VILLAGE OF HORTONVILLE COMMITTEE OF THE WHOLE MARCH 7, 2024 MEETING MINUTES APPROVED MARCH 21, 2023 President Jeanne Bellile called the meeting to order at 5:00 p.m. in the Community Center at 531 N. Nash St., Hortonville, Wisconsin. Trustees present: Grace Abitz, Pat Lund-Moe, Jim Moeller (arrived at 5:05 pm), Jane Olk, Julie Arendt Vanden Heuvel Trustees absent: Shauna Keel Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Director of Public Works Aaron Steber, Chief of Police Kristine Brownson, and Attorney Ashley Lehocky. Multiuse Trail in Downtown Administrator Treadwell said that right now the trail will be stopping by the former BMO bank. We will be giving you all the options tonight. We could have the trail go behind Bethlehem school on the north side. The issue will be you will be crossing the driveway access points. The Village owns this and we could remove the parking (but there is really no good way to put the 10 foot bike path without removing the parking that is currently there). The other option is to continue on through behind the businesses on main street (South side). Currently that is the only access point for businesses, we could see if the establishments would grant an easement. Trustee Abitz said she thought the route of least resistance would be to have the bike path going right down main street. Administrator Treadwell said this would then minimize the sidewalks which are being proposed to be 12 feet wide. Discussion ensued. The bike trail would end at Spruce Street. Consensus was to run the bike trail through the downtown. Administrator Treadwell said that we could have a dog filling station/water bottle filling station in Memorial Square. Way finding signs will be part of the downtown design as well. Adjourn Motion [Arendt Vanden Heuvel/Olk] to adjourn. Unanimous voice vote, motion carried.
