VILLAGE OF HORTONVILLE JOINT REVIEW BOARD FEBRUARY 5, 2026, MEETING MINUTES Jeanne Bellile called the meeting to order at 5:00 p.m. in the Community Center at 531 N. Nash St., Hortonville, Wisconsin. Members present: Amy Van Straten (Fox Valley Technical College), Jack Kuhnke (public member), Kevin Englebert (by phone) and Jeanne Bellile (Village President) Others present: Jane Booth (Clerk-Treasurer) and Ariana Schmidt (Ehlers)(by phone) Others Excused: Chris Peterson (Hortonville Area School District) Approve the minutes from the November 20, 2025, Meeting Motion [Kuhnke/Van Straten] to approve the minutes from the November 20, 2025, meeting. Unanimous voice vote, motion carried. Review the public record, planning documents and the resolution passed by the Plan Commission and Village Board. We removed the furthest west parcel and added 3 parcels. It did not change the percentage of the TID. Consideration of “Resolution Approving the Creation of Tax Incremental District No. 7”. Ariana Schmidt Motion [Englebert/Kuhnke] to approve Resolution approving the Creation of Tax Incremental District No. 7. Unanimous voice vote, motion carried.
