion carried. Motion by Frami, second by Schmitz, to approve changing Ordinance 79-4(F) relating to Fire Department personnel incompatibility of office and annual earnings to follow WI Stats. Voting Aye: Frami and Schmitz. Abstained: Bandsma. Motion carried. Discussion regarding rental rates and security deposit of Public Safety Building meeting room. Motion by Bandsma, second by Schmitz, to approve the purchase of Phosphorus removal chemical (FX300) in the amount of $46,115.00. All voting Aye. Motion carried. Motion by Bandsma, second by Schmitz, to approve the promotion of Joshua Wild to Basic Wastewater and Water pay scale in the amount of $27.53, effective January 15, 2025. All voting Aye. Motion carried. Motion by Frami, second by Bandsma, to approve January 2025 payables in the amount of $5,268,146.41. All voting Aye. Motion carried. Personnel & Finance’s next meeting will be Monday, March 17, 2025 at 6:00 p.m. in the Council Chambers. Motion by Frami, second by Schmitz, to adjourn into Closed Session for Purpose of Considering Leasing Land per WI Stats. 19.85(1)(e) and for the Purpose of Considering Sale of Public Land per WI Stats. 19.85(1)(e).
