PLANNING & ZONING COMMISSION
JUNE 13, 2024 MEETING MINUTES
President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community
Center at 531 N. Nash St., Hortonville, Wisconsin.
Members present: Dave Moe, Tom Banker, Barry Hoff, Richard Gruenewald, Mike
Bellile, Julie Arendt Vanden Heuvel, Ryan Hansch, and Roger Retzlaff.
Members excused: Tom Banker
Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth,
Attorney Ashley Lehocky, Building Inspector Paul Hanlon
Officials/Staff excused: DPW Director Aaron Steber
Discussion and possible action on 4-11-2024 Planning & Zoning Commission
Minutes
Motion [Arendt Vanden Heuvel/Bellile] to approve the 4-11-2024 Planning & Zoning
Commission meeting minutes. Unanimous voice vote, motion carried.
Public Hearing regarding Comprehensive Plan Final Draft
Motion [Retzlaff/Arendt Vanden Heuvel] to open the public hearing. Unanimous voice
vote, motion carried.
Brian Wiedenfeld from MSA said that the comprehensive plan is providing the social,
economic, plans for the community. It is required by statute and is a long-term plan
providing planning and guidance. We have had over 400 community interactions since
the kickoff. Some of the highlights are there are over 50 strategies with the plan.
The next step would be that it goes before the Village Board for approval and then it
would begin the implementation process. It is recommended that you update your plan
every ten years.
Close Public Hearing
Motion [Arendt Vanden Heuvel/Moe] to close the public hearing. Unanimous voice vote,
motion carried.
Public Hearing regarding Z-1-24 property rezone of parcel #240049900 from R(1)
Single Family Residential to (R2) Family Residential
Motion [Hansch/Arendt Vanden Heuvel] to open the public hearing for Z-1-24.
Unanimous voice vote, motion carried.
Administrator Treadwell said that there is a weird mix of houses, behind other houses
with an easement. The current owner would like to build another house behind his
current house that is ADA accessible. The easiest way to do this is to change it to R2.
Based on this area, I don’t see a reason to deny this rezone.
Close Public Hearing
Motion [Arendt Vanden Heuvel/Hoff] to close the public hearing. Unanimous voice vote,
motion carried.
Discussion and possible action on Comprehensive Plan Final Draft
Motion [Retzlaff/Hansch] to approve the comprehensive plan. Unanimous voice vote,
motion carried.
Discussion to rezone the following parcel(s) from (R1) Single Family Residential to
(R2) Two Family Residential
Administrator Treadwell said that he apologized that there will be no action taken. This
will have to come before the Planning & Zoning Commission at a later date.
Any other topics for future discussion

Discussion on zoning changes
Administrator Treadwell said that the village board did vote to approve zoning changes
for the Village. The idea is to have all the zoning in one section, right now it is all over
the place.

Motion [Bellile/Hoff] to adjourn. Unanimous voice vote, motion carried. The Commission
meeting adjourned at 6:18 p.m.
